【摘要】：運(yùn)用文獻(xiàn)資料等研究方法,分析總結(jié)我國籃球場地對(duì)社會(huì)開放的現(xiàn)狀和成因。研究發(fā)現(xiàn):我國籃球場地存在著存量較多,場地利用率偏低、接待規(guī)模小,對(duì)社會(huì)開放不足;政府職能轉(zhuǎn)變應(yīng)對(duì)滯后、信息不暢;所屬部門難以獨(dú)自承擔(dān)對(duì)社會(huì)開放壓力;場地投入過渡依賴公共財(cái)政;相關(guān)法律和政策監(jiān)管不到位等5個(gè)方面的問題。建議:在"五大發(fā)展理念"引領(lǐng)下,發(fā)揮政府的引導(dǎo)作用,政府購買公共服務(wù)并建立信息公開平臺(tái);建立多部門聯(lián)動(dòng)機(jī)制;盤活場地存量,實(shí)現(xiàn)多項(xiàng)目"共用共享";引入社會(huì)資本建立多元化資金籌措機(jī)制;建立完善的執(zhí)行監(jiān)管機(jī)制等對(duì)策,提高籃球場地對(duì)社會(huì)開放率,更好地為全民健身事業(yè)的發(fā)展服務(wù)。
[Abstract]:This paper analyzes and summarizes the present situation and causes of the opening of basketball court to the society by means of literature and other research methods. It is found that there are many basketball courts in our country, such as low utilization rate, small reception scale and insufficient openness to the society; the transformation of government functions is lagging behind, and the information is not smooth; it is difficult for the government departments to bear the pressure of opening to the society alone; The transition of site investment depends on public finance, and there are five problems in related laws and policies. Suggestions: under the guidance of the "five development concepts", the government should give full play to the guiding role of the government, and the government should purchase public services and establish a public information platform, establish a multi-sector linkage mechanism, revitalize the stock of sites, and realize the "common sharing" of many projects; Introducing social capital to set up the mechanism of raising diversified funds, establishing perfect execution and supervision mechanism and so on, improving the opening rate of basketball court to the society and serving for the development of the cause of national fitness better.
