【摘要】：為我國職業(yè)足球發(fā)展相關(guān)制度和政策的制訂提供理論支持,通過文獻資料法、專家訪談法、邏輯分析法等,采用PEST分析模型,對中國職業(yè)足球俱樂部地域化和名稱非企業(yè)化發(fā)展現(xiàn)狀、國際上有關(guān)職業(yè)俱樂部地域化和名稱非企業(yè)化發(fā)展經(jīng)驗、實現(xiàn)我國足球俱樂部地域化和名稱非企業(yè)化的條件及所需政策進行分析與探討。提出建議:在管理上創(chuàng)新中國特色足球發(fā)展模式,政府按照市場經(jīng)濟的規(guī)律,通過合適的政策調(diào)節(jié)服務(wù)于職業(yè)足球產(chǎn)業(yè)的發(fā)展;在競賽體系設(shè)計上逐步形成賽制穩(wěn)定、等級分明、銜接有序、遍及城鄉(xiāng)的競賽格局;在賽事轉(zhuǎn)播上實現(xiàn)足球賽事電視轉(zhuǎn)播權(quán)有序競爭,創(chuàng)新足球賽事轉(zhuǎn)播和推廣運營方式;在俱樂部發(fā)展中明確俱樂部股權(quán)結(jié)構(gòu),完善俱樂部法人治理結(jié)構(gòu),加快現(xiàn)代企業(yè)制度建設(shè);在足球社區(qū)建設(shè)上俱樂部需要為社區(qū)服務(wù),使社區(qū)成為足球俱樂部公共服務(wù)的主要受益者;在場地建設(shè)中鼓勵俱樂部所在地政府以足球場館等資源投資入股,使主場在一個區(qū)域扎根下來,促進所在區(qū)域社區(qū)的經(jīng)濟、社會、文化、教育的共同發(fā)展。這對解決我國職業(yè)足球俱樂部建設(shè)發(fā)展中的現(xiàn)實問題和保障我國足球職業(yè)化改革順利進行具有重要意義。

To solve the Chinese occupation football club real problems in the development of the Ministry of construction and the protection of football occupation reform smoothly has important significance.
