【摘要】：中國(guó)冰雪產(chǎn)業(yè)發(fā)展二十余年,黑龍江省一直是全國(guó)冰雪產(chǎn)業(yè)的風(fēng)向標(biāo)。北京聯(lián)合張家口成功申辦2022年冬奧會(huì)為體育產(chǎn)業(yè)發(fā)展帶來(lái)新的機(jī)遇。黑龍江省要抓住冬奧會(huì)帶來(lái)的熱潮,全面發(fā)展黑龍江省冰雪體育產(chǎn)業(yè),進(jìn)一步釋放龍江冰雪優(yōu)勢(shì),全力推進(jìn)龍江冰雪體育產(chǎn)業(yè)的優(yōu)化升級(jí)。本文通過(guò)文獻(xiàn)資料法、實(shí)地調(diào)研法、比較研究法、邏輯分析法對(duì)黑龍江省有質(zhì)量等級(jí)、較大規(guī)模的滑雪場(chǎng)、室內(nèi)滑冰場(chǎng)、室內(nèi)滑雪場(chǎng)、用于教學(xué)訓(xùn)練或商業(yè)運(yùn)作的室外滑冰場(chǎng)以及其他冰雪旅游勝地等冰雪體育產(chǎn)業(yè)的可持續(xù)發(fā)展進(jìn)行調(diào)查研究。在現(xiàn)狀分析的基礎(chǔ)上分析2022年京張冬奧會(huì)對(duì)黑龍江省冰雪體育產(chǎn)業(yè)發(fā)展影響,得出以下結(jié)論:1.黑龍江省冰雪體育產(chǎn)業(yè)雖在國(guó)內(nèi)發(fā)展較早,但是與國(guó)外仍有差距。2022年冬奧會(huì)將促進(jìn)龍江冰雪體育產(chǎn)業(yè)經(jīng)濟(jì)效益的提高。2.黑龍江省的冰雪競(jìng)技項(xiàng)目在全國(guó)具有優(yōu)勢(shì),國(guó)際賽事上取得優(yōu)異成績(jī),但目前仍然存在冰雪競(jìng)技項(xiàng)目發(fā)展不均衡的現(xiàn)狀,后備運(yùn)動(dòng)員較少。3.2022年冬奧會(huì)有助于黑龍江省擴(kuò)大冰雪體育產(chǎn)業(yè)規(guī)模,打造龍江特有冰雪品牌。4.黑龍江省冰雪體育產(chǎn)業(yè)發(fā)展建設(shè)資金匱乏,在2022年冬奧會(huì)的輻射力較廣的影響下,龍江冰雪體育產(chǎn)業(yè)的基礎(chǔ)設(shè)施、配套設(shè)施將有很大提升。5.目前黑龍江省冰場(chǎng)雪場(chǎng)供需失調(diào),資源開(kāi)發(fā)無(wú)序,冰雪設(shè)施陳舊落后,缺乏規(guī)范的管理制度和運(yùn)營(yíng)標(biāo)準(zhǔn),在冬奧會(huì)的影響下將有所改善。6.黑龍江省冰雪專(zhuān)業(yè)型人才匱乏,在2022年冬奧會(huì)來(lái)臨之際,利用地域優(yōu)勢(shì),群眾基礎(chǔ),大力為國(guó)家培養(yǎng)冰雪類(lèi)專(zhuān)業(yè)技術(shù)人才,服務(wù)人才。針對(duì)上述2022年冬奧會(huì)對(duì)黑龍江冰雪體育產(chǎn)業(yè)的影響,給出如下建議:1.完善黑龍江省冰雪產(chǎn)業(yè)布局,打造獨(dú)具特色的冰雪體育產(chǎn)業(yè)聚集區(qū)和產(chǎn)業(yè)帶。2.積極開(kāi)展黑龍江省冰雪賽事及活動(dòng),倡導(dǎo)全民參與,重點(diǎn)培育青少年冰雪運(yùn)動(dòng)。響應(yīng)習(xí)近平主席“3億人上冰雪”號(hào)召。3.豐富黑龍江省冰雪體育市場(chǎng),倡導(dǎo)多元化發(fā)展,打造龍江特有冰雪品牌。4.建立冰雪為特色產(chǎn)業(yè)園區(qū),大力宣傳黑龍江省冰雪文化,提高龍江冰雪知名度。5.培育冰雪管理及服務(wù)型人才,與黑龍江省高校合作,制定專(zhuān)門(mén)冰雪培養(yǎng)計(jì)劃,為國(guó)家儲(chǔ)備冰雪人才。6.針對(duì)冰雪體育產(chǎn)業(yè)擴(kuò)大國(guó)際間交流。開(kāi)設(shè)冰雪體育論壇峰會(huì),邀請(qǐng)國(guó)外學(xué)者來(lái)到黑龍江,開(kāi)展冰雪知識(shí)普及講座,分享冰雪體育的最新信息。7.加強(qiáng)環(huán)保意識(shí),相應(yīng)國(guó)家號(hào)召的情況下,新建維護(hù)冰場(chǎng)雪場(chǎng),注重自然資源合理利用,切勿打破生態(tài)平衡。
[Abstract]:China's ice and snow industry has developed for more than 20 years, and Heilongjiang Province has been the vane of the national ice and snow industry. Beijing and Zhangjiakou successfully bid for the 2022 Winter Olympics to bring new opportunities for the development of the sports industry. Heilongjiang Province will seize the upsurge brought by the Winter Olympics. To develop the ice and snow sports industry in Heilongjiang Province in an all-round way, to further release the ice and snow advantages of Longjiang River, and to promote the optimization and upgrading of the ice and snow sports industry in the Longjiang River. The logical analysis method has the quality grade, the larger scale ski resort, the indoor ice skating field, the indoor ski resort in Heilongjiang Province. The sustainable development of ice and snow sports industry, such as outdoor skating rink and other ice and snow tourist resorts used for teaching and training or commercial operation, was investigated and studied. Based on the analysis of the present situation, the 2022 Jingzhang Winter Olympics in Heilongjiang Province was analyzed. The impact of the development of ice and snow sports industry, We can draw the following conclusion: 1. Although the ice and snow sports industry in Heilongjiang Province developed earlier in China, However, there is still a gap with foreign countries. In 2022, the Winter Olympic Games will promote the improvement of the economic benefits of the ice and snow sports industry in Longjiang. However, there is still an unbalanced development of ice and snow sports, and there are fewer reserve athletes. 3.2022 Winter Olympics will help Heilongjiang expand the scale of ice and snow sports industry. To build a unique ice and snow brand in Longjiang. 4. The development and construction of ice and snow sports industry in Heilongjiang Province is short of funds. Under the influence of the radiation power of the Winter Olympics in 2022, the infrastructure of the ice and snow sports industry in Longjiang River, The supporting facilities will be greatly upgraded .5.At present, the ice and snow fields in Heilongjiang Province are out of balance between supply and demand, the development of resources is disorderly, the ice and snow facilities are obsolete and backward, and there is a lack of standardized management system and operating standards. Under the influence of the Winter Olympic Games, there will be some improvement .6.Heilongjiang Province is short of specialized professionals in ice and snow. When the Winter Olympic Games are coming in 2022, we will make great efforts to train professional and technical personnel of snow and ice for the country by making use of the regional advantage and the mass foundation. In view of the above impact of the 2022 Winter Olympics on the ice and snow sports industry in Heilongjiang Province, the following suggestions are given: 1. Perfect the ice and snow industry layout in Heilongjiang Province. Create a unique ice and snow sports industry gathering area and industrial belt .2. actively carry out ice and snow events and activities in Heilongjiang Province and advocate the participation of all the people. Focus on cultivating young people's ice and snow sports. In response to Chairman Xi Jinping's call for "300 million people on ice and snow", enrich the ice and snow sports market in Heilongjiang Province, advocate diversified development, create a unique ice and snow brand of Longjiang .4. set up ice and snow industry park with characteristics of ice and snow. Vigorously propagate the ice and snow culture of Heilongjiang Province, improve the ice and snow awareness of Longjiang River, cultivate ice and snow management and service personnel, and work out a special ice and snow training plan in cooperation with colleges and universities in Heilongjiang Province, Expand international exchanges for the ice and snow sports industry, set up a summit of ice and snow sports forums, invite foreign scholars to Heilongjiang to give lectures on ice and snow knowledge popularization, To share the latest information of ice and snow sports. 7. Strengthen the awareness of environmental protection. Under the circumstances called for by the country, build and maintain the ice field, pay attention to the rational use of natural resources, and do not break the ecological balance.
