職業(yè)教育與職業(yè)資格證書制度有效溝通研究

【摘要】:隨著我國(guó)社會(huì)經(jīng)濟(jì)的發(fā)展,經(jīng)濟(jì)結(jié)構(gòu)的不斷調(diào)整與企業(yè)改革的不斷深入,國(guó)家越來(lái)越重視勞動(dòng)者的素質(zhì),國(guó)家和地方都開始大力支持和扶持職業(yè)教育,出現(xiàn)了學(xué)歷證書和職業(yè)資格證書并重的局面。 盡管我國(guó)職業(yè)教育和職業(yè)資格證書制度經(jīng)過幾十年的建設(shè)取得了很大的發(fā)展,職業(yè)資格證書制度在職業(yè)教育中發(fā)揮的不可替代的作用也日益體現(xiàn)。但與此同時(shí),社會(huì)對(duì)技能型人才的需求與職業(yè)教育培養(yǎng)的人才不能滿足社會(huì)需要之間的矛盾日益明顯。職業(yè)資格證書制度和職業(yè)教育在各自建設(shè)中仍然存在很多問題:首先,我國(guó)職業(yè)資格證書的管理和權(quán)威性建設(shè)還有待進(jìn)一步加強(qiáng),職業(yè)標(biāo)準(zhǔn)制定體系還不夠科學(xué);其次,職業(yè)院校在思想認(rèn)識(shí)、學(xué)校定位、軟硬件建設(shè)等方面也存在問題。實(shí)際上,不完善的職業(yè)資格證書制度體系和不發(fā)達(dá)的職業(yè)教育成為了影響我國(guó)職業(yè)資格證書制度與職業(yè)教育的溝通和銜接障礙;再者,社會(huì)對(duì)職業(yè)資格證書制度的宣傳力度不夠,職業(yè)資格證書的社會(huì)認(rèn)可度低,職業(yè)資格教育和培訓(xùn)時(shí)間短、培訓(xùn)方式單一、培訓(xùn)內(nèi)容固化;最后,職業(yè)資格培訓(xùn)與職業(yè)院校正常的教學(xué)活動(dòng)相分離,職業(yè)資格考試方式陳舊,職業(yè)資格考核的可信度低。 本文通過調(diào)查、訪談及對(duì)數(shù)據(jù)的整理和分析,針對(duì)我國(guó)職業(yè)資格證書制度在職業(yè)教育中的實(shí)施現(xiàn)狀,以及我國(guó)職業(yè)資格證書制度在實(shí)施過程中存在的問題進(jìn)行了詳實(shí)的分析,并結(jié)合國(guó)外成功實(shí)施職業(yè)資格證書制度的經(jīng)驗(yàn),分析了我國(guó)職業(yè)資格證書制度的現(xiàn)狀及存在問題,并從宏觀和微觀兩個(gè)角度為建立符合我國(guó)國(guó)情的職業(yè)資格證書制度提出了對(duì)策。宏觀上,設(shè)置國(guó)家宏觀調(diào)控機(jī)構(gòu),完善相關(guān)法律和政策,建立中央到地方的統(tǒng)一調(diào)控和管理體系;微觀上,在職業(yè)學(xué)校里建設(shè)與職業(yè)資格證書制度要求相適應(yīng)的教學(xué)體系,包括專業(yè)、課程設(shè)置、教材開發(fā)、教學(xué)模式、教學(xué)評(píng)價(jià)、師資建設(shè)等,同時(shí)建立與之匹配的實(shí)訓(xùn)基地。 與本文相關(guān)的實(shí)踐表明,本文提出的對(duì)策以職業(yè)能力培養(yǎng)為核心,適應(yīng)經(jīng)濟(jì)和社會(huì)發(fā)展要求,符合人才成長(zhǎng)規(guī)律,能夠保證職業(yè)教育人才培養(yǎng)的質(zhì)量,對(duì)于解決我國(guó)日益凸顯的矛盾,實(shí)現(xiàn)我國(guó)學(xué)歷證書和職業(yè)資格證書并重、職業(yè)資格證書制度與職業(yè)教育的有效銜接和溝通具有很大的現(xiàn)實(shí)意義。
[Abstract]:With the development of our country's social economy, the constant adjustment of economic structure and the deepening of enterprise reform, the state has paid more and more attention to the quality of workers, and the state and local governments have begun to support and support vocational education. There is a situation in which academic qualifications and vocational qualifications are given equal weight. In spite of the great development of vocational education and vocational qualification certificate system in China after decades of construction, the irreplaceable role of vocational qualification certificate system in vocational education is increasingly reflected. But at the same time, the contradiction between the social demand for skilled talents and the talents trained in vocational education cannot meet the needs of the society is increasingly obvious. There are still many problems in the construction of vocational qualification certificate system and vocational education: firstly, the management and authority construction of vocational qualification certificate in our country need to be further strengthened, and the system of setting professional standard is not scientific enough; Secondly, vocational colleges also have problems in ideological understanding, school orientation, hardware and software construction and so on. In fact, the imperfect system of vocational qualification certificate and the undeveloped vocational education have become the obstacles of communication and connection between vocational qualification certificate system and vocational education in China. Furthermore, the propaganda of the vocational qualification certificate system is not enough, the social recognition of the vocational qualification certificate is low, the time of vocational qualification education and training is short, the training method is single, and the training content is fixed. Finally, the vocational qualification training is separated from the normal teaching activities in vocational colleges and universities, the vocational qualification examination method is outmoded, and the credibility of vocational qualification examination is low. Through investigation, interview and data collation and analysis, this paper makes a detailed analysis of the status quo of the implementation of the vocational qualification certificate system in vocational education in China, as well as the problems existing in the implementation process of the vocational qualification certificate system in China. Combined with the experience of successful implementation of the vocational qualification certificate system in foreign countries, this paper analyzes the present situation and existing problems of the vocational qualification certificate system in China. At the same time, from the macro and micro angles, the author puts forward some countermeasures for establishing the professional qualification certificate system in accordance with the national conditions of our country. Macroscopically, set up the national macro-control organization, perfect the relevant laws and policies, and establish the unified control and management system from the central to the local level; From the micro point of view, the construction of teaching system in vocational schools is suited to the requirements of vocational qualification certificate system, including specialty, curriculum design, textbook development, teaching model, teaching evaluation, teachers construction, and so on. At the same time, a matching training base is established. The practice related to this paper shows that the countermeasures put forward in this paper take the training of professional ability as the core, adapt to the requirements of economic and social development, conform to the law of talent growth, and ensure the quality of the training of vocational education talents. It is of great practical significance to solve the increasingly prominent contradiction in our country, to realize the equal emphasis of academic certificate and vocational qualification certificate, and to effectively link up and communicate between vocational qualification certificate system and vocational education.
