大學教育國際化辦學的綜合效益評價研究

【摘要】:就宏觀層面而言,大學教育國際化辦學是全球化背景下大學教育發(fā)展的一種基本趨勢,也是國家建設高水平大學的必經(jīng)路徑;從微觀角度看,國際化辦學則是促進高水平大學建設的重要契機,大學教育國際化辦學業(yè)已成為一些高等院校發(fā)展的路徑選擇。 盡管為數(shù)眾多的大學紛紛從事著國際化辦學實踐,但是,國內對大學教育的國際化辦學無論是在理論觀念,還是在實踐操作均存著差異,甚至誤區(qū)。產生差異的原因是多方面的,包括發(fā)展基礎層面的、理論認識層面的、地區(qū)環(huán)境背景層面的、具體操作實施層面的,等等。但是,缺乏對大學教育國際化辦學綜合效益的量化評價是其中的重要原因之一。一方面,當前對大學教育國際化辦學的研討還遠遠不夠,就我國高等教育國際化的研究而言,現(xiàn)有文獻都缺乏對自改革開放政策實施以來我國大學教育國際化辦學實踐的切實研究,更缺乏對我國大學國際化辦學的影響因素、各不同院校和地區(qū)大學教育國際化辦學的局限性及可行性等問題的研究;另一方面,國內之所以對我國各地大學教育國際化辦學水平缺乏確切的了解,與大學教育國際化辦學研究和分析工具的欠缺密切相關。因此,從大學教育國際化辦學這一特定的目的出發(fā),依據(jù)一定的標準,通過特定的程序對大學教育國際化辦學狀況進行檢測,挖掘反映大學教育國際化辦學進程質量或成果水平的數(shù)據(jù)資料,從而對大學教育國際化辦學的綜合效益進行科學評價,對于推動大學教育國際化辦學進程意義重大。 本研究試圖立足H大學的實際,構建一個適應該校的系統(tǒng)科學的國際化辦學綜合效益評價指標體系,探求出適用有效的大學教育國際化辦學綜合效益評價方法,提出大學教育國際化辦學的改進措施和建議,為相關大學的教育國際化辦學實踐提供理論上的支持,為其他與樣本單位情況類似的大學教育國際化辦學的綜合效益評價提供參考和借鑒。
[Abstract]:On the macro level, the internationalization of university education is a basic trend of the development of university education under the background of globalization, and it is also a necessary path for the country to build a high-level university. From the microscopic point of view, the internationalization of running a school is an important opportunity to promote the construction of a high-level university, and the internationalization of university education has become a path choice for the development of some colleges and universities. Although a large number of universities are engaged in the practice of running a school internationally, there are differences and even misunderstandings in the theory and practice of the internationalization of university education in China. There are many reasons for the difference, including the basic level of development, the level of theoretical understanding, the level of regional environmental background, the level of concrete operation and implementation, and so on. However, one of the important reasons is the lack of quantitative evaluation on the comprehensive benefits of internationalized university education. On the one hand, the current research on the internationalization of university education is far from enough. As far as the study of internationalization of higher education in China is concerned, The existing literature lacks the practical research on the practice of university education internationalization in our country since the implementation of the reform and opening policy, and also lacks the influence factors on the international running of university in our country. The study on the limitation and feasibility of the internationalization of university education in different colleges and regions; On the other hand, the lack of an accurate understanding of the level of internationalization of university education in China is closely related to the lack of research and analysis tools for the internationalization of university education. Therefore, starting from the specific purpose of internationalizing university education, and according to certain standards, through specific procedures to examine the situation of university education internationalization, It is of great significance to excavate the data which reflects the quality or achievement level of the process of university education internationalization, and to evaluate the comprehensive benefit of the internationalization of university education running school scientifically, which is of great significance to promote the process of university education internationalization. Based on the reality of H University, this study attempts to construct a systematic and scientific comprehensive benefit evaluation index system for internationalized schools, and to find out an effective evaluation method for the comprehensive benefits of internationalized university education. This paper puts forward the improvement measures and suggestions for the internationalized running of university education, and provides theoretical support for the practice of running a school with the internationalization of education in the relevant universities. It provides reference and reference for the evaluation of the comprehensive benefit of the internationalization of university education which is similar to the situation of the sample unit.
