【摘要】：隨著知識(shí)經(jīng)濟(jì)時(shí)代的到來(lái)，高等教育與高技術(shù)產(chǎn)業(yè)聯(lián)結(jié)已成為當(dāng)前高等教育發(fā)展的趨勢(shì)。高技術(shù)產(chǎn)業(yè)因?yàn)槠涓邞?zhàn)略性、高智力性等特征，是當(dāng)前國(guó)際競(jìng)爭(zhēng)的焦點(diǎn)和重要指標(biāo)，而高等教育培養(yǎng)人才、科學(xué)研究與服務(wù)社會(huì)的職能很大程度上滿足了高技術(shù)產(chǎn)業(yè)增長(zhǎng)的需求�？梢哉f(shuō)，，高技術(shù)產(chǎn)業(yè)增長(zhǎng)需要高等教育發(fā)展的支持，高等教育發(fā)展也必須要依托于高技術(shù)產(chǎn)業(yè)增長(zhǎng)。浙江雖然作為一個(gè)教育強(qiáng)省與經(jīng)濟(jì)大省，但是目前面臨著高等教育發(fā)展與高技術(shù)產(chǎn)業(yè)增長(zhǎng)不協(xié)調(diào)的問題。本文在這樣的理論背景與現(xiàn)實(shí)背景下，展開對(duì)浙江高等教育發(fā)展與高技術(shù)產(chǎn)業(yè)增長(zhǎng)關(guān)系問題的研究，并且提出了兩者協(xié)調(diào)發(fā)展的思路與對(duì)策。 首先，本文是在總結(jié)與歸納國(guó)內(nèi)外研究文獻(xiàn)的基礎(chǔ)上，以人力資本理論、技術(shù)創(chuàng)新理論、三螺旋理論等理論為基礎(chǔ)，結(jié)合經(jīng)濟(jì)學(xué)、統(tǒng)計(jì)學(xué)等領(lǐng)域中的相關(guān)研究方法，對(duì)浙江高等教育發(fā)展與高技術(shù)產(chǎn)業(yè)增長(zhǎng)的相關(guān)關(guān)系做全面系統(tǒng)的理論分析。然后，對(duì)浙江高等教育發(fā)展與高技術(shù)產(chǎn)業(yè)增長(zhǎng)的現(xiàn)狀進(jìn)行闡述，并在此基礎(chǔ)上對(duì)兩者的相關(guān)性作簡(jiǎn)要分析，為下文的實(shí)證研究做鋪墊。其次，通過(guò)構(gòu)建VAR模型對(duì)浙江高等教育發(fā)展與高技術(shù)產(chǎn)業(yè)增長(zhǎng)的關(guān)系做實(shí)證分析，研究發(fā)現(xiàn)增加高等教育的科技經(jīng)費(fèi)投入能夠促進(jìn)浙江高技術(shù)產(chǎn)業(yè)快速增長(zhǎng)。最后，從構(gòu)建高校與高技術(shù)產(chǎn)業(yè)聯(lián)結(jié)機(jī)制和對(duì)策建議等方面來(lái)提出浙江高等教育與高技術(shù)產(chǎn)業(yè)協(xié)調(diào)發(fā)展的思路與對(duì)策。 本文可能創(chuàng)新的地方體現(xiàn)在三個(gè)方面：第一，結(jié)合教育經(jīng)濟(jì)學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、統(tǒng)計(jì)學(xué)的相關(guān)理論全面系統(tǒng)地分析了高等教育發(fā)展與高技術(shù)產(chǎn)業(yè)增長(zhǎng)的相互關(guān)系。為研究浙江高等教育發(fā)展與高技術(shù)產(chǎn)業(yè)增長(zhǎng)問題，提供更為完善與系統(tǒng)的理論基礎(chǔ)。第二，運(yùn)用定性與定量的研究方法，對(duì)浙江高等教育發(fā)展與高技術(shù)產(chǎn)業(yè)增長(zhǎng)的相關(guān)性作實(shí)證分析。將研究視野定格在浙江省，是研究范圍或者研究領(lǐng)域的一個(gè)新的開拓。第三，在浙江高技術(shù)產(chǎn)業(yè)增長(zhǎng)遇到瓶頸，高等教育快速發(fā)展的現(xiàn)狀下，提出了浙江高等教育與高技術(shù)產(chǎn)業(yè)的協(xié)調(diào)發(fā)展的思路與對(duì)策，有助于浙江省“十二五”期間經(jīng)濟(jì)的快速轉(zhuǎn)型與發(fā)展。
[Abstract]:With the coming of the era of knowledge economy, the connection between higher education and high technology industry has become the trend of the development of higher education. Because of its characteristics of high strategy and high intelligence, high technology industry is the focal point and important index of current international competition, and higher education trains talents. The function of scientific research and service society meets the demand of high-tech industry to a great extent. It can be said that the growth of high-tech industry needs the support of the development of higher education, and the development of higher education must also depend on the growth of high-tech industry. Although Zhejiang is a strong province of education and a big province of economy, it is facing the problem that the development of higher education and the growth of high technology industry are not in harmony at present. Based on the theoretical and practical background, this paper studies the relationship between the development of higher education and the growth of high-tech industry in Zhejiang Province, and puts forward some ideas and countermeasures for their coordinated development. Firstly, this paper is based on human capital theory, technology innovation theory, triple helix theory and other related research methods in economics, statistics and other fields, on the basis of summing up and summarizing domestic and foreign research literature. This paper makes a comprehensive and systematic theoretical analysis on the relationship between the development of Zhejiang higher education and the growth of high technology industry. Then, the paper expounds the current situation of the development of higher education and the growth of high-tech industry in Zhejiang Province, and on this basis makes a brief analysis of the correlation between the two, which will pave the way for the empirical research below. Secondly, through the empirical analysis of the relationship between the development of higher education and the growth of high-tech industry in Zhejiang Province, it is found that increasing the investment in science and technology funds of higher education can promote the rapid growth of high-tech industry in Zhejiang Province. Finally, the author puts forward the ideas and countermeasures for the coordinated development of Zhejiang higher education and high-tech industry from the aspects of constructing the linkage mechanism and countermeasures between universities and high-tech industries. There are three possible innovations in this paper: first, the relationship between the development of higher education and the growth of high-tech industry is analyzed comprehensively and systematically with the relevant theories of educational economics, industrial economics and statistics. It provides a more perfect and systematic theoretical basis for studying the development of higher education and the growth of high technology industry in Zhejiang Province. Secondly, using qualitative and quantitative research methods, this paper makes an empirical analysis on the correlation between the development of higher education and the growth of high-tech industry in Zhejiang Province. Setting the research horizon in Zhejiang Province is a new development of research scope or research field. Thirdly, under the current situation of the bottleneck of the growth of Zhejiang high-tech industry and the rapid development of higher education, this paper puts forward the ideas and countermeasures for the coordinated development of Zhejiang higher education and high-tech industry. It is helpful to the rapid economic transformation and development of Zhejiang Province during the 12th five-year Plan.
