【摘要】：教育經(jīng)費(fèi)是高等教育發(fā)展的重要物質(zhì)基礎(chǔ)。我國(guó)高等教育大眾化迅速發(fā)展的趨勢(shì)顯示了我國(guó)教育事業(yè)的突飛猛進(jìn),但同時(shí)高等教育經(jīng)費(fèi)短缺的問(wèn)題也日益明顯,嚴(yán)重阻礙了我國(guó)高等教育事業(yè)的進(jìn)一步發(fā)展。要解決教育經(jīng)費(fèi)短缺問(wèn)題的關(guān)鍵就在于改變我國(guó)當(dāng)前這種主要由國(guó)家財(cái)政撥款過(guò)于單一化的籌資模式,并逐步形成高等教育資金來(lái)源多元化的辦學(xué)模式,而向爭(zhēng)取社會(huì)捐贈(zèng)來(lái)支持我國(guó)高等教育事業(yè)的發(fā)展不失為一條行之有效的良策�？梢哉f(shuō)社會(huì)捐贈(zèng)即是一項(xiàng)公益事業(yè),也是高校籌集資金的重要渠道之一。 長(zhǎng)期以來(lái),我國(guó)高校一直依靠國(guó)家財(cái)政撥款辦學(xué),大多高校在大鍋飯和坐、靠、等的思想影響至深,對(duì)社會(huì)捐贈(zèng)的重視普通較低,因而在社會(huì)捐贈(zèng)工作方面所積累的經(jīng)驗(yàn)不夠,再加之我國(guó)還沒(méi)有制定出一套完整的針對(duì)高校社會(huì)捐贈(zèng)辦學(xué)的法律法規(guī),這都嚴(yán)重地制約著我國(guó)高等教育社會(huì)捐贈(zèng)的發(fā)展。因此,借鑒和學(xué)習(xí)西方國(guó)家在社會(huì)捐贈(zèng)方面長(zhǎng)期以來(lái)所積累的成功經(jīng)驗(yàn)有著重要的現(xiàn)實(shí)意義。美國(guó)康奈爾大學(xué)作為一所世界級(jí)的著名高等學(xué)府,其社會(huì)捐贈(zèng)的歷史悠久,作者將對(duì)康奈爾大學(xué)社會(huì)捐贈(zèng)進(jìn)行具體的研究,以期能較為全面的展現(xiàn)其社會(huì)捐資辦學(xué)的面貌,并提煉出一些康奈爾大學(xué)社會(huì)捐贈(zèng)方面所取得的成功經(jīng)驗(yàn)來(lái)指導(dǎo)我國(guó)高校社會(huì)捐資辦學(xué)工作的開(kāi)展。 本文除緒論以外,將主要從五個(gè)方面進(jìn)行論述。緒論部分包括問(wèn)題的提出,研究意義,文獻(xiàn)綜述,概念界定和研究方法等,其它五個(gè)部分的主要內(nèi)容是：第一章從歷史的角度展示和分析康奈爾大學(xué)社會(huì)捐贈(zèng)發(fā)展的歷程,主要分為初建時(shí)期被動(dòng)地獲得社會(huì)捐贈(zèng)和到二十世紀(jì)末康奈爾大學(xué)逐步走向主動(dòng)爭(zhēng)取社會(huì)捐贈(zèng)并更趨專業(yè)化兩個(gè)階段；第二章對(duì)康奈爾大學(xué)社會(huì)捐贈(zèng)現(xiàn)狀進(jìn)行研究和分析,分別從康奈爾大學(xué)當(dāng)前社會(huì)捐贈(zèng)的捐贈(zèng)主體、捐贈(zèng)形式和捐贈(zèng)活動(dòng)進(jìn)行闡述；第三章則對(duì)康奈爾大學(xué)社會(huì)捐贈(zèng)資金的管理與運(yùn)作進(jìn)行闡述和分析,主要從康奈爾大學(xué)在社會(huì)籌資制度、基金投資類型以及對(duì)所獲捐贈(zèng)的分配等方面進(jìn)行探討；第四章分析了影響康奈爾大學(xué)社會(huì)捐贈(zèng)的因素,主要從美國(guó)的社會(huì)環(huán)境,包括濃厚社會(huì)捐贈(zèng)文化和相關(guān)的法律法規(guī),以及康奈爾大學(xué)自身獨(dú)特的辦學(xué)特色兩個(gè)方面進(jìn)行探討；第五章先是分析和總結(jié)了康奈爾大學(xué)在社會(huì)捐贈(zèng)上所取的科學(xué)成功經(jīng)驗(yàn),然后再結(jié)合我國(guó)高校社會(huì)捐資辦學(xué)的現(xiàn)狀提出了一些促進(jìn)我國(guó)高校社會(huì)捐贈(zèng)發(fā)展的建議。這些建議包括：1、在全社會(huì)范圍內(nèi)營(yíng)造捐資助學(xué)的良好氛圍；2、制定和完善相關(guān)的法律法規(guī)是社會(huì)捐贈(zèng)成功的基礎(chǔ)；3、逐步確立自主經(jīng)營(yíng)意識(shí),注重商業(yè)化品牌形象的樹(shù)立；4、強(qiáng)化校長(zhǎng)社會(huì)募集資金的職責(zé)；5、培養(yǎng)學(xué)生對(duì)母校的回報(bào)意識(shí),充發(fā)挖掘校友捐贈(zèng)的潛能；6、將捐贈(zèng)者興趣和利益與學(xué)校發(fā)展對(duì)資金的需求緊密結(jié)合；7、充分調(diào)動(dòng)各種社會(huì)力量,以發(fā)掘更多的潛在捐贈(zèng)者；8、成立專門的募集資金機(jī)構(gòu)是籌資成功的組織保障等。
[Abstract]:Educational fund is an important material basis for the development of higher education . The trend of the rapid development of higher education in China shows the rapid progress of our country ' s educational cause , but also the shortage of higher education funds is becoming more and more obvious . The key to solve the shortage of education funds is to change our country ' s current mode of financing for higher education .

For a long time , China ' s colleges and universities have always relied on the national financial allocation to run school . Most colleges and universities have long experience in social donation . Therefore , we have not formulated a complete set of laws and regulations for social donation in colleges and universities . In addition to the introduction , this paper mainly discusses five aspects : the introduction of the problem , the significance of the research , the literature review , the concept definition and the research method , etc . The main contents of the other five parts are as follows : Chapter 1 shows and analyzes the course of social donation development in Cornell University from the historical perspective , which is mainly divided into two stages : passively obtaining social donation from the historical perspective and gradually moving towards the Cornell University in the end of the twentieth century for social donation and more professional specialization ;
In the second chapter , the present situation of social donation of Cornell University is studied and analyzed , and the donation subject , donation form and donation activity of the current social donation from Cornell University are expounded .
The third chapter expounds and analyzes the management and operation of social donation funds in Cornell University , mainly from Cornell University in the aspects of social financing system , fund investment type and distribution of donated funds ;
The fourth chapter analyzes the factors that affect the social donation of Cornell University , mainly from the social environment of the United States , including the rich social donation culture and relevant laws and regulations , and the unique characteristics of Cornell University .
The fifth chapter first analyzes and summarizes the scientific and successful experiences of Cornell University in social donation , then puts forward some suggestions to promote the development of social donation in China ' s colleges and universities .

4 . Strengthen the duties of the principal ' s society to raise funds ;
5 . Cultivate the students ' return consciousness to the mater , and fill the potential of digging out alumni donation ;
6 . The interests and interests of the donor and the development of the school are closely combined with the needs of the funds ;
7 . Fully mobilize various social forces to tap more potential donors ;
8 . The establishment of specialized fund - raising institutions is the guarantee of fund - raising success .
