我國(guó)高校國(guó)家人才計(jì)劃入選者分布狀況研究

【摘要】:隨著知識(shí)經(jīng)濟(jì)的興起,人才,特別是高層次人才已經(jīng)成為競(jìng)爭(zhēng)的焦點(diǎn)。但是,在培養(yǎng)具有國(guó)際水平的領(lǐng)軍人物和學(xué)科帶頭人方面,我國(guó)與一些世界發(fā)達(dá)國(guó)家之間還存在很大差距。因此,我國(guó)制訂了一系列的人才計(jì)劃以吸引和培養(yǎng)高水平人才,增強(qiáng)我國(guó)的人才競(jìng)爭(zhēng)力。大學(xué)和科研機(jī)構(gòu)是進(jìn)行創(chuàng)新和人才培養(yǎng)搖籃,是人才的聚集地,同時(shí)也是人才計(jì)劃實(shí)施的主要場(chǎng)所。本文試圖通過(guò)對(duì)我國(guó)高校人才計(jì)劃入選者的分布情況研究,從大學(xué)和學(xué)科兩個(gè)層面進(jìn)行分析,探討人才計(jì)劃實(shí)施對(duì)我國(guó)大學(xué)產(chǎn)生的影響。 本研究分為五大部分,第一部分為導(dǎo)論,主要是提出問(wèn)題,闡述研究的意義,并對(duì)相關(guān)人才計(jì)劃的文獻(xiàn)進(jìn)行綜述,在此基礎(chǔ)上界定基本概念,最后說(shuō)明本研究所采用的主要方法。 第一章闡述了千人計(jì)劃、青年千人計(jì)劃、長(zhǎng)江學(xué)者獎(jiǎng)勵(lì)計(jì)劃、國(guó)家杰出青年科學(xué)基金這四個(gè)人才計(jì)劃的實(shí)施背景與現(xiàn)狀,對(duì)這四個(gè)人才計(jì)劃設(shè)立的原因和設(shè)立以來(lái)的實(shí)施情況有一個(gè)清晰地了解。 第二章簡(jiǎn)要介紹了千人計(jì)劃、青年千人計(jì)劃、長(zhǎng)江學(xué)者獎(jiǎng)勵(lì)計(jì)劃、國(guó)家杰出青年科學(xué)基金這四個(gè)人才計(jì)劃入選者在高校的分布情況。 第三章分析了千人計(jì)劃、青年千人計(jì)劃、長(zhǎng)江學(xué)者獎(jiǎng)勵(lì)計(jì)劃、國(guó)家杰出青年科學(xué)基金這四個(gè)人才計(jì)劃入選者在學(xué)科的分布情況,從一級(jí)學(xué)科和學(xué)科門(mén)類兩個(gè)層面對(duì)入選者所在的學(xué)科情況進(jìn)行了歸納分析。通過(guò)分析可知理、工、醫(yī)三個(gè)學(xué)科門(mén)類的入選者超過(guò)其他十個(gè)學(xué)科門(mén)類的總和,在十三個(gè)學(xué)科門(mén)類中,只有軍事學(xué)沒(méi)有一名入選者;生物學(xué)、化學(xué)、物理學(xué)、材料科學(xué)與工程、數(shù)學(xué)、臨床醫(yī)學(xué)這6個(gè)學(xué)科的入選者超過(guò)了200人,入選人數(shù)排在一級(jí)學(xué)科的前6位。 第四章從大學(xué)所屬的層次、區(qū)域、類型三個(gè)方面對(duì)四個(gè)人才計(jì)劃入選者進(jìn)行了數(shù)量比較。通過(guò)分析可知,“985”工程院校的入選比例和入選人數(shù)均高于“211”院校,普通院校的入選比例最低,入選人數(shù)最少;東部地區(qū)高校的入選人數(shù)多于中部地區(qū)高校,西部地區(qū)高校入選人數(shù)最少;部屬類院校的入選者數(shù)量多于省屬類院校。 結(jié)語(yǔ)部分總結(jié)了高校國(guó)家人才計(jì)劃入選者的分布狀況,并探討了人才計(jì)劃與大學(xué)排名的關(guān)系、國(guó)家戰(zhàn)略對(duì)人才計(jì)劃學(xué)科分布的影響以及“人才計(jì)劃”輩出與“人才輩出”的關(guān)系。
[Abstract]:With the rise of knowledge economy, talents, especially high-level talents, have become the focus of competition. However, there is still a big gap between China and some developed countries in the training of international leaders and discipline leaders. Therefore, China has drawn up a series of talent plans to attract and train high-level talents and enhance our talent competitiveness. Universities and scientific research institutions are the cradle of innovation and talent training. This paper attempts to analyze the distribution of talents in colleges and universities in China from the two aspects of university and discipline to explore the impact of the implementation of talent plan on universities in China. This research is divided into five parts, the first part is an introduction, mainly to raise questions, explain the significance of the study, and review the relevant literature on talent planning, on the basis of defining the basic concepts, Finally, the main methods used in this study are described. The first chapter describes the implementation background and present situation of the four talents programs, namely, the Thousand people Program, the Youth 1,000 people Program, the Yangtze River Scholars Award Program and the National Outstanding Youth Science Fund. There is a clear understanding of the reasons for the establishment of these four talent plans and their implementation since the establishment. The second chapter briefly introduces the students' distribution in colleges and universities by the Thousand people Program, the Young Thousand people Program, the Yangtze River Scholars Award Program and the National Outstanding Youth Science Fund. The third chapter analyzes the distribution of candidates in the four talents programs, namely, the Thousand people Program, the Youth 1,000 Program, the Yangtze River Scholars Award Program and the National Outstanding Youth Science Fund. This paper sums up and analyzes the subject situation of the candidates from the two levels of first-level discipline and subject category. Through analysis, we can see that the number of candidates in the three disciplines of theory, engineering and medicine is higher than the sum of the other ten disciplines. Out of the 13 disciplines, only military science has not one candidate; biology, chemistry, physics, material science and engineering. More than 200 people were selected in the six disciplines of mathematics and clinical medicine. Chapter four compares the number of candidates from three aspects: level, region and type of university. Through the analysis, we can see that the proportion and number of selected students in "985" engineering colleges are higher than those in "211" colleges and universities, the proportion of ordinary colleges and universities is the lowest and the number of selected people is the least, and the number of students in the eastern region is more than that in the middle regions. The number of selected students in western universities is the least, and the number of subordinate colleges is more than that of provincial colleges. The conclusion part summarizes the distribution of the candidates in the national talent plan of colleges and universities, and discusses the relationship between the talent plan and the ranking of universities.
