云南民辦高校突發(fā)事件研究

【摘要】:高校突發(fā)事件是任何一個高校都無法完全避免的。近幾年,由高校突發(fā)事件引發(fā)的討論越來越多,人們的關(guān)注焦點也越來越多的關(guān)注了到這個特殊的領(lǐng)域。不管是理論界還是媒體也將視野投入到了高校。對于突發(fā)事件的管理研究也已成為擺在高校及管理者面前不得不面對的課題。 民辦教育作為我國社會主義教育事業(yè)的組成部分,同樣肩負(fù)著為祖國培育人才的使命。隨著相關(guān)政策的出臺,特別是《民辦教育促進(jìn)法》和《民辦教育實施條例》等文件的問世標(biāo)志著中國民辦教育的法律體系基本建立。大量民間資本的投入也使得我國民辦高校迅猛發(fā)展。云南民辦高校由于起步較晚,無論是在辦學(xué)經(jīng)驗,辦學(xué)規(guī)模、辦學(xué)模式上還是民辦高校內(nèi)部管理、突發(fā)事件管理上都遠(yuǎn)遠(yuǎn)趕不上其他發(fā)達(dá)省份。 2002年云南省第一所經(jīng)云南省人民政府批準(zhǔn)、教育部備案的全日制民辦普通高校------云南科技信息職業(yè)學(xué)院成立,標(biāo)志著云南民辦高校的起步。短短的10年發(fā)展,不管是在歷史積淀、校園文化建設(shè)還是在突發(fā)事件的建立健全上,還處于摸索階段。 但對突發(fā)事件管理研究是學(xué)校管理的重要組成部分,也是確保校園的穩(wěn)定基礎(chǔ)。這對于才起步發(fā)展的云南民辦高校而言,就顯得尤為重要了。 本文以公共危機(jī)理論、危機(jī)生命周期理論為指導(dǎo),結(jié)合云南民辦高校自身特點,從對民辦高校突發(fā)事件的定義入手,通過典型案例的分析,采用問卷調(diào)查的方法,探索云南民辦高校突發(fā)事件的成因,進(jìn)而探討民辦高校在應(yīng)對突發(fā)事件時的原則和危機(jī)管理機(jī)制建立。擬希望為云南民辦高校正視危機(jī)事件,把突發(fā)事件管理納入到構(gòu)建平安、和諧校園的整體發(fā)展戰(zhàn)略中,確保學(xué)校穩(wěn)定發(fā)展。
[Abstract]:University emergencies can not be completely avoided by any university. In recent years, there has been more and more discussion caused by university emergencies, and more attention has been paid to this special field. No matter is the theory circle or the media also put the vision to the university. The research of emergency management has also become a subject that universities and administrators have to face. As a component of socialist education in China, private education also shoulders the mission of cultivating talents for the motherland. With the introduction of relevant policies, especially the "Law on the Promotion of Private Education" and the "regulations on the implementation of Private Education", the publication of the documents marks the basic establishment of the legal system of private education in China. A large number of private capital investment also makes the rapid development of private colleges and universities in China. Due to the late start of private colleges and universities in Yunnan, whether in terms of their experience, scale and mode of running a school, they are also in the internal management of private colleges and universities. Emergency management is far from catching up with other developed provinces. In 2002, the first Yunnan Province was approved by the Yunnan Provincial people's Government, and the Ministry of Education put on record the establishment of the Yunnan Institute of Science and Technology and Information Technology. It marks the beginning of private colleges and universities in Yunnan. The development of short 10 years, whether in the historical accumulation, the campus culture construction or the emergency establishment sound, is still in the groping stage. But the research on emergency management is an important part of school management, and it is also the stable foundation of campus. This for the development of Yunnan private colleges and universities, it is particularly important. Under the guidance of the theory of public crisis and the theory of crisis life cycle, combined with the characteristics of private colleges and universities in Yunnan, this paper begins with the definition of emergencies in private colleges and universities, and through the analysis of typical cases, adopts the method of questionnaire survey. This paper explores the causes of emergencies in private colleges and universities in Yunnan Province, and then probes into the principles and the establishment of crisis management mechanism in dealing with emergencies in private colleges and universities. The author hopes to face up to the crisis for the private colleges and universities in Yunnan Province and bring the emergency management into the overall development strategy of constructing a safe and harmonious campus to ensure the steady development of the school.
