【摘要】：高等教育作為知識(shí)經(jīng)濟(jì)的核心，對(duì)世界各國(guó)專業(yè)人才的儲(chǔ)備和綜合國(guó)力的提升有著重要作用。對(duì)我國(guó)而言，面對(duì)著社會(huì)轉(zhuǎn)型的重要時(shí)期，高教管理體制改革在社會(huì)經(jīng)濟(jì)改革和政治改革過(guò)程中也發(fā)揮著重要的作用。高等教育管理體制提升是我國(guó)以及國(guó)際研究的熱門話題，也是眾多國(guó)家發(fā)展的目標(biāo)之一。本文基于我國(guó)教育事業(yè)的發(fā)展?fàn)顩r趨勢(shì)以及應(yīng)對(duì)我國(guó)科教興國(guó)的政策，，對(duì)我國(guó)高等教育管理體制的提升問(wèn)題進(jìn)行了詳細(xì)的研究與闡述。優(yōu)化高等教育資源的配置效率和消除高等教育管理體制中的X非效率是我國(guó)高等教育管理體制提升所追求的目標(biāo)。這兩個(gè)目標(biāo)的實(shí)現(xiàn)依靠的是產(chǎn)權(quán)歸屬、組織結(jié)構(gòu)和運(yùn)行機(jī)制這三個(gè)最關(guān)鍵的因素。目前我國(guó)教育體制出現(xiàn)諸多問(wèn)題，高等院校內(nèi)部工作人員缺乏積極性，教育資源得不到合理專業(yè)的分配，學(xué)科設(shè)置與社會(huì)發(fā)展需求不匹配等問(wèn)題日漸凸顯。本文引進(jìn)國(guó)外先進(jìn)案例，從日本，美國(guó)高等教育管理體制的改革問(wèn)題上，結(jié)合我國(guó)實(shí)際情況得出啟示與經(jīng)驗(yàn)。解決以上問(wèn)題的關(guān)鍵是不僅是要加強(qiáng)高校自身的管理機(jī)制的效率提升，同時(shí)還要借助政府力量，社會(huì)資源以及市場(chǎng)機(jī)制，從根本上提升我國(guó)高等教育管理體制效率。對(duì)我國(guó)高等教育體制而言，政府是教育發(fā)展所需資源的主要支撐者。社會(huì)和市場(chǎng)是教育發(fā)展所需要資源的主要提供者。高等教育事業(yè)的發(fā)展不僅僅要依靠它們?nèi)叩闹�，同時(shí)還要能夠?yàn)樯鐣?huì)，市場(chǎng)以及政府提供專業(yè)知識(shí)人才與科學(xué)管理理論，這也是本文研究的最終目的。本文從高等教育體制方面深入探討效率問(wèn)題。高校自身如何管理；政府，社會(huì)，市場(chǎng)三者如何投入自己力量深化高校體制改革；國(guó)外大學(xué)對(duì)我國(guó)大學(xué)管理制度效率提升有哪些借鑒意義，這些都是本文要研究的課題。
[Abstract]:As the core of knowledge economy, higher education plays an important role in the reserve of professional talents and the promotion of comprehensive national strength in all countries. For our country, facing the important period of social transformation, the reform of high education management system also plays an important role in the process of social and economic reform and political reform. The management system of higher education has been promoted. It is one of the hot topics in our country and international research, and is also one of the goals of the development of many countries. Based on the trend of the development of education in our country and the policy of coping with the rejuvenation of China's science and education, this paper makes a detailed study and exposition on the promotion of the management system of higher education in China. The elimination of X inefficiency in the management system of higher education is the goal pursued by the promotion of higher education management system in China. The realization of the two goals depends on the three most critical factors, the ownership of property rights, the organization structure and the operation mechanism. The problem of educational resources can not be allocated reasonably, and the problems of subject setting and social development need not match. This paper introduces foreign advanced cases, and draws inspiration and experience from the reform of the management system of higher education in Japan and the United States. The key to solving the above problems is not only to strengthen colleges and universities, but also to strengthen colleges and universities. The efficiency of the management mechanism is promoted and the government power, the social resources and the market mechanism are also used to improve the efficiency of the management system of higher education in our country. For our higher education system, the government is the main support for the resources of education development. The development of higher education should not only rely on the support of the three of them, but also provide professional knowledge and scientific management theory for the society, the market and the government. This is the ultimate aim of this paper. This article is a thorough study of the efficiency of the higher education system. How can the three of the market invest their own strength to deepen the reform of institutions of higher learning; and what are the references for foreign universities to improve the efficiency of our university management system, which are the subjects to be studied in this article.
