英國(guó)新保守黨執(zhí)政時(shí)期高等教育市場(chǎng)化政策研究

【摘要】:教育政策是國(guó)家對(duì)教育進(jìn)行計(jì)劃、指導(dǎo)、協(xié)調(diào)和控制的重要方式,它產(chǎn)生于一定的社會(huì)和教育背景,對(duì)教育改革起著指導(dǎo)作用。英國(guó)新保守黨政府針對(duì)戰(zhàn)后高等教育發(fā)展的矛盾和問題進(jìn)行了大膽的改革,對(duì)英國(guó)高等教育后來的發(fā)展產(chǎn)生了深遠(yuǎn)影響。本文以新保守黨執(zhí)政時(shí)期高等教育市場(chǎng)化政策為研究對(duì)象,對(duì)政策出臺(tái)的社會(huì)背景、理論基礎(chǔ)、主要內(nèi)容及成效等方面展開深入研究。 本文首先分析了高等教育市場(chǎng)化政策形成的社會(huì)背景,闡明了20世紀(jì)70年代英國(guó)政治、經(jīng)濟(jì)環(huán)境以及高等教育大眾化發(fā)展對(duì)新保守黨政府制定高等教育市場(chǎng)化政策的影響。然后,考察了英國(guó)高等教育市場(chǎng)化政策的理論依據(jù),如新自由主義理論、哈耶克有關(guān)教育市場(chǎng)化思想、新公共管理理論、準(zhǔn)市場(chǎng)理論,它們對(duì)英國(guó)新保守黨制定高等教育市場(chǎng)化政策具有指導(dǎo)意義。接著通過對(duì)新保守黨執(zhí)政時(shí)期頒發(fā)的各種高等教育法律、法規(guī)、報(bào)告和白皮書進(jìn)行分析,著重研究了新保守黨執(zhí)政時(shí)期高等教育市場(chǎng)化政策的主要內(nèi)容,其中涉及高等教育撥款方式改革、經(jīng)費(fèi)籌措及高等院校與產(chǎn)業(yè)界伙伴關(guān)系的建立三個(gè)層面。最后,本文對(duì)高等教育市場(chǎng)化政策的成效及不足之處進(jìn)行了總結(jié)。英國(guó)高等教育市場(chǎng)化政策緩解了新保守黨執(zhí)政時(shí)期教育經(jīng)費(fèi)緊縮與高等教育發(fā)展的矛盾,推動(dòng)了高等教育大眾化的進(jìn)一步發(fā)展,強(qiáng)化了高等教育的社會(huì)、經(jīng)濟(jì)服務(wù)功能。然而,高等教育市場(chǎng)化政策暗含的功利主義價(jià)值取向也易造成高等院校之間和學(xué)科間發(fā)展的不平衡。 從總體上看,英國(guó)高等教育市場(chǎng)化政策在實(shí)施過程中呈現(xiàn)出以下特征,如監(jiān)控與調(diào)控雙管齊下,加強(qiáng)教育評(píng)估與立法;積極推進(jìn)高等院校與企業(yè)間合作,強(qiáng)調(diào)教育效益與經(jīng)濟(jì)效益雙贏;重新調(diào)整政府與大學(xué)的關(guān)系;合理配置與使用公共資源等。這些既是高等教育大眾化進(jìn)一步發(fā)展的基礎(chǔ),也是高等教育可持續(xù)發(fā)展的現(xiàn)實(shí)需要。
[Abstract]:Education policy is an important way for the country to plan, guide, coordinate and control education. It comes from a certain social and educational background and plays a guiding role in education reform. The new Conservative Party government carried out bold reforms to the contradictions and problems in the development of postwar higher education, which had a profound influence on the later development of higher education in England. This paper takes the market-oriented policy of higher education under the New Conservative Party as the research object, and deeply studies the social background, the theoretical basis, the main content and the effect of the policy. This paper first analyzes the social background of the marketization policy of higher education, and expounds the influence of the British political and economic environment and the development of the popularization of higher education on the formulation of the market-oriented policy of higher education by the new Conservative government in the 1970s. Then, it examines the theoretical basis of British higher education marketization policy, such as neoliberal theory, Hayek's educational marketization theory, new public management theory, quasi-market theory, They have guiding significance for the new Conservative Party to formulate the market-oriented policy of higher education. Then, through the analysis of various laws, regulations, reports and white papers of higher education issued during the New Conservative Party, the main contents of the market-oriented policies of higher education in the New Conservative Party are emphatically studied. It involves the reform of higher education funding, the financing and the establishment of the partnership between higher education and industry. Finally, this paper summarizes the effect and deficiency of the market-oriented policy of higher education. The market-oriented policy of higher education in Britain alleviates the contradiction between the tightening of educational funds and the development of higher education during the ruling period of the New Conservative Party, promotes the further development of the popularization of higher education, and strengthens the social and economic service functions of higher education. However, the value orientation of utilitarianism implied in the market-oriented policy of higher education also leads to the imbalance of the development between institutions of higher learning and between disciplines. Generally speaking, the market-oriented policy of higher education in Britain has the following characteristics in the process of implementation, such as monitoring and regulation, strengthening educational evaluation and legislation, actively promoting cooperation between institutions of higher learning and enterprises, It emphasizes the win-win situation between educational efficiency and economic benefit, readjusts the relationship between government and university, and reasonably allocates and uses public resources. These are not only the basis for the further development of higher education popularization, but also the realistic need for the sustainable development of higher education.
