【摘要】：高等教育機構(gòu)的自治是個古老又歷久彌新的課題。本文基于對國內(nèi)外高等教育機構(gòu)自治相關(guān)研究成果的梳理，通過查閱大量的中文、英文的書籍和資料，并通過互聯(lián)網(wǎng)查詢有關(guān)新加坡高等教育的最新數(shù)據(jù)以及一些新加坡官方的教育資料和一些教育發(fā)展歷史的資料，對新加坡大學(xué)21世紀(jì)以來進行的自治改革進程進行研究。 本文主要使用文獻分析法、歷史分析法、比較研究法進行比較和分析高等教育管理體制改革的有關(guān)問題，力求在立足于前人研究成果的基礎(chǔ)上有所創(chuàng)新，得出符合我國客觀實際的結(jié)論。本文首先對新加坡大學(xué)自治改革背景進行分析，，分別從政治、經(jīng)濟、文化、教育改革和全球化知識經(jīng)濟時代大學(xué)面臨的挑戰(zhàn)這些方面對新加坡為什么要推動大學(xué)進行自治改革進行了系統(tǒng)論述；然后分別從宏觀和微觀的層面上剖析新加坡大學(xué)自治改革的具體內(nèi)容，對新加坡為此次大學(xué)自治改革實施的政策、大學(xué)自治改革的大學(xué)具體的操作措施進行詳細(xì)論述，并著重分析了此次改革的一個重點部分——新加坡大學(xué)的企業(yè)化改革；此外還分析了此次自治改革所取得的成效；最后對新加坡大學(xué)的整體運作進行思考，希望能吸取其經(jīng)驗，為我國的高等教育機構(gòu)的自治改革提供一些建議和意見。研究新加坡大學(xué)的自治改革情況，為高等教育管理體制的研究提供了一個新的成功個案，為我國大學(xué)在現(xiàn)有的政策環(huán)境下進行大學(xué)自主建設(shè)、提高自主水平提供了一種新型的思路。
[Abstract]:The autonomy of higher education institutions is an old and old topic. Based on the research results of the autonomy of higher education institutions at home and abroad, this paper reviews a large number of books and materials in Chinese and English. This paper also makes a research on the process of autonomy reform of Singapore University since the 21st century by looking up the latest data of higher education in Singapore and some official educational materials and some information on the history of educational development in Singapore. This article mainly uses the literature analysis method, the historical analysis method, the comparative research method to carry on the comparison and the analysis higher education management system reform related question, strives to be based on the predecessor research achievement foundation to have the innovation, The conclusion is in accord with the objective reality of our country. This paper first analyzes the background of the autonomy reform of the University of Singapore, respectively from the political, economic, cultural, The educational reform and the challenges faced by universities in the era of globalized knowledge economy have systematically discussed why Singapore should promote the autonomous reform of universities. Then, from the macro and micro levels, it analyzes the specific contents of the autonomy reform of the University of Singapore, and discusses in detail the policies that Singapore has implemented for the reform of the autonomy of the university, and the specific operational measures of the university in the reform of the autonomy of the university. It also analyzes the reform of the University of Singapore as a key part of the reform-the reform of the University of Singapore as an enterprise. In addition, it also analyzes the results achieved in the reform of autonomy. Finally, it thinks about the overall operation of the University of Singapore and hopes to learn from its experience. To provide some suggestions and opinions for the reform of the autonomy of higher education institutions in China. The study of the autonomous reform of the University of Singapore provides a new successful case for the study of the management system of higher education. It also provides a new example for the autonomous construction of universities in our country under the existing policy environment. Raising the level of autonomy provides a new way of thinking.
