【摘要】：中國(guó)高校行政化問(wèn)題嚴(yán)重，成為制約我國(guó)高等教育發(fā)展的一個(gè)瓶頸。在建立現(xiàn)代大學(xué)制度的過(guò)程中，去行政化是我國(guó)高校管理體制改革的重要舉措。高校的“去行政化”改革是一項(xiàng)系統(tǒng)性工程，應(yīng)當(dāng)以系統(tǒng)的思維去科學(xué)把握，進(jìn)而采取全面協(xié)調(diào)的改革配套措施，積極穩(wěn)妥推進(jìn)方能達(dá)至理想效果。因此，在采取各項(xiàng)改革措施之前，必須對(duì)此問(wèn)題進(jìn)行深入透徹地研究，充分考量應(yīng)對(duì)措施的利弊。包括我國(guó)高校行政化的表現(xiàn)與成因，國(guó)內(nèi)部分高校已經(jīng)采取的一些“去行政化”措施，“去行政化”的重點(diǎn)和難點(diǎn)在哪等問(wèn)題，這些都是我們?cè)谕七M(jìn)高�！叭バ姓备母锴皯�(yīng)當(dāng)認(rèn)真研究的。去行政化的主要對(duì)策概括起來(lái)有這么幾個(gè)方面：一是改善管理方式，轉(zhuǎn)變政府職能，加強(qiáng)宏觀管理，實(shí)行分類(lèi)指導(dǎo)，不應(yīng)直接干預(yù)大學(xué)內(nèi)部事務(wù)；二是正確定位政府的職能，在法律上明確政府的權(quán)限，劃分政府對(duì)大學(xué)的權(quán)屬；三是尊重和擴(kuò)大學(xué)校辦學(xué)自主權(quán)，實(shí)施“管辦分離”，遵循大學(xué)發(fā)展規(guī)律；四是調(diào)整高校內(nèi)部行政權(quán)力和學(xué)術(shù)權(quán)力間關(guān)系，加強(qiáng)民主制度建設(shè)，借助中介組織評(píng)價(jià)和咨詢，實(shí)現(xiàn)對(duì)大學(xué)的引導(dǎo)激勵(lì)。本選題試圖通過(guò)對(duì)我國(guó)高校去行政的系統(tǒng)化研究，分析當(dāng)前高校去行政化過(guò)程中所面臨的困境，尋找解決的對(duì)策與路徑，，為我國(guó)當(dāng)前的現(xiàn)代大學(xué)制度建設(shè)提供一些可行的思考和建議，實(shí)現(xiàn)我國(guó)高校的“善治”。
[Abstract]:The administrative problem of higher education in China is serious and has become a bottleneck restricting the development of higher education in China. In the process of establishing modern university system, deadministration is an important measure in the reform of university management system in our country. The reform of "deadministrative" in colleges and universities is a systematic project, which should be scientifically grasped by systematic thinking, and then the comprehensive and coordinated measures should be taken to promote it positively and steadily to achieve the desired results. Therefore, before taking any reform measures, we must study the problem thoroughly and consider the advantages and disadvantages of countermeasures. Including the performance and causes of the administration of colleges and universities in our country, the measures taken by some domestic colleges and universities to "deadministrate", the key points and difficulties of the "de-administration", and so on. All these should be studied carefully before we push forward the reform of deadministration in colleges and universities. The main countermeasures for de-administration can be summarized as follows: first, to improve the mode of management, to change government functions, to strengthen macro management, to implement classified guidance, and not to directly interfere in the internal affairs of universities; and second, to correctly position the functions of the government. Legally, it is clear that the authority of the government should be clearly defined, and the ownership of the university should be divided; third, the autonomy of the school should be respected and expanded, the separation of management and administration should be implemented, and the law of university development should be followed; fourth, the relationship between administrative power and academic power in colleges and universities should be adjusted. Strengthen the construction of democratic system, with the help of evaluation and consultation of intermediary organizations, to achieve the guiding incentives to universities. This thesis attempts to analyze the difficulties in the process of deadministration of colleges and universities in our country through the systematic research on the deadministration of colleges and universities in our country, and find out the countermeasures and ways to solve the problems. It provides some feasible thoughts and suggestions for the construction of modern university system in our country, and realizes the "good governance" of our country's colleges and universities.
