高校突發(fā)事件應(yīng)急管理機(jī)制研究

【摘要】:當(dāng)前,我們國(guó)家改革發(fā)展正處在一個(gè)關(guān)鍵時(shí)期,既面臨著一個(gè)難得的戰(zhàn)略機(jī)遇,同時(shí),由于經(jīng)濟(jì)、政治體制改革各個(gè)難點(diǎn)的突破、各種利益關(guān)系的調(diào)整,必然會(huì)引發(fā)出各種矛盾,使我們當(dāng)前社會(huì)處于一個(gè)矛盾凸顯期。高校作為社會(huì)的重要組成部分,它的安全穩(wěn)定顯得十分重要。近年來(lái),高校突發(fā)事件時(shí)有發(fā)生,造成了校園的不穩(wěn)定,所以構(gòu)建并完善高校突發(fā)事件應(yīng)急管理機(jī)制,提高高校管理者的應(yīng)急管理水平顯得尤為重要。筆者通過(guò)大量閱讀資料總結(jié)了目前我國(guó)高校突發(fā)事件應(yīng)急管理中存在的問(wèn)題:師生安全理念缺乏,缺乏應(yīng)急實(shí)踐;高校應(yīng)急管理制度建設(shè)薄弱,組織體系不健全,應(yīng)急處置模式滯后;突發(fā)事件應(yīng)急管理中信息溝通機(jī)制不完善;高校心理輔導(dǎo)員數(shù)量少、專業(yè)化程度低等問(wèn)題。針對(duì)這些問(wèn)題從完善預(yù)防機(jī)制、決策機(jī)制、保障機(jī)制、心理干預(yù)機(jī)制、信息發(fā)布機(jī)制、恢復(fù)機(jī)制六方面進(jìn)行完善,提出對(duì)策,以提高高校突發(fā)事件應(yīng)急管理水平,從而減少學(xué)校突發(fā)事件的應(yīng)對(duì)成本,更好地維持高校的正常運(yùn)作與健康發(fā)展,營(yíng)造一個(gè)安全、穩(wěn)定、和諧的校園環(huán)境。
[Abstract]:At present, the reform and development of our country is at a critical period, facing a rare strategic opportunity. At the same time, due to the breakthrough of various difficulties in the economic, political system reform and the adjustment of various interests, we will inevitably lead to a variety of contradictions and make our current society in a period of contradiction. As an important group of society, the university is an important group. In recent years, the safety and stability of the University appears to be very important. In recent years, the unexpected incidents in Colleges and universities have occurred, resulting in the instability of the campus. Therefore, it is particularly important to construct and improve the emergency management mechanism of the emergencies in Colleges and universities, and to improve the management level of the administrators of colleges and universities. The problems in emergency management are: lack of safety concept of teachers and students, lack of emergency practice, weak construction of emergency management system in Colleges and universities, imperfect organization system, lagging of emergency disposal mode, imperfect information communication mechanism in emergency management of emergencies, low number of counselors in Colleges and universities and low degree of specialization. The problem is perfected from six aspects: improving the prevention mechanism, the decision-making mechanism, the guarantee mechanism, the psychological intervention mechanism, the information release mechanism and the recovery mechanism. The countermeasures are put forward to improve the emergency management level of the sudden events in Colleges and universities, so as to reduce the cost of coping with the unexpected events of the school, and to maintain the normal operation and healthy development of the colleges and universities and create a security. All, stable, harmonious campus environment.
