臺灣多元化師資培育制度研究

【摘要】:一個國家或地區(qū)的發(fā)展依靠人才,人才的培養(yǎng)重在教育,而教育的根基在于教師。《國家中長期教育改革和發(fā)展規(guī)劃綱要》第五十一條明確提出:要建設高素質教師隊伍。當今世界教育國際化趨勢越發(fā)明顯,各國教育改革在立足國情、尊重傳統(tǒng)的同時,要積極吸收其他國家和地區(qū)的有益經(jīng)驗。我國臺灣地區(qū)與大陸地區(qū)有相同的文化根基和相似的教師教育開端并歷來重視教師教育,已經(jīng)形成教師教育制度。臺灣地區(qū)以培育卓越教師為理想目標,在多元開放的社會背景下實行相應的教師教育發(fā)展路徑,即多元開放的師資培育制度。縱觀臺灣地區(qū)現(xiàn)行教師教育制度,了解其具體內(nèi)容、分析特點、現(xiàn)實狀況及存在問題并提出解決方案。為大陸地區(qū)教師教育政策的發(fā)展與走向把脈,一方面作為提醒,不要再犯相似的錯誤,一方面為大陸地區(qū)形成合理的教師教育制度提供建議。本文的研究框架如下: 第一部分是緒論,對“師資培育”、“師資培育制度”等概念進行了界定、介紹本論文的研究緣起、研究目的及應用的研究方法。 第二部分對臺灣多元師資培育制度產(chǎn)生的背景進行分析。臺灣地區(qū)政治的解禁、經(jīng)濟的騰飛、文化的多元以及基礎教育面臨教師數(shù)量不足與質量有待提高的雙重考驗,特別是在20世紀70年代世界經(jīng)濟危機的爆發(fā)導致臺灣民眾青睞穩(wěn)定的教師職業(yè),以及美國、日本開放與多元教師教育潮流對臺灣地區(qū)師資培育走向多元與開放具有極大推動作用。 第三部分詳述臺灣師資培育制度所包括的內(nèi)容、呈現(xiàn)內(nèi)涵及特點。臺灣師資培育制度主要由1994年頒布的《師資培育法》、1995年頒布的《教師法》以及與《師資培育法》相配套的《師資培育法實施細則》(2009年修正)、《大學校院教育學程師資及設立標準》(2003年修訂成為《大學設立師資培育中心辦法》)構成基本的法案框架。主要特點包括多元的師資培育機構;專業(yè)化發(fā)展的師資培育體系;重視實踐的師資培育要求。 第四部分主要對追求卓越的臺灣師資培育制度在具體實施過程中現(xiàn)存的以及可能出現(xiàn)的問題進行分析。理想是美好的,但是現(xiàn)實實施道路崎嶇。師資培育政策改革的前瞻性不足,缺少長效機制,致使開放多元師資培育制度實施初期各方面問題凸顯;師資培育機構多元,但質量良莠不齊,難以實現(xiàn)培育卓越教師目標;教師資源充足,但數(shù)量嚴重過剩,“流浪教師”問題嚴重;實習制度易變,實習的效果未能有效實現(xiàn),追求卓越理念難以實現(xiàn)。 第五部分具體闡述臺灣師資培育問題的解決策略。包括明確師資培育現(xiàn)實狀況,建立師資培育長效機制;提高師資培育機構設立標準,健全師資評鑒制度,充分利用師范大學資源,培育教育大師;切實調研與規(guī)劃,合理調控師資培育數(shù)量;合理分配師資培育獎助學金,吸引優(yōu)秀生源,提升未來教師品質;提供充足實習經(jīng)費,激發(fā)實習機構積極性,保障實習效果,以實現(xiàn)追求卓越的理想訴求。 余論部分總結了臺灣地區(qū)師資培育的現(xiàn)狀、提出了臺灣地區(qū)師資培育對大陸地區(qū)教師教育的啟示。大陸地區(qū)教師教育,首先應有明確態(tài)度即需要建立教師教育法律體制;應重視實習程序,保障未來教師理論與實踐的有效銜接;需要適時發(fā)揮師范大學與師范學院的豐富經(jīng)驗與優(yōu)良資源的優(yōu)勢進行院校合作,培育教師。
[Abstract]:The development of a country or region to rely on talent, focusing on cultivating talents education, and the foundation of education lies in the teachers. In the national long-term education reform and development plan > fifty-first clear: to build high-quality teachers. In today's world education internationalization trend is more obvious, countries in education reform based on the national conditions, respect the tradition at the same time that should actively absorb the useful experience of other countries and regions. In the Taiwan area and the mainland area has the same cultural foundation and similar teacher education started and has always attached great importance to teacher education, teacher education system has been formed. The Taiwan area to cultivate excellent teachers as the ideal target, implement the teacher education development path in the corresponding open and pluralistic society under the background, the multiple open teacher training system. The current teacher education system in Taiwan area, understand the specific content, analysis of characteristics The reality of the situation and existing problems, and puts forward the solution. To feel the pulse of development and the trend of teacher education policy in the mainland, on the one hand, as a reminder, do not make similar mistakes, on the one hand, provides the suggestion for the mainland to form a reasonable system of teacher education. The research frame is as follows:
The first part is the introduction, which defines the concepts of "teacher training" and "teacher training system". It introduces the origin, purpose and application of this research.
The second part is the analysis of Taiwan multiple teacher training system in the background. The Taiwan area political ban, economic development, cultural pluralism and basic education faces the insufficient number of teachers and improve the quality to be a double challenge, especially in the 1970s world economic crisis broke out in Taiwan by people of all ages and stable teacher's occupation, and the United States. The third part elaborated Taiwan teacher training including the content of the system, presents the connotation and characteristics of Taiwan. The teacher training system is mainly composed of Teacher Education Law promulgated in 1994, < >, < > was enacted in 1995 and the teacher and the teacher education law > < < the matching rules for the implementation of the law of Teacher Education (Nian Xiuzheng 2009), "University Institute of education of teachers and the establishment of a standard" (revised 2003 as < University set up a center for teacher education to constitute the basic framework of the law "). The main features include multiple teacher training institutions; professional development of teacher training system; attention to the practice of teacher education.
The fourth part mainly analyzes the existing and potential problems in the process of implementation of the pursuit of excellence in Taiwan teacher training system. The ideal is good, but the real implementation of the rugged road. Lack of prospective teacher education reform policy, the lack of long-term mechanism, the open teacher training system in the initial implementation of multi highlight all aspects of the problem; the teacher training institutions yuan, but the quality is difficult to achieve to cultivate excellent teachers uneven in quality, target; teacher resources sufficient, but the number of serious excess, "stray teachers" problems; training system variable, effective implementation effect failed to practice, the pursuit of excellence concept is difficult to achieve.
The fifth part discusses the specific problems of Taiwan teachers cultivation solutions. Including the clear teacher training situation, the establishment of long-term mechanism to improve the establishment of standards of teacher education; teacher training institutions, improve the teachers' evaluation system, make full use of university resources, the cultivation of educational masters; practical research and planning, reasonable regulation of teacher cultivation quantity; rational allocation of Teacher Education Scholarship Kim, attract outstanding students, enhance the quality of future teachers; to provide sufficient funds of practice and practice to stimulate institutions enthusiasm, guarantee the practical effect, the pursuit of excellence in order to achieve the ideal pursuit.

Teacher education in mainland China, first of all should have a clear attitude that is needed to build the legal system of teacher education; should pay attention to practice procedures, effectively guarantee not to teachers' theory and practice; the need for timely play experience normal university and teachers college and excellent resources for colleges cooperation, cultivating teachers.
