【摘要】：大學(xué)科技成果轉(zhuǎn)化有多種形式，每種形式都有其客觀的局限性，而大學(xué)科技園是一種新的、相對(duì)有效的實(shí)現(xiàn)形式。本文從大學(xué)的社會(huì)功能視角出發(fā)，聚焦高校專利技術(shù)成果通過(guò)大學(xué)科技園平臺(tái)將大學(xué)的知識(shí)以產(chǎn)權(quán)的形式轉(zhuǎn)化并推動(dòng)社會(huì)發(fā)展，研究了大學(xué)科技園的專利轉(zhuǎn)化機(jī)制問(wèn)題，剖析了大學(xué)科技園對(duì)科學(xué)成果轉(zhuǎn)化的有效性及其轉(zhuǎn)化機(jī)理。 論文使用理論研究、比較研究和實(shí)例分析的方法，通過(guò)文獻(xiàn)分析歸納了大學(xué)科技園專利轉(zhuǎn)化機(jī)制的構(gòu)成要素、機(jī)制運(yùn)行所產(chǎn)生的功能；構(gòu)成要素主要有：技術(shù)來(lái)源構(gòu)成、人員構(gòu)成、園區(qū)制度構(gòu)成；機(jī)制所產(chǎn)生的功能主要有：孵化器功能、加速功能、技術(shù)創(chuàng)新功能、人才培養(yǎng)功能、社會(huì)服務(wù)功能。筆者從哲學(xué)的事物發(fā)展內(nèi)外因作用方面，分析了影響大學(xué)科技園專利轉(zhuǎn)化機(jī)制運(yùn)行的因素，研究顯示：科研人員、資金因素、企業(yè)因素、環(huán)境因素、需求等因素是主要的影響因素。論文通過(guò)對(duì)Z大學(xué)科技園的實(shí)例分析，認(rèn)為目前影響大學(xué)科技園企業(yè)專利轉(zhuǎn)化的主要問(wèn)題分別是企業(yè)入園政策、資金問(wèn)題、技術(shù)的有效供給不足和人才問(wèn)題。根據(jù)研究結(jié)果，，本文提出相關(guān)政策建議。 大學(xué)科技園專利轉(zhuǎn)化機(jī)制是一個(gè)非常復(fù)雜的過(guò)程，對(duì)相關(guān)影響因素的考察和測(cè)度可能需要多種方法交叉運(yùn)用；本文對(duì)影響機(jī)制的分析還處于初步階段，未來(lái)還需要基于新的研究視角、運(yùn)用更為科學(xué)的方法進(jìn)行深入研究。
[Abstract]:There are many forms of transformation of university scientific and technological achievements, each form has its own objective limitations, and the university science and technology park is a new and relatively effective form of realization. Focusing on the achievements of patent technology in colleges and universities, transforming university knowledge into property rights and promoting social development through the platform of university science and technology park, this paper studies the mechanism of patent transformation in university science and technology parks. This paper analyzes the validity and mechanism of the transformation of scientific achievements in university science parks. By using the methods of theoretical research, comparative study and case analysis, the paper summarizes the composing elements of patent transformation mechanism of university science and technology park, and the function of mechanism operation through literature analysis. The functions of the mechanism are as follows: incubator function, acceleration function, technological innovation function, talent training function, social service function. This paper analyzes the factors that affect the operation of patent transformation mechanism in university science and technology parks. The research shows that: scientific research personnel, capital factors, enterprise factors, environmental factors, Demand and other factors are the main influencing factors. Through the analysis of the case of Z University Science and Technology Park, the paper thinks that the main problems affecting the patent transformation of the enterprises in the University Science Park at present are the policy of enterprise entering into the park and the problem of capital, respectively. According to the research results, this paper puts forward some policy suggestions. The patent transformation mechanism of university science and technology park is a very complicated process, the investigation and measurement of the related factors may require a variety of methods to cross use; the analysis of the influence mechanism in this paper is still in the preliminary stage. In the future, we need to use a more scientific approach to further research based on a new research perspective.
