【摘要】：大學(xué)校長(zhǎng)是大學(xué)的靈魂，一所大學(xué)辦得成功與否，作為大學(xué)引領(lǐng)者的校長(zhǎng)，對(duì)大學(xué)的生存和發(fā)展至關(guān)重要。當(dāng)前，我們正處于經(jīng)濟(jì)全球化、高等教育國(guó)際化等方面的強(qiáng)烈挑戰(zhàn)，正處于一個(gè)前所未有的轉(zhuǎn)型時(shí)期，人們對(duì)大學(xué)校長(zhǎng)提出了更高的要求。在如此復(fù)雜的環(huán)境下，面對(duì)這樣一個(gè)文化范式更新轉(zhuǎn)變的時(shí)代，大學(xué)校長(zhǎng)既要有前沿意識(shí)和國(guó)際視野、長(zhǎng)遠(yuǎn)眼光和戰(zhàn)略思維，又要明確辦學(xué)的目標(biāo)和具有獨(dú)特的教育理念，提高領(lǐng)導(dǎo)水平，掌握現(xiàn)代領(lǐng)導(dǎo)理論，同時(shí)還要熟悉高校運(yùn)作。因此，如何選拔出適應(yīng)時(shí)代發(fā)展的大學(xué)校長(zhǎng)，已成為當(dāng)務(wù)之急。 美國(guó)擁有全世界最多的一流大學(xué)，在高校管理方面擁有豐富的理論和實(shí)踐經(jīng)驗(yàn)，其中，美國(guó)一流大學(xué)的校長(zhǎng)遴選制度比較成熟。因此，研究美國(guó)一流大學(xué)的校長(zhǎng)遴選制度，分析總結(jié)其特色與優(yōu)勢(shì)，可以為我國(guó)大學(xué)校長(zhǎng)遴選制度的改革提供借鑒和參考。 當(dāng)前，我國(guó)大學(xué)校長(zhǎng)遴選制度存在相關(guān)立法不健全；校長(zhǎng)遴選行政化、官僚化；遴選標(biāo)準(zhǔn)界定模糊，缺乏實(shí)際可操作性；遴選過程缺乏民主等問題。因此，需要從以下幾個(gè)方面對(duì)我國(guó)大學(xué)校長(zhǎng)遴選制度進(jìn)行改革：一，，完善高等教育立法，賦予大學(xué)法人實(shí)體及遴選機(jī)制法律地位；二，完善中國(guó)特色的現(xiàn)代大學(xué)制度；三，明確政府職責(zé)，轉(zhuǎn)變政府職能；四，解決大學(xué)行政化和官本位帶來的系列問題，還原大學(xué)本質(zhì)，實(shí)現(xiàn)大學(xué)去行政化；五，促進(jìn)大學(xué)校長(zhǎng)職業(yè)化；六，促進(jìn)遴選方式科學(xué)化。 我國(guó)大學(xué)校長(zhǎng)遴選制度的改革，將能夠遴選出審時(shí)度勢(shì)，最具洞察力和創(chuàng)造力，準(zhǔn)確把握社會(huì)脈搏，引領(lǐng)大學(xué)適應(yīng)社會(huì)的發(fā)展需要，同時(shí)打破時(shí)代的局限性，捍衛(wèi)大學(xué)基本職能，為社會(huì)精神文明做出積極貢獻(xiàn)的校長(zhǎng)；遴選出提倡學(xué)術(shù)自由，為大學(xué)營(yíng)造獨(dú)有學(xué)術(shù)文化環(huán)境，構(gòu)建學(xué)者參與的民主管理制度的校長(zhǎng)；遴選出具有戰(zhàn)略眼光、勇攀高峰的勇氣，堅(jiān)定地推進(jìn)我國(guó)高等教育改革和發(fā)展的校長(zhǎng)。當(dāng)我們擁有這樣的大學(xué)校長(zhǎng)，我國(guó)創(chuàng)建世界一流大學(xué)的夢(mèng)想就會(huì)真正變?yōu)楝F(xiàn)實(shí)。
[Abstract]:The president of a university is the soul of a university. Whether a university is successful or not is of great importance to the survival and development of the university as the leader of the university. At present, we are facing strong challenges in the aspects of economic globalization, internationalization of higher education, etc. In an unprecedented period of transition, people have put forward higher demands on university presidents. In such a complex environment, facing such an era of cultural paradigm change, university presidents should have a sense of frontier and an international perspective. In the long run and strategic thinking, it is necessary to make clear the goal of running a school and have a unique educational concept, to improve the leadership level, to master the modern leadership theory, and to be familiar with the operation of a university. Therefore, how to select a university president who adapts to the development of the times, It has become a top priority. The United States has the largest number of first-class universities in the world, and has rich theoretical and practical experience in university management. Among them, the selection system of presidents of the first class universities in the United States is relatively mature. The analysis and summary of its characteristics and advantages can provide reference for the reform of the selection system of university presidents in China. At present, there are some problems in the selection system of university presidents in China, such as imperfect legislation, administrative and bureaucratic selection of presidents, vague definition of selection criteria, lack of practical maneuverability, lack of democracy in the selection process, and so on. It is necessary to reform the selection system of university presidents from the following aspects: first, to perfect the legislation of higher education, to endow the legal status of the legal entity and the selection mechanism of the university; secondly, to perfect the modern university system with Chinese characteristics; third, to improve the modern university system with Chinese characteristics; Fourth, to solve a series of problems brought about by university administration and officialdom, to restore the essence of university, to realize university deadministration, fifth, to promote the professionalization of university presidents, and sixth, to promote the scientific way of selection. The reform of the selection system of university presidents in our country will be able to select and judge the situation, have the most insight and creativity, accurately grasp the social pulse, lead universities to adapt to the needs of social development, and at the same time break the limitations of the times. To safeguard the basic functions of the university and to make a positive contribution to the spiritual civilization of society; to select a president who promotes academic freedom, creates a unique academic and cultural environment for the university and constructs a democratic management system in which scholars participate; and selects a president with a strategic vision, We have the courage to climb the summit and firmly push forward the reform and development of higher education in our country. When we have such a university president, our dream of establishing a world-class university will become a reality.
