【摘要】：建設(shè)高等學(xué)校特色專(zhuān)業(yè)是優(yōu)化專(zhuān)業(yè)結(jié)構(gòu),提高人才培養(yǎng)質(zhì)量,辦出專(zhuān)業(yè)特色的重要措施,也是我國(guó)實(shí)現(xiàn)人才強(qiáng)國(guó)戰(zhàn)略的基本保證。同時(shí),建立和健全激勵(lì)與約束并舉的專(zhuān)業(yè)評(píng)價(jià)與監(jiān)督機(jī)制,對(duì)于特色專(zhuān)業(yè)建設(shè)項(xiàng)目的健康發(fā)展十分重要。 本文在指出教育部頒布的普通高等學(xué)校本科特色專(zhuān)業(yè)建設(shè)點(diǎn)評(píng)審指標(biāo)缺乏針對(duì)性以及缺乏系統(tǒng)、科學(xué)的指標(biāo)權(quán)重設(shè)定方法和評(píng)價(jià)方法的基礎(chǔ)上,構(gòu)建了高校特色專(zhuān)業(yè)建設(shè)項(xiàng)目的評(píng)價(jià)體系。指出特色專(zhuān)業(yè)建設(shè)項(xiàng)目的評(píng)價(jià)要遵循客觀性、科學(xué)性、全面性、可操作性、診斷性的原則,同時(shí)指出特色專(zhuān)業(yè)建設(shè)項(xiàng)目評(píng)價(jià)指標(biāo)體系要遵循目標(biāo)一致性、導(dǎo)向性、整體性、可操作性以及獨(dú)立性和可比性原則。在進(jìn)行特色專(zhuān)業(yè)評(píng)價(jià)建設(shè)項(xiàng)目的指標(biāo)體系構(gòu)建時(shí),本文選取建設(shè)目標(biāo)與思路、師資隊(duì)伍、教學(xué)條件、教育教學(xué)過(guò)程、學(xué)生質(zhì)量與社會(huì)聲譽(yù)等五項(xiàng)為一級(jí)指標(biāo);并在其下設(shè)置了十九個(gè)二級(jí)指標(biāo),分別為專(zhuān)業(yè)定位、教育理念、專(zhuān)業(yè)建設(shè)規(guī)劃;師資數(shù)量與結(jié)構(gòu)、師資學(xué)術(shù)水平、師資教學(xué)水平、師資培養(yǎng);專(zhuān)項(xiàng)經(jīng)費(fèi)投入、教學(xué)設(shè)施建設(shè)、實(shí)踐教學(xué)、教學(xué)技術(shù);教學(xué)管理、培養(yǎng)方案、教學(xué)內(nèi)容與課程體系、教學(xué)方法和教學(xué)手段、教學(xué)改革與研究;以及基礎(chǔ)理論與綜合素質(zhì)、創(chuàng)新精神及實(shí)踐能力、專(zhuān)業(yè)社會(huì)聲譽(yù)。同時(shí),在高校特色專(zhuān)業(yè)建設(shè)項(xiàng)目的指標(biāo)權(quán)重設(shè)定上,指出應(yīng)根據(jù)學(xué)科和專(zhuān)業(yè)特點(diǎn)來(lái)設(shè)定不同的權(quán)重,并選定層次分析法來(lái)確定各級(jí)指標(biāo)的權(quán)重;在評(píng)價(jià)方法方面,由于特色專(zhuān)業(yè)建設(shè)項(xiàng)目評(píng)價(jià)指標(biāo)自身的模糊性、非定量性,選定模糊綜合評(píng)價(jià)法來(lái)對(duì)其進(jìn)行評(píng)價(jià),以保證評(píng)價(jià)的系統(tǒng)性、科學(xué)性。最后用某高校建筑學(xué)專(zhuān)業(yè)和分子科學(xué)與工程專(zhuān)業(yè)的特色專(zhuān)業(yè)建設(shè)項(xiàng)目為案例,來(lái)檢驗(yàn)了評(píng)價(jià)體系的有效性。
[Abstract]:It is an important measure to optimize the professional structure, improve the quality of talent training and make the specialty characteristic. It is also the basic guarantee for our country to realize the strategy of strengthening the country by talents. It is very important for the healthy development of specialty construction projects to establish and perfect the mechanism of professional evaluation and supervision. On the basis of pointing out the lack of pertinence, the lack of systematic and scientific index weight setting method and evaluation method, this paper points out that the Ministry of Education has promulgated the evaluation index of undergraduate characteristic specialty construction point of ordinary colleges and universities. The evaluation system of characteristic specialty construction project in colleges and universities is constructed, and it is pointed out that the evaluation of characteristic specialty construction project should follow the principles of objectivity, science, comprehensiveness, maneuverability and diagnostics. At the same time, it points out that the evaluation index system of characteristic specialty construction project should follow the goal consistency, guidance and integrity. Operational and independence and comparability principles. In the characteristics of the evaluation of the construction project index system construction, this paper selects the construction objectives and ideas, teachers, teaching conditions, education and teaching process. Students' quality and social reputation are the first class index. At the same time, 19 secondary indexes are set up under it, which are professional orientation, educational concept and professional construction plan. Number and structure of teachers, academic level of teachers, teaching level of teachers, training of teachers; Investment in special funds, construction of teaching facilities, practical teaching, teaching technology; Teaching management, training scheme, teaching content and curriculum system, teaching methods and means, teaching reform and research; And the basic theory and comprehensive quality, innovative spirit and practical ability, professional social reputation. At the same time, in the university characteristic specialty construction project index weight setting. It is pointed out that different weights should be set according to the characteristics of disciplines and specialties, and AHP is selected to determine the weights of indicators at all levels. In terms of evaluation methods, due to the fuzziness and non-quantification of the evaluation index of the construction project with special characteristics, the fuzzy comprehensive evaluation method is selected to evaluate it in order to ensure the systematization of the evaluation. Finally, the effectiveness of the evaluation system is tested by using the construction projects of the specialty of architecture and molecular science and engineering in a university as a case study.
