【摘要】:自主招生是我國高校為了遴選具有創(chuàng)新潛質(zhì)、學(xué)科特長,以及全面發(fā)展、綜合素質(zhì)較高的人才,以統(tǒng)一考試錄取為主、與多元化考試評價和多樣化選拔錄取相結(jié)合,學(xué)校自主招生、政府宏觀指導(dǎo)、社會有效監(jiān)督,對特長顯著、符合學(xué)校培養(yǎng)要求的高中畢業(yè)生,依據(jù)面試或測試結(jié)果自主錄取的制度。它是對現(xiàn)行高考制度缺陷的彌補(bǔ),能夠有效拓寬人才選擇范圍,為考生在普通高考之外提供一條可選擇的新渠道。自2003年起,自主招生給考生提供了入名校的另一條通道,同時也為高校輸送了大量的人才,逐漸成為社會的關(guān)注焦點。與此同時,自主招生過程中的公平問題,尤其是對于農(nóng)村考生而言,也開始呈現(xiàn)在公眾的面前。眾所周知,現(xiàn)今的自主招生對于考生的學(xué)校、籍貫以及考試內(nèi)容都有諸多限制,同時參加自主招生考試也需要相當(dāng)大的經(jīng)費支持,這些對于廣大農(nóng)村地區(qū)的考生都是相當(dāng)不公平的,同時也不利于實現(xiàn)教育公平,因此通過對高考自主招生制度公平缺失原因分析、提出相關(guān)對策對于打破城鄉(xiāng)教育二元結(jié)構(gòu),實現(xiàn)教育公平具有積極意義。 本文通過梳理歷年來高校自主招生制度的政策歷程,研究高校自主招生對農(nóng)村考生不公平的表現(xiàn),結(jié)合部分高校自主招生的政策依次從地區(qū)公平、校際公平、考試內(nèi)容、招生定位以及經(jīng)濟(jì)成本等方面對農(nóng)村考生的影響進(jìn)行了比較深入的分析,同時也對自主招生中公平缺失的現(xiàn)象所帶來的社會影響進(jìn)行了探討。最后本文針對自主招生政策公平缺失提出了相關(guān)對策,主要包括加強(qiáng)政策宣傳,擴(kuò)大申請資格;加大對農(nóng)村貧困地區(qū)的教育扶持力度,制定傾斜政策;組成高校聯(lián)盟,提高招生效率;調(diào)整考試內(nèi)容,改變考試形式;自我約束,建立合理的監(jiān)督機(jī)制等。希望通過以上對策逐步減少自主招生中的公平缺失現(xiàn)象,切實保障廣大農(nóng)村考生享受自主招生政策帶來的平等權(quán)益。 由于現(xiàn)有文獻(xiàn)在自主招生制度給農(nóng)村考生帶來的公平缺失現(xiàn)象方面的研究較少,學(xué)者們在分析自主招生制度給農(nóng)村考生帶來的公平缺失時往往單純的從某一方面研究。在分析原因時往往沒有深入分析,一筆帶過,點到為止。提出對策時也相對片面,沒有綜合考慮多方因素。此外,目前仍沒有文章對自主招生對農(nóng)村考生的公平缺失現(xiàn)象做深入系統(tǒng)的闡述,沒有研究者單純的站在農(nóng)村考生的角度調(diào)研分析。因此本研究的意義在于比較系統(tǒng)的綜述了現(xiàn)有的相關(guān)文獻(xiàn),從自主招生的政策發(fā)展歷程入手,在把握政策發(fā)展的脈絡(luò)前提下,較深入的分析了高校自主招生制度對農(nóng)村考生公平缺失的表現(xiàn)和原因,基于此多角度提出對策建議,以期為相關(guān)決策部門提供參考。
[Abstract]:Independent recruitment in universities is to select innovative potential, academic expertise, and all-round development, higher quality talents, to unify the examination admission examination, evaluation and pluralistic and diverse enrollment combined school independent recruitment, government guidance, social supervision, significantly on the expertise, meet the training requirements of senior high school graduates, according to an interview or test results of self admission system. It is to make up for the defects of the current college entrance examination system, can effectively expand the scope of talent selection, for the candidates to provide a new channel of choice in college entrance examination. Since 2003, independent recruitment provides another channel into the elite to the candidates at the same time. It provides a lot of talents for colleges and universities, has gradually become the focus of the community. At the same time, the fair problem in the process of independent recruitment, especially for rural candidates, also Began to show in front of the public. As everyone knows, the independent recruitment of candidates for school, place of origin and examination content have many restrictions, also participate in the independent recruitment examination requires considerable financial support, these candidates for the vast rural areas are very unfair, but also not conducive to the realization of educational equity, so by the college entrance examination system of independent recruitment fair lack of reason analysis, proposed countermeasures to break the two yuan structure of urban and rural education, achieve educational equity has a positive significance.
In this paper, through the policy process analyzing the university independent recruitment system, unfair to rural students performance of independent recruitment of colleges and universities, combined with the university independent recruitment policy in the area from the fair and equitable intercollegiate, exam content, influence of enrollment and economic costs of rural candidates were analyzed, the social influence at the same time the lack of fairness in independent recruitment in the phenomenon are discussed. Finally, according to the independent recruitment policy lack of fairness related countermeasures were put forward, including strengthening policy propaganda, expand eligibility; to increase efforts to support the education of the poor rural areas, the development of preferential policies; part of the Union, improve the recruitment efficiency; adjusting test the content, change the examination form; self-discipline, establish a reasonable supervision mechanism. The above countermeasures to gradually reduce The phenomenon of fair lack in the main enrollment guarantees the equal rights and interests of the majority of rural candidates to enjoy the policy of autonomous enrollment.
Because of the lack of fairness in the phenomenon of the existing literature to rural candidates in the independent recruitment system is less, the scholars in the lack of fairness analysis of independent recruitment system to rural candidates often simply from a study. In the analysis of the reasons are often not in-depth analysis, in passing, that also put forward the countermeasures. Relatively one-sided, did not consider the various factors. In addition, there is still no systematic exposition of the independent recruitment fair for rural candidates lack, no researchers simply standing in the perspective of rural candidates research and analysis. So the significance of this study is to compare the systematic review of existing literature, starting from the independent the enrollment policy development process, to grasp the context of policy development under the premise of in-depth analysis of the university independent recruitment system of rural candidates fair missing Performance and reasons are proposed based on this multi angle to provide reference for the relevant decision-making departments.
