【摘要】：河南省始于2009年的新醫(yī)療保險(xiǎn)制度改革，將在校大學(xué)生納入城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)范圍。在以往很長的一段時(shí)間里，在校大學(xué)生一直享受公費(fèi)醫(yī)療待遇，但是，公費(fèi)醫(yī)療已經(jīng)無法滿足基本的醫(yī)療需求。將在校大學(xué)生納入到全民醫(yī)保的范疇，并覆蓋了門診和住院兩個(gè)報(bào)銷項(xiàng)目，對解決高校醫(yī)療保險(xiǎn)經(jīng)費(fèi)緊張有很大的幫助，對解決在校大學(xué)生大病救助、實(shí)現(xiàn)教育公平和社會(huì)福利共享有現(xiàn)實(shí)意義。 但是，新醫(yī)改制度在實(shí)施的過程中，遇到了很多的問題。比如，新醫(yī)改制度覆蓋了大學(xué)生門診治療和住院治療兩個(gè)項(xiàng)目，但是在門診檢查上沒有涵蓋諸如CT等重要項(xiàng)目，而這些項(xiàng)目所需花費(fèi)成本較高，對沒有經(jīng)濟(jì)來源的大學(xué)生而言，這個(gè)因素就會(huì)導(dǎo)致他們放棄繼續(xù)診治；而在大病救治方面，城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)報(bào)銷額度較低，無法起到很好的救治作用。對大學(xué)生而言，在小病診治和特大病救治方面，需要進(jìn)一步完善新醫(yī)改制度，才可以起到更好的效果。 要解決這些問題，政府需要完善醫(yī)療保險(xiǎn)資金運(yùn)作和指定醫(yī)療機(jī)構(gòu)監(jiān)管工作；高校需要完善在校大學(xué)生醫(yī)療保險(xiǎn)意識(shí)的增強(qiáng)和新醫(yī)改制度宣傳動(dòng)員工作；高校醫(yī)療機(jī)構(gòu)需要完善自身的醫(yī)療水平以及醫(yī)院發(fā)展方向的轉(zhuǎn)變，并落實(shí)自己對在校大學(xué)生健康體檢和疾病預(yù)防工作；在校大學(xué)生自己需要提高自身的疾病預(yù)防和健康意識(shí)，提高參保意識(shí)；學(xué)生家長需要積極配合學(xué)校工作、關(guān)注孩子身體和心理健康。參與各方都要明確自身權(quán)責(zé)，以落實(shí)新醫(yī)改制度的有效實(shí)施，，并維護(hù)自身利益。在新醫(yī)改制度之外，商業(yè)保險(xiǎn)和大病救治基金是對醫(yī)保制度的有效補(bǔ)充，從醫(yī)療資金方面補(bǔ)充居民基本醫(yī)療保險(xiǎn)制度的缺陷。 因此，本文結(jié)合河南高校的新醫(yī)改實(shí)施情況，根據(jù)對河南部分在校大學(xué)生的問卷調(diào)查結(jié)果，從新醫(yī)改制度的實(shí)施細(xì)節(jié)方面，找到并分析影響新醫(yī)改制度實(shí)施的問題根源，并提出一些解決方案。
[Abstract]:Henan province began in 2009 with the new medical insurance system reform, college students will be included in the basic medical insurance for urban residents. In the past for a long period of time, students always enjoy free medical care, but public health has been unable to meet the basic medical needs. The college students into the category of universal coverage and coverage the outpatient and inpatient reimbursement of two projects to solve the medical insurance funds in Colleges and universities is of great help to solve college students' serious illness relief, is of practical significance to realize education fairness and social welfare sharing.
However, the new medical care system in the implementation process, encountered a lot of problems. For example, the new medical care system covering college outpatient treatment and hospitalization for two projects, but in the examination, no covering areas such as CT and other important projects, and these projects the cost is high, for there is no source of college students this factor, will lead them to give up treatment; in the treatment of serious illness, the reimbursement amount of basic medical insurance for urban residents is relatively low, can not play the role of good treatment. For college students in the diagnosis and treatment of ailments and ill treatment, the need to further improve the new medical care system, it can play a better effect.
To solve these problems, the government needs to improve the medical insurance fund operation and supervision of designated medical institutions; the need to improve to enhance college students awareness of medical insurance and the new medical care system of propaganda and mobilization work; transformation of university medical institutions need to improve their own direction of development and the level of medical hospital, and carry out the work on College Students' health examination and disease prevention; college students need to improve their awareness of their own health and disease prevention, improve the awareness of insurance; parents need to actively cooperate with the school work, pay attention to the child body and mental health. Participants have to clear their responsibilities, to implement the effective implementation of the new medical care system, and to safeguard their own interests. In addition to the new medical care system. Commercial insurance fund and ill treatment is the effective supplement to the health care system, based on the medical funds supplement residents The defects of the medical insurance system.
Therefore, based on the implementation of the new medical reform in Henan's colleges and universities, and according to the questionnaire survey results of some college students in Henan, this paper finds and analyzes the root causes of the problems in the implementation of the new medical reform system from the details of implementation of the new medical reform system, and puts forward some solutions.
