【摘要】:自改革開放以來,我國農(nóng)業(yè)領(lǐng)域的科學(xué)技術(shù)研究發(fā)展十分迅速,當(dāng)前我國農(nóng)業(yè)已邁入建設(shè)現(xiàn)代農(nóng)業(yè)的嶄新階段。然而“三農(nóng)”問題依然是全面建設(shè)小康社會的重要制約,發(fā)展農(nóng)業(yè)經(jīng)濟是解決“三農(nóng)”問題的根本途徑,而農(nóng)業(yè)經(jīng)濟的發(fā)展又主要依靠科技創(chuàng)新。如今,在國家的重視下,農(nóng)業(yè)科技創(chuàng)新成果逐年增長,,而“轉(zhuǎn)化”則是大多數(shù)農(nóng)業(yè)科技成果價值實現(xiàn)的關(guān)鍵環(huán)節(jié)之一,但是農(nóng)業(yè)科技成果40%的轉(zhuǎn)化率卻不足以適應(yīng)現(xiàn)代農(nóng)業(yè)的發(fā)展要求。因此,推進農(nóng)業(yè)科技成果轉(zhuǎn)化是當(dāng)前我國的農(nóng)業(yè)發(fā)展的一項重大課題。農(nóng)業(yè)高校作為農(nóng)業(yè)科技成果的研發(fā)和推廣的主要執(zhí)行者,解決好其當(dāng)前存在的問題對我國農(nóng)業(yè)發(fā)展和農(nóng)業(yè)科技進步均具有深遠(yuǎn)意義。 本文立足于我國農(nóng)業(yè)高?萍汲晒D(zhuǎn)化率不高的現(xiàn)實問題,通過對其現(xiàn)狀的分析,總結(jié)出了在當(dāng)前體制下存在的問題,并針對這些問題,提出了對策建議,文章共分五個部分: 第一部分:引言。主要介紹了選題的依據(jù),研究的目的和意義,國內(nèi)外研究綜述以及研究思路方法和本文的創(chuàng)新之處。 第二部分:農(nóng)業(yè)高?萍汲晒D(zhuǎn)化的相關(guān)概念。包括農(nóng)業(yè)科技成果轉(zhuǎn)化的內(nèi)涵、途徑和特性以及農(nóng)業(yè)高?萍汲晒D(zhuǎn)化的內(nèi)涵和意義。 第三部分:農(nóng)業(yè)高?萍汲晒D(zhuǎn)化的現(xiàn)狀。首先介紹了我國涉農(nóng)科技計劃,然后分析了我國農(nóng)業(yè)高校科技成果轉(zhuǎn)化的現(xiàn)狀和問題,包括其自身特點的限制、國家大環(huán)境的制約以及農(nóng)業(yè)高校自身等方面的問題。 第四部分:農(nóng)業(yè)高校科技成果轉(zhuǎn)化的成功經(jīng)驗。分析了歐美、亞洲等發(fā)達國家在農(nóng)業(yè)科技成果轉(zhuǎn)化方面值得我們學(xué)習(xí)借鑒的成功經(jīng)驗及啟示,并對中國農(nóng)業(yè)大學(xué)、西北農(nóng)林科技大學(xué)和河南農(nóng)業(yè)大學(xué)的農(nóng)業(yè)科技成果轉(zhuǎn)化經(jīng)驗進行介紹。 第五部分:促進我國農(nóng)業(yè)高校科技成果轉(zhuǎn)化的對策建議。針對上面提出的問題,并借鑒國內(nèi)外成功經(jīng)驗提出了解決對策,以期能更好的促進我國農(nóng)業(yè)高?萍汲晒霓D(zhuǎn)化,進而對我國農(nóng)業(yè)發(fā)展做出貢獻。
[Abstract]:Since the reform and opening up, China's agricultural science and technology research and development in the field very quickly, China's agriculture has entered a new stage for the construction of modern agriculture. However, the "three rural issues" is still an important restriction of building a well-off society, the development of agricultural economy is the fundamental way to solve the "three rural issues", and the development of agricultural economy mainly rely on technological innovation. Now, in the country's attention, the innovation of agricultural science and technology achievements increased year by year, "transformation" is the most key link of agricultural science and technology achievements to realize the value of one, but the transformation of agricultural science and technology achievement rate of 40% is not enough to adapt to the development of modern agriculture. Therefore, promoting the transformation of agricultural science and technology achievements it is a great subject in the agricultural development of our country. Agricultural universities as the main implementation of the research and promotion of agricultural scientific and technological achievements, to solve the current existence The problem is of profound significance to the development of agriculture and the progress of agricultural science and technology in China.
Based on the fact that the transformation rate of scientific and technological achievements is not high in agricultural universities in China, this paper summarizes the existing problems in the current system through the analysis of its current situation, and puts forward countermeasures and suggestions for these problems. The article is divided into five parts.
The first part: introduction. It mainly introduces the basis of the topic, the purpose and significance of the research, the research review at home and abroad, the way of thinking and the innovation of this article.
The second part: related concepts of transformation of scientific and technological achievements in agricultural universities, including the connotation, ways and characteristics of transformation of agricultural science and technology achievements, as well as the connotation and significance of transformation of scientific and technological achievements in agricultural universities.
The third part: the present situation of the transformation of scientific and technological achievements in agricultural universities. First introduced our country agriculture science and technology program, and then analyzed the current situation and problems of transformation of scientific and technological achievements of agricultural universities in China, including its own characteristic limit, restrict and agricultural universities and other aspects of the national environment.
The fourth part: the successful experience of the transformation of scientific and technological achievements in agricultural universities were analyzed. In Europe, Asia and other developed countries into successful experience and enlightenment is worth us to learn from the achievements of agricultural science and technology, and the China Agricultural University, are introduced into the experience of agricultural science and technology achievements of Northwest Agriculture and Forestry University and the Henan Agricultural University.
The fifth part: the countermeasures to promote the transformation of scientific and technological achievements of agricultural universities in China. Aiming at the above problems, and learn from the successful experience at home and abroad put forward countermeasures, in order to better promote the transformation of scientific and technological achievements of agricultural universities in China, and on China's agricultural development contribute.
