【摘要】：本研究基于當(dāng)前高校政府采購(gòu)大規(guī)模增長(zhǎng),高校政府采購(gòu)制度需要完善的大背景下對(duì)現(xiàn)階段我國(guó)的高校政府采購(gòu)的具體情況進(jìn)行研究,為促進(jìn)適宜的、規(guī)范的、效率高的高校政府采購(gòu)制度的建立做些添磚加瓦的工作。 本研究在對(duì)關(guān)于高校政府采購(gòu)文獻(xiàn)及理論分析的基礎(chǔ)之上,對(duì)高校政府采購(gòu)的組織機(jī)構(gòu)、特點(diǎn)、功能進(jìn)行了深入的分析,然后以某高校的政府采購(gòu)為例,總結(jié)了其政府采購(gòu)的經(jīng)驗(yàn)。根據(jù)實(shí)際情況得出當(dāng)前政府采購(gòu)存在以下問(wèn)題：高校政府采購(gòu)程序不規(guī)范,我國(guó)高校政府采購(gòu)的方式單一,我國(guó)高校政府采購(gòu)的效率低下,供應(yīng)商的管理較為混亂。存在問(wèn)題的主要原因有：采購(gòu)制度還不是很健全、缺乏專(zhuān)業(yè)采購(gòu)人才、采購(gòu)預(yù)算管理制度落后、政府采購(gòu)工作周期長(zhǎng)、監(jiān)督管理欠佳。結(jié)合存在的問(wèn)題本研究提出了以下解決我國(guó)高校政府采購(gòu)問(wèn)題的對(duì)策：一是完善政府采購(gòu)及相關(guān)制度；加強(qiáng)對(duì)制度的宣傳；完善采購(gòu)人才選拔制度。二是高校執(zhí)行政府采購(gòu)的操作機(jī)制需要進(jìn)一步完善。主要包括招標(biāo)采購(gòu)的組織管理需要予以完善；采購(gòu)預(yù)算與計(jì)劃必須強(qiáng)化和細(xì)化；對(duì)招標(biāo)方式進(jìn)行嚴(yán)格規(guī)范,以靈活機(jī)動(dòng)應(yīng)對(duì)高校物資采購(gòu)。三是執(zhí)行政府采購(gòu)的監(jiān)督機(jī)制需要進(jìn)一步得到完善。必須要對(duì)監(jiān)督功能予以強(qiáng)化,以盡可能的對(duì)風(fēng)險(xiǎn)加以規(guī)避；對(duì)高校政府采購(gòu)應(yīng)當(dāng)實(shí)行績(jī)效考核,以此提高采購(gòu)人員的工作積極性。四是合理利用電子商務(wù),對(duì)招標(biāo)采購(gòu)的方法進(jìn)行積極創(chuàng)新。
[Abstract]:This study is based on the large-scale growth of university government procurement, the university government procurement system needs to be improved under the background of the current situation of university government procurement in China, in order to promote the appropriate, standardized, The establishment of efficient government procurement system in colleges and universities makes some contributions to the work. On the basis of the literature and theoretical analysis of government procurement in colleges and universities, this study makes an in-depth analysis of the organization, characteristics and functions of government procurement in colleges and universities, and then takes the government procurement of a certain university as an example. The experience of government procurement is summarized. According to the actual situation, the following problems exist in the current government procurement: college government procurement procedures are not standardized, the mode of university government procurement is single, the efficiency of government procurement in colleges and universities is low, and the management of suppliers is more chaotic. The main reasons for the problems are: the procurement system is not perfect, the lack of professional procurement personnel, the procurement budget management system is backward, the government procurement work cycle is long, supervision and management is poor. Combined with the existing problems, this study puts forward the following countermeasures to solve the problem of government procurement in colleges and universities in China: first, to improve government procurement and related systems; to strengthen the publicity of the system; to improve the procurement talent selection system. Second, colleges and universities to implement the operational mechanism of government procurement needs to be further improved. It mainly includes that the organization and management of bidding procurement should be perfected; the purchasing budget and plan must be strengthened and refined; and the bidding method should be strictly standardized in order to flexibly and flexibly deal with the purchase of materials and materials in colleges and universities. Third, the implementation of government procurement supervision mechanism needs to be further improved. The supervision function must be strengthened to avoid the risk as far as possible, and the performance appraisal should be carried out to improve the working enthusiasm of the purchasing staff. Fourth, the rational use of electronic commerce, the procurement method of active innovation.
