中南大學(xué)后勤集團(tuán)人力資源管理外包策略研究

【摘要】:中南大學(xué)后勤集團(tuán)是在我國高校后勤改革社會化的大潮中產(chǎn)生成立的,是一個為學(xué)校教學(xué)、科研提供后勤服務(wù)保障的經(jīng)營實(shí)體,服務(wù)范圍涉及飲食、物業(yè)、水電、通訊,環(huán)衛(wèi)、綠化等項(xiàng)目。隨著學(xué)校的發(fā)展和新校區(qū)的投入使用,中南學(xué)校后勤集團(tuán)服務(wù)的范圍越來越廣,服務(wù)的技術(shù)要求和水平也越來越高,要求有更專業(yè)的人員從事相應(yīng)的工作。同時,集團(tuán)的用工規(guī)模也越來越大,隨著我國社會保障體系逐步完善,集團(tuán)用工的保險、福利等工作量也是在逐年增加,這樣給集團(tuán)人事部帶來了更多的日常性工作,也在有形無形地增加了集團(tuán)的成本支出。 本文以中南大學(xué)后勤集團(tuán)人力資源管理為研究對象,從中南大學(xué)后勤集團(tuán)的人力資源管理現(xiàn)狀出發(fā),深入分析其問題及存在的原因。在結(jié)合人力資源管理外包的理論基礎(chǔ)和應(yīng)用實(shí)踐的基礎(chǔ)上,,對中南大學(xué)后勤集團(tuán)進(jìn)行人資源管理外包問題進(jìn)行了全面的分析和研究。本文首先介紹外包及人力資源管理外包的基本理論,將人力資源管理外包的相關(guān)理論知識,和國內(nèi)外對于人力資源管理外包研究的現(xiàn)狀進(jìn)行綜述。然后根據(jù)中南大學(xué)后勤集團(tuán)人力資源管理的現(xiàn)狀及形成原因,提出并分析其進(jìn)行人力資源管理外包的必要性和可行性。接著在分析中南大學(xué)后勤集團(tuán)實(shí)行人力資源管理外包的目的、原因、風(fēng)險等外包因素,確立其人力資源管理外包的目標(biāo)和基本原則的基礎(chǔ)上,運(yùn)用Alan Speaker模型,建立中南大學(xué)后勤集團(tuán)人力資源管理外包的Alan Speaker模型,為集團(tuán)采取人力資源管理外包的內(nèi)容和模式提供參考和選擇,在此基礎(chǔ)上,從集團(tuán)的實(shí)際情況出發(fā),確定人力資源管可以實(shí)行外包的具體內(nèi)容和模式。文章最后,從外包的具體操作流程、外包商選擇、外包合同簽訂、文化塑造、控制和規(guī)避風(fēng)險等方面闡述,為確保外包的順利進(jìn)行提供可靠性措施,從而保障人力資源管理外包的順利實(shí)施。 本文對中南大學(xué)后勤集團(tuán)人力資源管理外包進(jìn)行了初步的探討和研究,將人力資源管理外包作為中南大學(xué)后勤集團(tuán)減少成本開支和提高服務(wù)質(zhì)量的一個重要舉措,通過構(gòu)建人力資源管理外包體系,為中南大學(xué)后勤集團(tuán)實(shí)行人力資源管理外包提供了可行的外包策略。本研究對中南大學(xué)后勤集團(tuán)節(jié)約成本開支,提高服務(wù)質(zhì)量,具有一定的價值和意義。
[Abstract]:The logistics group of Central South University was established in the tide of socialization of logistics reform in colleges and universities in China. It is an operating entity that provides logistical services to schools for teaching and scientific research. The scope of services covers catering, property, water and electricity, communications, sanitation, Greening, etc. With the development of the school and the putting into use of the new campus, the scope of the service of the Central South School Logistics Group is more and more extensive, and the technical requirements and level of the service are becoming higher and higher, requiring more professional personnel to engage in the corresponding work. At the same time, the employment scale of the group is also getting larger and larger. With the gradual improvement of the social security system in our country, the amount of work such as insurance and welfare for the group employees is also increasing year by year. This has brought more daily work to the personnel department of the group. It also adds to the group's costs in tangible and intangible ways. This article takes the human resource management of the logistics group of Central South University as the research object, proceeds from the present situation of the human resource management of the logistics group of Central South University, deeply analyzes its problem and the reason of its existence. Based on the theory and practice of human resource management outsourcing, this paper makes a comprehensive analysis and research on the outsourcing of human resource management in the logistics group of Central South University. This paper first introduces the basic theories of outsourcing and human resource management outsourcing, summarizes the relevant theoretical knowledge of human resource management outsourcing, and summarizes the current situation of research on human resource management outsourcing at home and abroad. Then, according to the present situation and reasons of human resource management in logistics group of Central South University, the necessity and feasibility of human resource management outsourcing are put forward and analyzed. Then, on the basis of analyzing the objective, reason, risk and other outsourcing factors of HR outsourcing in the logistics group of Zhongnan University, and establishing the objectives and basic principles of HRM outsourcing, the Alan Speaker model is used. The Alan Speaker model of HR outsourcing in logistics group of Central South University is established to provide reference and choice for the group to adopt the content and mode of HRM outsourcing. Determine the specific content and model of human resource management that can be outsourced. Finally, from the aspects of the specific operation flow of outsourcing, outsourcing vendor selection, outsourcing contract signing, culture shaping, controlling and avoiding risks and so on, this paper discusses the reliability measures to ensure the smooth development of outsourcing. In order to ensure the smooth implementation of human resources management outsourcing. This paper makes a preliminary discussion and research on the outsourcing of human resources management in the logistics group of Central South University. It regards the outsourcing of human resources management as an important measure to reduce the cost and improve the service quality of the logistics group of Central South University. By constructing the outsourcing system of human resource management, this paper provides a feasible outsourcing strategy for the logistics group of Central South University to carry out the outsourcing of human resource management. This research has certain value and significance for the cost saving and improving service quality of the logistics group of Central South University.
