【摘要】：高等教育在人力資本的形成中占有重要地位，而人力資本在現(xiàn)代經(jīng)濟(jì)增長(zhǎng)起著重要的作用。本文在科布道格拉斯生產(chǎn)函數(shù)的基礎(chǔ)上對(duì)山東省高等教育財(cái)政支出與經(jīng)濟(jì)增長(zhǎng)之間的關(guān)系做了系統(tǒng)的論證，認(rèn)為山東省高等教育財(cái)政支出對(duì)經(jīng)濟(jì)增長(zhǎng)的影響作用不僅大幅低于勞動(dòng)力的影響，而且低于資本的影響。本文對(duì)山東省高等教育財(cái)政支出與經(jīng)濟(jì)增長(zhǎng)之間的理論關(guān)系、總量關(guān)系、結(jié)構(gòu)關(guān)系等作出了系統(tǒng)的分析，認(rèn)為山東省高等教育財(cái)政支出與經(jīng)濟(jì)增長(zhǎng)之間有著明顯的相關(guān)關(guān)系，山東省高等教育財(cái)政支出的增加對(duì)經(jīng)濟(jì)增長(zhǎng)有著一定的拉動(dòng)作用，但小于勞動(dòng)力和資本。本文隨即對(duì)山東省高等教育財(cái)政支出與山東省三大產(chǎn)業(yè)結(jié)構(gòu)之間的關(guān)系進(jìn)行了灰色關(guān)聯(lián)度分析，認(rèn)為山東省高等教育財(cái)政支出對(duì)山東省第三產(chǎn)業(yè)發(fā)展的貢獻(xiàn)明顯優(yōu)于第一和第二產(chǎn)業(yè)，這對(duì)山東省的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化和升級(jí)有著重要的啟示。通過(guò)分析，，本文認(rèn)有必要加大山東省高等教育的財(cái)政支出力度，完善高等教育財(cái)政支出體系，密切高等教育成果與先進(jìn)產(chǎn)業(yè)的聯(lián)系，讓高等教育成為山東省經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的重要推動(dòng)力。
[Abstract]:Higher education plays an important role in the formation of human capital, which plays an important role in modern economic growth. On the basis of Cobb Douglas production function, this paper makes a systematic demonstration on the relationship between higher education expenditure and economic growth in Shandong Province. It is concluded that the effect of higher education expenditure on economic growth in Shandong Province is not only lower than that of labor force, but also lower than that of capital. This paper makes a systematic analysis of the theoretical, total and structural relationships between the financial expenditure of higher education and economic growth in Shandong Province, and concludes that there is a clear correlation between the fiscal expenditure of higher education and economic growth in Shandong Province. The increase of higher education expenditure in Shandong province has a certain pulling effect on economic growth, but it is smaller than labor force and capital. This paper then analyzes the relationship between the higher education expenditure and the three industrial structures in Shandong Province, and analyzes the grey correlation degree of the relationship between the expenditure of higher education and the three industrial structures of Shandong Province. It is concluded that the contribution of higher education expenditure to the development of the tertiary industry in Shandong Province is obviously superior to that of the first and secondary industries, which has important implications for the optimization and upgrading of the industrial structure of Shandong Province. Through the analysis, this paper thinks that it is necessary to increase the financial expenditure of higher education in Shandong Province, perfect the financial expenditure system of higher education, and close the relation between the achievement of higher education and the advanced industry. Let higher education become Shandong Province economic development and industrial structure adjustment of an important driving force.
