【摘要】：高等教育的發(fā)展對(duì)于促進(jìn)我國(guó)經(jīng)濟(jì)發(fā)展、培養(yǎng)各類人才、增強(qiáng)國(guó)家競(jìng)爭(zhēng)力具有重要作用。近幾年，我國(guó)高校無論是在規(guī)模數(shù)量上還是在招生人數(shù)上，科研基礎(chǔ)設(shè)施上都有了很大的改善，高校為建設(shè)創(chuàng)新國(guó)家、服務(wù)社會(huì)作出了很大的貢獻(xiàn)。 同時(shí)，，我們也應(yīng)該看到，高等教育的快速發(fā)展對(duì)教育投入的持續(xù)增長(zhǎng)提出了更高的要求，同時(shí)也引發(fā)了一系列結(jié)構(gòu)性矛盾。盡管我國(guó)對(duì)高校的投入每年都在增加，但是國(guó)家財(cái)政對(duì)高校支出的比例還比較低，影響到高校的可持續(xù)發(fā)展。因此，如何在繼續(xù)保持高等教育國(guó)家投入為主體的同時(shí)，大力拓展社會(huì)籌資渠道，吸引社會(huì)力量投資高等教育，保證高等教育的持續(xù)、穩(wěn)定、快速發(fā)展，成為人們思考和研究的熱點(diǎn)。隨著我國(guó)對(duì)外開放政策的實(shí)施和經(jīng)濟(jì)的發(fā)展，海內(nèi)外一些團(tuán)體和友好人士對(duì)高等院校的理解和支持越來越多。為了吸引更多的投資，拓寬集資辦學(xué)渠道，解決經(jīng)費(fèi)短缺的難題，根據(jù)國(guó)家的有關(guān)規(guī)定，我國(guó)一些高校相繼成立了大學(xué)教育基金會(huì)。而發(fā)展教育基金會(huì)，加大吸引社會(huì)捐贈(zèng)的力度則是拓展第三籌資渠道的主要途徑之一。 大學(xué)教育基金會(huì)在我國(guó)已經(jīng)有多年的發(fā)展歷史，積累了大量的經(jīng)驗(yàn)與教訓(xùn)。如何認(rèn)識(shí)教育基金會(huì)的地位，如何有效地對(duì)大學(xué)教育基金會(huì)進(jìn)行管理，充分發(fā)揮大學(xué)教育基金會(huì)在高校發(fā)展過程中的作用，如何使得基金會(huì)的資產(chǎn)保值增值，建立新型的高�；饡�(huì)管理體制，如何建立完善的大學(xué)教育基金會(huì)財(cái)務(wù)體系，評(píng)價(jià)體系和監(jiān)管體系等，都是大學(xué)教育基金會(huì)管理的重要課題，有待進(jìn)一步總結(jié)和研究。 本文嘗試通過結(jié)合國(guó)內(nèi)大學(xué)教育基金會(huì)的具體情況、運(yùn)作機(jī)制等案例材料，來分析大學(xué)教育基金會(huì)產(chǎn)生的背景意義、發(fā)展的歷程和階段特點(diǎn)等情況。在此基礎(chǔ)上，以清華大學(xué)教育基金會(huì)、北京大學(xué)教育基金會(huì)等名�；饡�(huì)運(yùn)作機(jī)制的狀況為例進(jìn)行分析，側(cè)重從我國(guó)大學(xué)教育基金會(huì)發(fā)展存在的問題入手，對(duì)大學(xué)教育基金會(huì)的捐贈(zèng)資金來源渠道、捐贈(zèng)資金的用途、資金保值增值手段，基金會(huì)的管理制度等方面進(jìn)行分析，找出其存在問題以及原因，從中提煉出值得我國(guó)大學(xué)教育基金會(huì)發(fā)展借鑒的方法和對(duì)策，為我國(guó)大學(xué)教育基金會(huì)的進(jìn)一步完善提出改進(jìn)意見。 本文分五章，具體內(nèi)容為： 第一章緒論：主要包括相關(guān)問題的提出，文獻(xiàn)綜述，研究的意義以及研究思路與方法。 第二章大學(xué)教育基金會(huì)的理論基礎(chǔ)：嘗試在收集到的文獻(xiàn)數(shù)據(jù)資料的基礎(chǔ)上，通過筆者的分析，對(duì)大學(xué)教育基金會(huì)的理論基礎(chǔ)進(jìn)行分析并準(zhǔn)確的概括總結(jié)出大學(xué)教育基金會(huì)的涵義及特點(diǎn)。 第三章我國(guó)大學(xué)教育基金會(huì)的發(fā)展現(xiàn)狀：對(duì)我國(guó)大學(xué)教育基金會(huì)的發(fā)展起步概況以及現(xiàn)階段狀況進(jìn)行了相應(yīng)的總結(jié)論述。 第四章我國(guó)大學(xué)教育基金會(huì)的發(fā)展困境：擬對(duì)當(dāng)下我國(guó)大學(xué)教育基金會(huì)建設(shè)所面臨的問題及原因做一些簡(jiǎn)要探討,以期能對(duì)我國(guó)大學(xué)教育基金會(huì)的發(fā)展起到一定的推動(dòng)作用。 第五章我國(guó)大學(xué)教育基金會(huì)的發(fā)展對(duì)策及建議：提煉出值得我國(guó)大學(xué)教育基金會(huì)發(fā)展借鑒的方法和對(duì)策，為我國(guó)大學(xué)教育基金會(huì)的進(jìn)一步完善提出改進(jìn)意見。
[Abstract]:The development of higher education plays an important role in promoting our country ' s economic development , cultivating all kinds of talents and enhancing national competitiveness . In recent years , China ' s colleges and universities have made great progress in the construction of innovative countries and service society . At the same time , we should also see that the rapid development of higher education puts forward higher demands on the sustained growth of education input , and also raises a series of structural contradictions . How to understand the status of the education foundation , how to effectively manage the university education foundation , how to make full use of the role of the university education foundation in the development of the university , how to make full use of the role of the university education foundation in the development of the university , how to establish a new management system of the university foundation , how to establish the perfect financial system of the university education foundation , the evaluation system and the supervision system , etc . , are the important subject of the management of the university education foundation . This paper tries to analyze the background significance , the course and the stage characteristics of the university education foundation by combining the case materials of the domestic university education foundation and the operation mechanism . On the basis of this , the paper analyzes the problems existing in the development of the university education foundation in Tsinghua University , analyzes the source channel of endowment funds , the use of endowment funds , the value - added measure of the fund and the management system of the foundation , finds out the problems and causes , and puts forward the methods and countermeasures worthy of the development reference of the university education foundation of our country , and puts forward some suggestions for further improvement of the university education foundation in our country . This article is divided into five chapters , the concrete contents are as follows : Chapter One : The introduction of the related issues , the literature review , the significance of the research and the research thoughts and methods . The second chapter is the theoretical foundation of the university education foundation : try to analyze the theoretical foundation of the university education foundation through the analysis of the author , and summarize the meaning and characteristics of the university education foundation by the analysis of the author . In chapter 3 , the present situation of the development of our university education foundation is summarized and discussed in this paper . In chapter 4 , the development dilemma of our university education foundation is to make some brief discussion on the problems and reasons faced by the construction of our university education foundation , so as to play a certain role in the development of our university education foundation . The fifth chapter puts forward the countermeasures and suggestions for the development of our university education foundation , and puts forward some suggestions for further improvement of our university education foundation .
