美國聯(lián)邦政府教育管理市場化改革探析

【摘要】:能否將市場機制引入教育管理,哈耶克、弗里德曼、丘伯等人的回答是肯定的。上世紀40年代后,美國聯(lián)邦政府在不斷加強教育管理的同時,將市場機制引入了教育管理:大學基礎(chǔ)研究的合同撥款成為美國聯(lián)邦政府的一項永久政策,為大學的研究生教育、實驗室建設(shè)及美國研究型大學的產(chǎn)生和問鼎世界一流水平做出了切實的貢獻;教育憑證、特許學校、績效撥款等強調(diào)經(jīng)濟理性的教育改革,為美國基礎(chǔ)教育注入了活力,有效地提高了美國基礎(chǔ)教育的質(zhì)量。
[Abstract]:Whether the market mechanism can be introduced into education management, Hayek, Friedman, Chauber and others answer yes. After the 1940s, the federal government of the United States, while continuously strengthening education management, introduced the market mechanism into education management: the contract grant for university basic research became a permanent policy of the United States federal government, for the postgraduate education of universities. Laboratory construction and the emergence of research universities in the United States and their achievement in the world's first-class level have made a real contribution. Educational reforms, such as educational vouchers, charter schools, performance grants, and so on, which emphasize economic rationality, have injected vitality into basic education in the United States. Effectively improve the quality of basic education in the United States.
