教育管辦評“分”“合”之度在有利于育人

【摘要】:正2015年教育部印發(fā)《關于深入推進教育管辦評分離促進政府職能轉變的若干意見》,并確定了8個單位進行教育管辦評分離改革試點。據筆者最近對重慶市江津區(qū)等地試點情況的調研來看,把握好教育管辦評"分""合"之度是這項改革能否成功、是否具有借鑒意義的關鍵。"分"是推進教育管辦評分離改革的著力點。之所以要"分",表面上看是要改變政府管理教育"既當領隊,又當教練,還當裁判"的現象,把"辦"的權力還給學校,"評"的部分權力給社會,"形成政府依法管理、學校依法自主
