【摘要】：隨著城鎮(zhèn)化進(jìn)程推進(jìn)和人口流動(dòng)加劇,小班、小校甚至是空殼學(xué)校逐漸成為農(nóng)村教育的重要形態(tài)。對遼寧省農(nóng)村小規(guī)模學(xué)校資源配置基礎(chǔ)數(shù)據(jù)的分析發(fā)現(xiàn),農(nóng)村小規(guī)模學(xué)校呈現(xiàn)出地域分布不均衡、班額小、硬件設(shè)施設(shè)備短缺、師資配置薄弱等突出問題,其癥結(jié)在于現(xiàn)行的以學(xué)生數(shù)為基礎(chǔ)的資源配置方式。發(fā)展農(nóng)村小規(guī)模學(xué)校的關(guān)鍵在于轉(zhuǎn)變教育資源的投入方式,由"注重生均意義上的投入公平"向"保證每一個(gè)學(xué)生獲得的教育服務(wù)均等"轉(zhuǎn)變。為了讓農(nóng)村小規(guī)模學(xué)校學(xué)生獲得均等的教育服務(wù),應(yīng)充分考慮農(nóng)村小規(guī)模學(xué)校的發(fā)展特點(diǎn)和現(xiàn)實(shí)需求,單獨(dú)制定農(nóng)村小規(guī)模學(xué)校資源配置標(biāo)準(zhǔn)。
[Abstract]:With the advancement of urbanization and population mobility, small classes, small schools and even shell schools have gradually become an important form of rural education. By analyzing the basic data of resource allocation of rural small-scale schools in Liaoning Province, it is found that there are some outstanding problems in rural small-scale schools, such as uneven regional distribution, small class size, shortage of hardware facilities and equipment, weak allocation of teachers, etc. The crux of the problem lies in the current allocation of resources based on the number of students. The key to the development of small rural schools lies in the transformation of the input mode of educational resources, from "paying attention to the fairness of investment in the sense of average of students" to "ensuring the equality of the educational services received by every student". In order to make the rural small school students get equal education service, we should consider the development characteristic and the realistic demand of the rural small school, and separately formulate the resource allocation standard of the rural small school.
