【摘要】：義務(wù)教育均衡發(fā)展是當(dāng)前我國(guó)義務(wù)教育發(fā)展的重中之重,政府間義務(wù)教育財(cái)政事權(quán)和支出責(zé)任劃分框架是義務(wù)教育均衡發(fā)展的制度保障。本文通過(guò)梳理美國(guó)政府間義務(wù)教育財(cái)政事權(quán)和支出責(zé)任的演變歷程發(fā)現(xiàn):聯(lián)邦政府主要負(fù)責(zé)群體間的教育公平事權(quán),州政府主要承擔(dān)縮小轄區(qū)內(nèi)義務(wù)教育投入差距的事權(quán),地方政府基于義務(wù)教育的地區(qū)公共產(chǎn)品屬性承擔(dān)支出責(zé)任。隨著教育公平內(nèi)涵的發(fā)展,聯(lián)邦政府和州政府的支出責(zé)任相對(duì)增加,但支出方式主要采用專項(xiàng)轉(zhuǎn)移支付和公式撥款的一般性轉(zhuǎn)移支付,地方政府是義務(wù)教育資金的直接支出者,扮演義務(wù)教育資金的主要決策者和執(zhí)行者。借鑒美國(guó)的經(jīng)驗(yàn),我國(guó)中央政府應(yīng)承擔(dān)起弱勢(shì)群體特別是殘疾兒童享受義務(wù)教育機(jī)會(huì)的責(zé)任;省級(jí)政府應(yīng)承擔(dān)省域內(nèi)義務(wù)教育投入均衡的責(zé)任,支出責(zé)任以公式撥款方式進(jìn)行;中央和省級(jí)政府的義務(wù)教育支出應(yīng)采取一般專項(xiàng)轉(zhuǎn)移支付形式,同時(shí)擴(kuò)大縣級(jí)政府對(duì)義務(wù)教育資金的決策權(quán),以提高資金的使用效率。
[Abstract]:The balanced development of compulsory education is the most important part of the development of compulsory education in our country at present, and the frame of dividing the financial responsibility and expenditure responsibility between the governments of compulsory education is the institutional guarantee for the balanced development of compulsory education. In this paper, the author finds that the federal government is mainly responsible for the right of educational fairness among groups, and the state government is mainly responsible for narrowing the gap between compulsory education input within the jurisdiction. The local government should bear the responsibility of expenditure based on the attribute of regional public goods of compulsory education. With the development of educational equity, the federal government and the state government have increased the responsibility of expenditure, but the way of expenditure is mainly special transfer payment and general transfer payment of formula allocation, and local government is the direct expend of compulsory education funds. Act as the main decision maker and executor of compulsory education funds. Drawing lessons from the experience of the United States, the central government of our country should assume the responsibility of the disadvantaged groups, especially children with disabilities, to enjoy the opportunity of compulsory education, the provincial government should bear the responsibility of balancing the compulsory education input in the province, and the expenditure responsibility should be carried out in the form of formula allocation. The compulsory education expenditure of central and provincial governments should take the form of general special transfer payment and expand the decision-making power of county governments on compulsory education funds in order to improve the efficiency of the use of funds.
