義務教育學區(qū)制改革:制度邏輯、實踐困境及優(yōu)化路徑

【摘要】:學區(qū)制是政府促進義務教育區(qū)域內(nèi)優(yōu)質(zhì)均衡,推進基本公共教育服務均等化的重要制度設計與現(xiàn)實選擇。有別于英美"學區(qū)制"以"自治"為核心的制度變遷邏輯,我國學區(qū)制受到行政管控邏輯的支配,呈現(xiàn)出鮮明的"自上而下"的路徑依賴特征,不可避免地導致學區(qū)自主發(fā)展能力弱化,改革內(nèi)生動力嚴重不足,從而使學區(qū)制改革陷入低效的"納什均衡"狀態(tài)。為此,回歸學區(qū)制"自治"內(nèi)核成為優(yōu)化學區(qū)制改革最佳路徑,在組織管理模式上實現(xiàn)從"管理"到"治理"的轉(zhuǎn)型,在制度變革方式上由"行政驅(qū)動"向"自主變革"轉(zhuǎn)變,最終形成"自治""主動""內(nèi)生""開放"的自組織形態(tài)。
[Abstract]:The school district system is an important system design and practical choice for the government to promote the quality balance in the compulsory education area and to promote the equalization of basic public education services, which is different from the institutional change logic of the "school district system" in the United States and the United States, which takes "autonomy" as the core. The school district system in our country is dominated by the logic of administrative control and control, which shows the characteristic of "top-down" path dependence, which inevitably leads to the weakening of the independent development ability of the school district and the serious shortage of the endogenous motive force of the reform. As a result, the reform of the school district system falls into an inefficient "Nash equilibrium" state. Therefore, returning to the core of "autonomy" of the school district system becomes the best way to optimize the reform of the school district system, and the transformation from "management" to "governance" is realized in the organizational management mode. From "administrative drive" to "independent change" in the way of system reform, the self-organization form of "autonomy", "initiative", "endogenous" and "openness" is finally formed.
