廣西與湖北義務(wù)教育公用經(jīng)費投入比較分析

【摘要】:廣西壯族自治區(qū)是我國西部具有代表性的民族地區(qū)之一,其義務(wù)教育公用經(jīng)費的投入情況既可作為西部地區(qū)義務(wù)教育公用經(jīng)費投入情況的典型,也可作為民族地區(qū)義務(wù)教育公用經(jīng)費投入情況的經(jīng)典案例來進(jìn)行分析和研究。湖北省地處中部地區(qū)的中心地帶,是中部地區(qū)至關(guān)重要的戰(zhàn)略地區(qū),其義務(wù)教育公用經(jīng)費的投入情況具有中部地區(qū)的特點和代表性。因此,本文特選取這兩個地區(qū)作為中部和西部地區(qū)的代表進(jìn)行分析。本文采用了文獻(xiàn)法、調(diào)查法、比較法三種研究方法,重點對以下七個方面進(jìn)行了研究和探討:第一部分為引言,主要說明本文研究的緣起,研究的目的與意義,研究的方法與過程。第二部分是對廣西與湖北義務(wù)教育公用經(jīng)費投入的基礎(chǔ)比較分析,包括經(jīng)濟(jì)水平的比較和人口變化情況的比較兩個方面。對于湖廣兩地經(jīng)濟(jì)水平的比較主要是從兩地的經(jīng)濟(jì)發(fā)展規(guī)模、經(jīng)濟(jì)發(fā)展速度、經(jīng)濟(jì)分配水平三個方面進(jìn)行比較的。人口變化情況的比較是從人口數(shù)量變化情況和人口受教育程度兩方面進(jìn)行比較的。第三部分是廣西與湖北義務(wù)教育公用經(jīng)費投入的政策比較分析,包括義務(wù)教育公用經(jīng)費投入政策的比較和義務(wù)教育公用經(jīng)費管理政策及使用制度。第四部分是廣西與湖北義務(wù)教育公用經(jīng)費投入總量比較分析,包括義務(wù)教育公用經(jīng)費投入的絕對量比較和義務(wù)教育公用經(jīng)費投入的相對量比較。第五部分是廣西與湖北義務(wù)教育公用經(jīng)費投入的分配比較分析,包括義務(wù)教育公用經(jīng)費投入的學(xué)段分配比較和義務(wù)教育公用經(jīng)費投入的區(qū)域分配比較。第六部分是廣西與湖北義務(wù)教育公用經(jīng)費投入效果比較,包括義務(wù)教育辦學(xué)質(zhì)量的比較,義務(wù)教育均衡發(fā)展?fàn)顩r的比較和義務(wù)教育產(chǎn)生的社會效益比較。對于義務(wù)教育均衡發(fā)展情況的比較主要是從義務(wù)教育發(fā)展水平和義務(wù)教育均衡發(fā)展?fàn)顩r兩方面進(jìn)行比較的。對于義務(wù)教育產(chǎn)生的社會效益的比較主要是從義務(wù)教育規(guī)模、義務(wù)教育結(jié)構(gòu)和質(zhì)量、義務(wù)教育效能和公平的比較。第七部分是結(jié)論及對進(jìn)一步加強(qiáng)義務(wù)教育公用經(jīng)費投入的建議。本文研究的基本結(jié)論是,湖北省的經(jīng)濟(jì)水平以及人口受教育程度高于廣西區(qū),說明其義務(wù)教育公用經(jīng)費的投入基礎(chǔ)是優(yōu)于廣西的;廣西區(qū)和湖北省的義務(wù)教育公用經(jīng)費的投入政策都是按照國家政策來執(zhí)行的,但廣西區(qū)對于農(nóng)村地區(qū)的義務(wù)教育經(jīng)費管理制度更為明確;湖北省的義務(wù)教育公用經(jīng)費投入的總量大于廣西區(qū);廣西區(qū)對于農(nóng)村義務(wù)教育公用經(jīng)費投入力度大于湖北省,但其對于小學(xué)義務(wù)教育公用經(jīng)費投入力度小于湖北省;湖北省義務(wù)教育的規(guī)模、質(zhì)量、結(jié)構(gòu)和效能優(yōu)于廣西區(qū),但其教育公平水平是低于廣西區(qū)的。本文對于改善中西部地區(qū)公用經(jīng)費投入情況提出四條建議。首先,改變中西部義務(wù)教育公用經(jīng)費籠統(tǒng)劃分的方式。其次,進(jìn)一步全面提高義務(wù)教育公用經(jīng)費標(biāo)準(zhǔn)。再次,設(shè)計義務(wù)教育公用經(jīng)費補(bǔ)助隨學(xué)生流動機(jī)制,并完善落實。最后,完善和細(xì)化義務(wù)教育公用經(jīng)費的管理和使用制度。通過比較湖北省和廣西區(qū)對于義務(wù)教育公用經(jīng)費投入的差異,進(jìn)而分析現(xiàn)行政策下對于中西部地區(qū)義務(wù)教育統(tǒng)一公用經(jīng)費標(biāo)準(zhǔn)定額是否合理,是否能促進(jìn)義務(wù)教育的進(jìn)一步均衡發(fā)展。此外,通過比較湖北省和廣西區(qū)的義務(wù)教育公用經(jīng)費投入情況,了解兩地對于義務(wù)教育公用經(jīng)費投入的側(cè)重與不足,取長補(bǔ)短,共同進(jìn)步。通過本文研究結(jié)論及建議,希望能為進(jìn)一步推進(jìn)義務(wù)教育的均衡發(fā)展貢獻(xiàn)微薄力量。
[Abstract]:The Guangxi Zhuang Autonomous Region is one of the minority areas in Western China are representative of the typical input of compulsory education public funds can be used as public funds for compulsory education in the western region investment, but also can be used as public funds for compulsory education in ethnic regions in the classic case analysis and research. The center is located in the central area of Hubei that is the strategic area in central area of critical, the investment of compulsory education has the characteristics of public funds and representative of the central region. Therefore, this paper selects the two regions as a representative of the central and western regions were analyzed. This paper uses the method of literature, investigation, comparison of three methods, focus on the research and Discussion on the following seven aspects: the first part is the introduction, mainly explains the origin of this study, the purpose and significance of research, research. Method and process. The second part is the comparative analysis on the basis of investment of public funds for compulsory education in Hubei and Guangxi, two aspects including population changes and economic level. For the comparison of two levels of economic Huguang is mainly from the economic development scale, economic development speed, compare the three aspects of economic distribution the level of population changes. The comparison is carried out between the two aspects of education from the population change and population level. The third part is the comparative analysis of investment in Guangxi and Hubei compulsory education public expenditure policy, including the policy of compulsory education and the management of public funds investment policy of public funds of compulsory education and the use of the system. The fourth part is a comparative analysis of the total investment in Guangxi and Hubei compulsory education public funds, including the absolute weight and obligation of compulsory education investment of public funds Comparison of the relative amount of public funds into education. The fifth part is the comparative analysis of distribution in Guangxi and Hubei compulsory education public funds, including public funds for compulsory education investment distribution and regional distribution of period of compulsory education investment of public funds. The sixth part is the comparison of investment effect of Guangxi and Hubei compulsory education public funds, including the quality comparison compulsory education, compulsory education status and comparison comparison of the balanced development of compulsory education, the social benefit for the development of compulsory education is mainly compared from the two aspects of compulsory education development condition and development level of compulsory education. The compulsory education for the social benefit of the comparison is mainly from the scale of compulsory education. The seventh part is the conclusion of a Further strengthen the investment of public funds of compulsory education. The basic conclusion is that Hubei province economy level and the population level of education was higher than that of the Guangxi area, showed that the investment of public funds based their compulsory education is better than that of Guangxi; Guangxi region and Hubei province compulsory education public funding policies are in accordance with the national policy to implement, but the Guangxi district for the compulsory education funds management system in rural areas is more clear; the total investment of public funds of compulsory education in Hubei province is greater than that of Guangxi district; Guangxi District of Hubei province for more than the investment of public funds for compulsory education in rural areas in Hubei Province, but for the less investment of public funds for compulsory education in primary school; Hubei province compulsory education scale, quality, structure and efficiency is better than Guangxi, but the fairness of education level is lower than the Guangxi region. This paper for the improvement of the western area Public funding put forward four suggestions. First, change the public funds for compulsory education in general division of the Midwest. Secondly, further improve the compulsory education standards of public funds. Once again, the design of public funds for compulsory education subsidy with student mobility mechanism, and improve the implementation. Finally, improve and refine the compulsory education and the use of public funds management by comparing the system. Hubei province and Guangxi district for differences in public funds for compulsory education, and then analyzes the current policy for compulsory education in the Midwest unified public funds standard quota is reasonable, whether can further promote the balanced development of compulsory education. In addition, investment by public funds for compulsory education of Hubei province and Guangxi District, understand for two input oriented public funds for compulsory education and the lack of other common progress through this research. The conclusions and suggestions are expected to contribute slightly to the further development of the balanced development of compulsory education.
