大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展問題與對策研究

【摘要】:義務(wù)教育均衡發(fā)展是當(dāng)前我國義務(wù)教育階段發(fā)展的要求,也是社會公平在義務(wù)教育階段的反映。大姚縣作為云南省的“教育名縣”,其教育水平和教育質(zhì)量在整個楚雄州名列前茅,但大姚縣的偏遠(yuǎn)山區(qū)匯集偏遠(yuǎn)、高寒、貧困、閉塞等特征于一體,和大姚縣的其他區(qū)域相比,其義務(wù)教育的發(fā)展并不均衡。本文界定了大姚縣偏遠(yuǎn)山區(qū)、義務(wù)教育均衡、義務(wù)教育均衡發(fā)展等相關(guān)概念,借鑒公共服務(wù)均等化理論、新公共服務(wù)理論以及教育公平理論,采用文獻(xiàn)分析法、對比分析法,闡述大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育的概況,分析大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展的現(xiàn)狀,探討大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展的問題,剖析其發(fā)展不均衡的原因,提出大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展的對策。本文研究的內(nèi)容大致上可以分為導(dǎo)論、核心概念界定與理論借鑒、大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展現(xiàn)狀描述、問題與原因剖析、對策建議以及研究結(jié)論與展望等六個章節(jié)。第一章,導(dǎo)論。主要任務(wù)是描述研究背景及意義,進(jìn)行國內(nèi)外研究綜述,確定研究對象與內(nèi)容,明晰研究思路與方法,發(fā)現(xiàn)研究創(chuàng)新與不足。第二章,核心概念界定與理論借鑒。界定大姚縣偏遠(yuǎn)山區(qū)、義務(wù)教育均衡以及義務(wù)教育均衡發(fā)展的概念。借鑒公共服務(wù)均等化理論、新公共服務(wù)理論以及教育公平等理論,厘清義務(wù)教育均衡發(fā)展的內(nèi)涵及外延。第三章,現(xiàn)狀描述。描述大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育的發(fā)展情況,探析大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展的狀況。第四章,問題與原因剖析。根據(jù)前一章的現(xiàn)狀描述,進(jìn)而對大姚縣偏遠(yuǎn)山區(qū)不均衡發(fā)展的問題進(jìn)行分析,揭示其不均衡發(fā)展的原因。第五章,對策建議。根據(jù)問題與原因的剖析,進(jìn)而提出推進(jìn)大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展的對策。第六章,研究結(jié)論與展望。提出本研究的結(jié)論與展望。針對大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展的問題,本文提出如下對策建議:(1)強(qiáng)化政府責(zé)任,制定政府責(zé)任分擔(dān)體系,優(yōu)化教育督導(dǎo)評估機(jī)制;(2)完善政策設(shè)計,建立科學(xué)決策機(jī)制,實施教育政策執(zhí)行反饋;(3)健全管理體系,完善義務(wù)教育經(jīng)費(fèi)體系,健全師生資源配置體系;(4)營造良好的社會環(huán)境,幫扶農(nóng)村經(jīng)濟(jì),建設(shè)民族文化。義務(wù)教育均衡發(fā)展涉及的學(xué)科領(lǐng)域較廣,但以公共管理為主要視角開展義務(wù)教育均衡發(fā)展的研究還不多。本文以地方政府為研究對象,定位地方政府在大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展中的角色,探討其不均衡發(fā)展中地方政府的責(zé)任與義務(wù),最終提出政府責(zé)任、政策設(shè)計以及管理體系方面的對策,以期對大姚縣偏遠(yuǎn)山區(qū)義務(wù)教育均衡發(fā)展提供有效的對策建議。由于本文的研究不夠深入,可能還存在研究的深度、數(shù)據(jù)的代表性以及對策的適用性等某些方面的不足。
[Abstract]:The balanced development of compulsory education is the requirement of the development of compulsory education in China. It is also a reflection of social equity in the compulsory education stage. As a "famous education county" in Yunnan Province, the education level and quality of the Dayao County are among the highest in the whole Chuxiong prefecture, but the remote mountainous areas of Dayao County collect remote, cold, and poor people. Compared with other regions in Dayao County, the development of compulsory education is not balanced. This paper defines the related concepts such as balance of compulsory education, balance of compulsory education and balanced development of compulsory education in remote mountainous areas of Dayao County. Drawing lessons from the theory of equalization of public service, the theory of new public service and the theory of educational equity, this paper expounds the general situation of compulsory education in the remote mountainous areas of Dayao County by using literature analysis method and comparative analysis method. This paper analyzes the current situation of balanced development of compulsory education in remote mountainous areas of Dayao County, probes into the problems of balanced development of compulsory education in remote mountainous areas of Dayao County, and analyzes the reasons for its uneven development. This paper puts forward the countermeasures of balanced development of compulsory education in remote mountainous areas of Dayao County. The contents of this paper can be roughly divided into three parts: introduction, definition of core concepts and theoretical references, and description of the balanced development of compulsory education in remote mountainous areas of Dayao County. Chapter one, introduction. The main task is to describe the background and significance of the research, to summarize the research at home and abroad, to determine the research object and content. Clear research ideas and methods, find research innovation and deficiencies. Chapter two, core concept definition and theoretical reference. The concepts of compulsory education balance and compulsory education balanced development. Drawing on the theory of equalization of public service, new public service theory and educational equity theory, this paper clarifies the connotation and extension of the balanced development of compulsory education. Description of the present situation. Description of the development of compulsory education in the remote mountainous areas of Dayao County, and analysis of the balanced development of compulsory education in the remote mountainous areas of Dayao County. 4th chapters, problems and reasons. Then it analyzes the problem of unbalanced development in the remote mountainous area of Dayao County, and reveals the causes of its unbalanced development. 5th chapter, countermeasures and suggestions. According to the analysis of the problems and reasons, Then it puts forward the countermeasures to promote the balanced development of compulsory education in the remote mountainous areas of Dayao County. Chapter 6th, the conclusions and prospects of this study, and the problems of balanced development of compulsory education in the remote mountainous areas of Dayao County are put forward. This paper puts forward the following countermeasures and suggestions: strengthening government responsibility, formulating government responsibility sharing system, optimizing educational supervision and evaluation mechanism, perfecting policy design, establishing scientific decision-making mechanism, implementing educational policy implementation feedback and improving management system. Perfecting the system of compulsory Education funds, perfecting the system of allocation of Teachers and students' Resources to create a good Social Environment, helping the Rural economy, Building National Culture, the balanced Development of compulsory Education involves a wide range of disciplines, However, there are few studies on the balanced development of compulsory education from the perspective of public administration. This paper focuses on the role of local governments in the balanced development of compulsory education in the remote mountainous areas of Dayao County. This paper discusses the responsibility and obligation of local government in its unbalanced development, and finally puts forward the countermeasures of government responsibility, policy design and management system. In order to provide effective countermeasures and suggestions for the balanced development of compulsory education in the remote mountainous areas of Dayao County, because the research in this paper is not deep enough, there may still be some shortcomings in the depth of the study, the representativeness of the data and the applicability of the countermeasures, etc.
