【摘要】：正面對人口眾多、層次不同、類型多樣、成分復(fù)雜的教育需求,各國都在探索有效的教育管理制度。通過分析世界一些教育大國(人口總量在5000萬、受教育人口總數(shù)在1000萬以上)的管理經(jīng)驗(yàn)表明,合理利用戰(zhàn)略規(guī)劃、發(fā)展標(biāo)準(zhǔn)、法律法規(guī)、撥款資助、行政干預(yù)、督導(dǎo)評估、社會輿論、專業(yè)中介、國際競爭等多種政策工具,有利于中央政府強(qiáng)化規(guī)劃決策引導(dǎo)服務(wù)功能,有效實(shí)施宏觀、間接、法治、指導(dǎo)、開放、柔性管理,做到指導(dǎo)、管理、服務(wù)結(jié)合,控權(quán)與
[Abstract]:Facing the educational demand of large population, different levels, diverse types and complicated components, many countries are exploring effective educational management system.
