【摘要】：不同歷史時期教育政策實踐的發(fā)展模式形成了我國教育政策實踐的范式。教育政策實踐范式的三個基本范疇是教育政策文本話語模式、教育政策價值選擇和教育政策活動特征。在我國教育政策實踐范式的歷史變遷中,教育政策話語模式由"政治本位"、"經(jīng)濟本位"轉(zhuǎn)向"教育本位";教育政策價值目標由"平均主義"、"效率優(yōu)先"轉(zhuǎn)向"有質(zhì)量的公平";教育政策活動特征由"經(jīng)驗決策"、"理性決策"轉(zhuǎn)向"科學化、民主化和系統(tǒng)化決策"。
[Abstract]:The development model of educational policy practice in different historical periods has formed the paradigm of educational policy practice in China.The three basic categories of educational policy practice paradigm are the discourse mode of educational policy text, the value choice of educational policy and the characteristics of educational policy activity.In the historical change of educational policy practice paradigm in China,Educational policy discourse mode changed from "political standard" and "economic standard" to "education standard"; value goal of educational policy changed from "egalitarianism" and "efficiency priority" to "quality equity"; and the characteristics of educational policy activity changed from "experience" to "experience"."decision making", "rational decision" turning to "scientific,"Democratization and systematic decision-making ".
