新余市城鄉(xiāng)義務(wù)教育均衡發(fā)展的實(shí)踐與思考

【摘要】:落實(shí)科學(xué)發(fā)展觀(guān),建設(shè)和諧社會(huì),是以胡錦濤同志為總書(shū)記的黨中央的重要治國(guó)方略。教育作為相關(guān)利益群體最多的社會(huì)事業(yè)之一,教育公平也就自然成為人們?cè)u(píng)判社會(huì)公平的重要內(nèi)容。 義務(wù)教育作為教育事業(yè)的基礎(chǔ),是人才成長(zhǎng)的第一步。義務(wù)教育均衡發(fā)展是社會(huì)主義教育事業(yè)的本質(zhì)要求。不斷推進(jìn)義務(wù)教育均衡發(fā)展是二十一世紀(jì)我國(guó)教育事業(yè)發(fā)展的戰(zhàn)略選擇,是我國(guó)目前教育改革發(fā)展的主旋律,是貫徹落實(shí)科學(xué)發(fā)展觀(guān)的重要舉措,是實(shí)施素質(zhì)教育的重要保證,是辦好人民滿(mǎn)意的教育的必然要求。 因此,本論文選擇以作者所在地市當(dāng)?shù)亓x務(wù)教育均衡發(fā)展情況進(jìn)行實(shí)證研究。本文首先對(duì)義務(wù)教育均衡發(fā)展的相關(guān)概念進(jìn)行闡述,對(duì)義務(wù)教育均衡發(fā)展以及相關(guān)理論基礎(chǔ)進(jìn)行分析;之后對(duì)國(guó)外義務(wù)教育均衡化發(fā)展的情況進(jìn)行分析研究;最后對(duì)新余義務(wù)教育發(fā)展?fàn)顩r進(jìn)行實(shí)證研究。在實(shí)證研究中,本文先就新余城鄉(xiāng)義務(wù)教育均衡發(fā)展情況通過(guò)問(wèn)卷調(diào)查對(duì)新余本地人進(jìn)行調(diào)查。根據(jù)初步調(diào)查的結(jié)果進(jìn)行深入調(diào)查,比如到教育局搜集資料,到新余一些學(xué)校進(jìn)行實(shí)地調(diào)察和對(duì)部分老師進(jìn)行訪(fǎng)談。 通過(guò)深入調(diào)查,取得了關(guān)于新余城鄉(xiāng)義務(wù)教育均衡發(fā)展情況的第一手資料,并經(jīng)過(guò)對(duì)這些資料的統(tǒng)計(jì)分析,得出新余市城鄉(xiāng)義務(wù)教育在辦學(xué)條件、師資結(jié)構(gòu)和教學(xué)質(zhì)量等各方面存在較大差距的結(jié)論。文章從歷史、體制、客觀(guān)現(xiàn)實(shí)等方面逐一對(duì)存在問(wèn)題的原因進(jìn)行探討。最后針對(duì)現(xiàn)存的問(wèn)題,從新余市的經(jīng)濟(jì)社會(huì)發(fā)展情況出發(fā),提出促進(jìn)新余市義務(wù)教育均衡發(fā)展的幾點(diǎn)建議,為加快新余市乃至我國(guó)同類(lèi)地市義務(wù)教育均衡發(fā)展起到一定的參考作用。
[Abstract]:Carrying out the scientific development view and building a harmonious society is an important strategy of the CPC Central Committee with Comrade Hu Jintao as the general secretary. Education is one of the most important social undertakings of the related interest groups, and educational fairness naturally becomes an important content of people's judgment of social equity. Compulsory education, as the foundation of education, is the first step of talent growth. The balanced development of compulsory education is the essential requirement of socialist education. To promote the balanced development of compulsory education is a strategic choice for the development of education in China in the 21 century. It is the main melody of educational reform and development in our country at present. It is an important measure to carry out the scientific concept of development and an important guarantee for the implementation of quality-oriented education. It is the inevitable requirement of running a satisfactory education for the people. Therefore, this thesis chooses the author's local compulsory education balanced development situation to carry on the empirical research. In this paper, the concept of balanced development of compulsory education is first expounded, the balanced development of compulsory education and related theoretical basis are analyzed, and then the situation of balanced development of compulsory education in foreign countries is analyzed and studied. Finally, the development of compulsory education in New Yu empirical study. In the empirical study, this paper investigates the balanced development of urban and rural compulsory education in Xinyu by questionnaire. According to the results of the preliminary investigation, for example, to collect information from the Education Bureau, to some schools in Xinyu to conduct field inspections and to interview some teachers. Through in-depth investigation, we have obtained first-hand information on the balanced development of compulsory education in Xinyu city and countryside, and through the statistical analysis of these materials, we have drawn the conditions of running schools for compulsory education in urban and rural areas in Xinyu City. There is a big gap in the structure of teachers and teaching quality. This paper probes into the causes of the problems one by one from the aspects of history, system and objective reality. Finally, aiming at the existing problems and proceeding from the situation of economic and social development in Xinyu City, some suggestions are put forward to promote the balanced development of compulsory education in Xinyu City. In order to speed up the balanced development of compulsory education in Xinyu city and even similar cities in China, it plays a certain reference role.
