平衡計分法下高校內(nèi)部績效考核研究

【摘要】:在我國高等教育由大眾化向普及化邁進的關鍵時期,高等教育質量如何提升、高校今后發(fā)展的方向依舊是當前地方高校普遍面臨的時代主題。在這一宏觀背景下,如何提升高校治理能力與水平,高校內(nèi)部績效考核的規(guī)范與完善就顯得尤為重要。我國各個高校面臨著績效評價制度不完善、績效考核系統(tǒng)缺乏問題,針對這些問題,本文在分析和研究的過程中,以高校內(nèi)部績效考核為研究對象,采用平衡記分卡的方式對相關的內(nèi)容進行了分析和探討。本文在分析和研究中,對國內(nèi)外相關的研究文獻和研究內(nèi)容進行了歸納和總結,為本文的分析和研究奠定了基礎,并且按照平衡記分卡的相關嚴則對這一績效評估方法應用的可行性進行了分析,構建出一套可在全國高校范圍內(nèi)推廣試用的績效評估指標體系。該指標體系在高校內(nèi)部績效考核的分析和研究中,將評估指標氛圍財務、學生和利益相關者、內(nèi)部流程、創(chuàng)新與學習四個方面的指標,針對這四個方面的指標,采用層次分析法對具體的權重進行了設計和分析。最后,以H高校為案例,對平衡計分法中財務、顧客、內(nèi)部業(yè)務流程、學習與成長四個維度進行分析,采用層析分析法對各個指標的具體權重進行了設計,通過這種方式使得H高校內(nèi)部績效評估實現(xiàn)量化操作。此外,為確保數(shù)據(jù)的信度和效度用灰色模糊綜合評價進行一致性檢驗分析。研究結論表明,該高?冃Э己私Y果中凸顯的問題和我國國情,亟需將該模型運用到實踐中并提出合理化的意見,使得考核體系達到科學有效性,從而提高高?冃гu估質量。
[Abstract]:In the key period of our country's higher education from popularization to popularization, how to improve the quality of higher education and the direction of the future development of colleges and universities are still the theme of the times that local colleges and universities generally face at present. Under this macro background, how to improve the governance ability and level of colleges and universities, the standardization and perfection of internal performance appraisal in colleges and universities is particularly important. Each university in our country is faced with the imperfect performance evaluation system and the lack of performance appraisal system. In view of these problems, this paper takes the internal performance appraisal of colleges and universities as the research object in the process of analysis and research. The relevant contents are analyzed and discussed by using balanced scorecard. In the analysis and research of this paper, the relevant research literature and research contents at home and abroad are summarized and summarized, which lays a foundation for the analysis and research of this paper. And according to the relevant strict principle of balanced Scorecard, this paper analyzes the feasibility of applying this performance evaluation method, and constructs a set of performance evaluation index system which can be popularized and tried in colleges and universities all over the country. In the analysis and research of the internal performance appraisal of colleges and universities, this index system will evaluate the index climate finance, students and stakeholders, internal process, innovation and learning indicators, aiming at these four aspects of the indicators, The analytic hierarchy process (AHP) is used to design and analyze the specific weights. Finally, taking H university as a case, the paper analyzes the four dimensions of finance, customer, internal business process, learning and growth in balanced scoring method, and designs the specific weight of each index by means of chromatography analysis. Through this way, H colleges and universities internal performance evaluation to achieve quantitative operation. In addition, in order to ensure the reliability and validity of the data, the grey fuzzy comprehensive evaluation is used to test and analyze the consistency. The conclusion of the study shows that the problems highlighted in the performance appraisal results and the national conditions of our country need to be applied to the practice and put forward some reasonable suggestions so as to make the appraisal system scientific and effective so as to improve the quality of the performance evaluation in colleges and universities.
