【摘要】：美國高等教育體系完善,各層次各類型的高校遵循"理念—目標(biāo)—規(guī)范—策略—路徑"的發(fā)展思路,各安其位,各展所長,構(gòu)成具有"團(tuán)體格局"的高等教育治理體系。由于制度文化等因素,美國高等教育治理形成了現(xiàn)代性的理念與目標(biāo):分權(quán)制衡,增進(jìn)效益。美國高等教育治理具有多樣化和分權(quán)化的特征,注重分類規(guī)則的運(yùn)用,用知識共同體標(biāo)準(zhǔn)塑造大學(xué)價(jià)值,根據(jù)合作、平衡的原則構(gòu)建治理體系,呈現(xiàn)出以法定權(quán)和多方共治的內(nèi)外格局。
[Abstract]:The American higher education system is perfect, and all kinds of colleges and universities follow the development mentality of "idea-goal-norm-strategy-path", each of them has its own position and develop its advantages, which constitutes the higher education governance system with "group pattern". Because of institutional culture and other factors, American higher education governance has formed the concept and goal of modernity: separation of powers and checks and balances, increase efficiency. American higher education governance has the characteristics of diversification and decentralization. It pays attention to the application of classification rules, shapes the value of university with the standard of knowledge community, and constructs the governance system according to the principle of cooperation and balance. It presents the internal and external pattern of legal right and multi-party governance.
