【摘要】:高校是突發(fā)事件多發(fā)區(qū)域,大學(xué)生是許多高校突發(fā)事件的主要當(dāng)事人,輔導(dǎo)員一直處于高校突發(fā)事件應(yīng)急處置的第一線(xiàn)。據(jù)統(tǒng)計(jì),全國(guó)現(xiàn)有專(zhuān)職輔導(dǎo)員13萬(wàn)多人、兼職輔導(dǎo)員5萬(wàn)多人,這支龐大的隊(duì)伍作為維護(hù)高校安全和穩(wěn)定的基層直接責(zé)任者和關(guān)鍵力量,對(duì)突發(fā)事件的應(yīng)急處置能力理應(yīng)作為輔導(dǎo)員能力結(jié)構(gòu)中的重要一環(huán)。但目前來(lái)說(shuō),我國(guó)針對(duì)輔導(dǎo)員的突發(fā)事件應(yīng)急能力的研究尚處于經(jīng)驗(yàn)層次,造成該現(xiàn)象的關(guān)鍵是相關(guān)概念提出時(shí)間較短,缺乏強(qiáng)有力的理論指導(dǎo),實(shí)質(zhì)是由于我國(guó)針對(duì)輔導(dǎo)員的突發(fā)事件應(yīng)急能力的研究尚處于碎片化,還未建成一套具有指導(dǎo)意義的研究體系。因此,充分總結(jié)已有研究成果,探究提升輔導(dǎo)員的應(yīng)急能力的策略,對(duì)于貫徹落實(shí)全國(guó)高校思想政治工作會(huì)議精神,維護(hù)高校穩(wěn)定乃至全社會(huì)和諧發(fā)展具有重要的理論和現(xiàn)實(shí)意義。文章緊密?chē)@輔導(dǎo)員的突發(fā)事件應(yīng)急能力這一論題開(kāi)展論述。第一章是緒論,交代選題背景和意義,文章的研究思路和方法,梳理國(guó)內(nèi)外研究綜述并指出研究重點(diǎn)以及可能的創(chuàng)新點(diǎn)。第二章是相關(guān)內(nèi)容的概述及作用,主要界定了突發(fā)事件、高校突發(fā)事件、應(yīng)急能力、輔導(dǎo)員的突發(fā)事件應(yīng)急能力等概念,分析高校突發(fā)事件成因以及輔導(dǎo)員在事件處置中發(fā)揮的作用。第三章是文章的難點(diǎn)及創(chuàng)新點(diǎn),搭建了輔導(dǎo)員的突發(fā)事件應(yīng)急能力評(píng)價(jià)模型,運(yùn)用專(zhuān)家賦分法、AHP等計(jì)算各級(jí)指標(biāo)權(quán)重并通過(guò)一致性檢驗(yàn)。第四章分析了輔導(dǎo)員的突發(fā)事件應(yīng)急能力現(xiàn)狀,本章運(yùn)用實(shí)證分析法,在充分總結(jié)已有研究成果和實(shí)地調(diào)研三所高校的基礎(chǔ)上,結(jié)合現(xiàn)實(shí)情況,進(jìn)一步分析造成該現(xiàn)象的原因。第五章是研究的重點(diǎn)和落腳點(diǎn),結(jié)合國(guó)內(nèi)外已有研究成果和實(shí)際調(diào)研結(jié)果,提出提升輔導(dǎo)員的突發(fā)事件應(yīng)急能力的策略。第六章是結(jié)語(yǔ)和展望。本文包含如下結(jié)論:第一,構(gòu)建了輔導(dǎo)員的突發(fā)事件應(yīng)急能力評(píng)價(jià)模型,該模型包括4個(gè)一級(jí)指標(biāo)和18個(gè)二級(jí)指標(biāo),指標(biāo)涉及應(yīng)急管理過(guò)程理論、輔導(dǎo)員職業(yè)能力標(biāo)準(zhǔn)和開(kāi)展網(wǎng)絡(luò)思想政治教育的新載體,適用于高校對(duì)輔導(dǎo)員的相關(guān)能力進(jìn)行考核。第二,得出了輔導(dǎo)員的突發(fā)事件應(yīng)急能力綜合評(píng)價(jià)結(jié)果。主要包括:(1)輔導(dǎo)員的突發(fā)事件事前預(yù)見(jiàn)能力、事中處置能力、事后恢復(fù)能力評(píng)價(jià)結(jié)果均為中等,網(wǎng)絡(luò)宣傳能力評(píng)價(jià)結(jié)果為及格。(2)四個(gè)一級(jí)指標(biāo)評(píng)價(jià)結(jié)果排序?yàn)槭轮刑幹媚芰ψ顝?qiáng),其次是事前預(yù)見(jiàn)能力,事后恢復(fù)能力次之,網(wǎng)絡(luò)宣傳能力最弱。(3)三所被調(diào)查高校的綜合評(píng)價(jià)結(jié)果為中等,突發(fā)事件應(yīng)急能力尚存在較大欠缺。第三,提出了提升輔導(dǎo)員的突發(fā)事件應(yīng)急能力的策略:(1)通過(guò)加強(qiáng)風(fēng)險(xiǎn)信息研判能力和潛在問(wèn)題學(xué)生深入輔導(dǎo)能力來(lái)提升事前預(yù)見(jiàn)能力。(2)通過(guò)培養(yǎng)事態(tài)分析能力和快速應(yīng)變能力來(lái)提升事中處置能力。(3)通過(guò)強(qiáng)化心理疏導(dǎo)能力和完善應(yīng)急預(yù)案能力來(lái)提升事后恢復(fù)能力。(4)通過(guò)加強(qiáng)網(wǎng)絡(luò)輿論引導(dǎo)能力和網(wǎng)絡(luò)信息安全管理能力來(lái)提升網(wǎng)絡(luò)宣傳能力。本文的重點(diǎn)和研究的創(chuàng)新點(diǎn)主要體現(xiàn)在構(gòu)建輔導(dǎo)員的突發(fā)事件應(yīng)急能力評(píng)價(jià)模型和現(xiàn)狀分析這兩部分。首先,通過(guò)查閱大量國(guó)內(nèi)外參考文獻(xiàn)、走訪專(zhuān)家學(xué)者,聽(tīng)取主管學(xué)生工作的校領(lǐng)導(dǎo)、學(xué)生工作部門(mén)、保衛(wèi)部門(mén)、后勤、宣傳部門(mén)等相關(guān)負(fù)責(zé)人及輔導(dǎo)員的意見(jiàn)和建議,選取科學(xué)合理的評(píng)價(jià)指標(biāo),包括4個(gè)一級(jí)指標(biāo)和18個(gè)二級(jí)指標(biāo)。其次,運(yùn)用AHP計(jì)算各指標(biāo)權(quán)重并通過(guò)一致性檢驗(yàn),構(gòu)建具有較大理論和實(shí)踐價(jià)值的評(píng)價(jià)模型。最后,為檢驗(yàn)評(píng)價(jià)模型的科學(xué)性和調(diào)查輔導(dǎo)員的突發(fā)事件應(yīng)急能力現(xiàn)狀,設(shè)計(jì)打分量表,選取三所有代表性地高校作為樣本進(jìn)行調(diào)查分析,在已有研究成果的基礎(chǔ)上,分析輔導(dǎo)員的突發(fā)事件應(yīng)急能力現(xiàn)狀,并提出解決方法。
[Abstract]:Is the emergency prone regions, college students are the main parties in many university emergencies, first-line counselors has been in the emergency disposal of emergencies in Colleges and universities. According to statistics, the existing more than 130 thousand full-time instructors, more than 50 thousand part-time instructors, a huge team as to safeguard the security and stability of the grass-roots direct responsibility and key strength. Emergency handle ability should be regarded as counselors ability structure in the important part. But at present, the research on the emergency for counselors our emergency ability is still in the level of experience, the key of the problem is related to the concept of time is short, the lack of strong theoretical guidance, is the essence of the unexpected events in counselor of the emergency capacity of our nation is still in the fragmented, has not established a set of guiding research systems. Therefore, charge Summarizes the existing research results, to explore the strategies to improve the emergency response capacity of counselors, to implement the ideological and political work conference of the national university spirit, to maintain the stability of colleges and the whole society harmonious development has important theoretical and practical significance. This thesis article focusing on the emergency response capability counselors were discussed. The first chapter is the introduction, explains the background and significance, the research ideas and methods, research at home and abroad are summarized and pointed out research priorities and possible innovations. The second chapter is a summary and related content, to define the University emergencies, emergencies, emergency response capabilities, the concept of emergency counselors emergency capability, analysis of causes of emergencies in Colleges and universities and the counselors in the event the role of disposal. The third chapter is the difficulty and innovation of the article, set up emergency Counselors Emergency capability evaluation model, using expert scoring method, AHP, to calculate the index weight and the consistency test. The fourth chapter analyzes the current situation of counselors emergencies emergency capability, this chapter uses the empirical analysis method, on the basis of three universities in the existing research results and field research, combined with the actual situation, further analysis the reason for this phenomenon. The fifth chapter is the focus and goal of the research, combined with the domestic and foreign research results and practical research results, put forward to enhance emergency response capacity of the strategy of counselors. The sixth chapter is epilogue and outlook. This paper contains the following conclusions: first, construct the evaluation of emergency response capability of the instructor model. Third, put forward to improve emergency the event counselors emergency capability Strategy: (1) by strengthening the risk information analysis ability and potential problems in-depth coaching ability to enhance pre foresight ability. (2) through the training situation analysis ability And rapid response ability to enhance the ability to dispose of it. (3) through strengthening the psychological ability and improve emergency plans to enhance the ability recovery ability. (4) by strengthening the network of public opinion to guide the safety management ability and network information network to enhance the propaganda ability. This research focus and the main innovations of this analysis two part in the evaluation of emergency response capability and build the model status. First, through consulting a large number of domestic and foreign references, visits of experts and scholars, students listen to the competent leadership of the school, the student work department, security department, logistics department, publicity and other relevant responsible person and their opinions and suggestions, select the scientific and reasonable evaluation index, including 4 first level indexes and 18 level two indexes. Secondly, calculate the weight of each index and the consistency test by AHP, construction has great theoretical and practical value The value of the evaluation model.
