【摘要】:內(nèi)蒙古團(tuán)校創(chuàng)建于1959年,是我國(guó)少數(shù)民族地區(qū)建立的第一所團(tuán)屬院校,是隸屬于自治區(qū)團(tuán)委,由自治區(qū)財(cái)政全額撥款的事業(yè)單位,也是自治區(qū)唯一所團(tuán)屬高等院校。2000年,自治區(qū)團(tuán)委和內(nèi)蒙古師范大學(xué)在內(nèi)蒙古團(tuán)校的基礎(chǔ)上,聯(lián)合創(chuàng)建了的內(nèi)蒙古師范大學(xué)青年政治學(xué)院,開(kāi)創(chuàng)了全國(guó)團(tuán)屬院校發(fā)展的新模式。經(jīng)過(guò)十幾年的發(fā)展,內(nèi)蒙古團(tuán)校(也稱為內(nèi)蒙古師范大學(xué)青年政治學(xué)院)已成為集干部培訓(xùn)與多層次學(xué)歷教育于一體的普通高等學(xué)校,進(jìn)入了良好的發(fā)展階段。 2008年起全國(guó)高考生源逐漸減少,中國(guó)高等教育的快速發(fā)展期基本結(jié)束,開(kāi)始進(jìn)入內(nèi)涵式發(fā)展階段。我國(guó)高等教育的發(fā)展任務(wù)定位在以全面提高質(zhì)量為重點(diǎn),注重提高人才培養(yǎng)質(zhì)量,提升科學(xué)研究水平、增強(qiáng)社會(huì)服務(wù)能力。進(jìn)入2013年,教育部提出高考改革,與之同時(shí)進(jìn)行的是高等教育的改革,即本科院校將劃出一部分,轉(zhuǎn)變成為應(yīng)用型院校,改革目的是推動(dòng)部分院校培養(yǎng)應(yīng)用型、技術(shù)型人才。轉(zhuǎn)型的條件是符合技術(shù)技能培養(yǎng)要求的特點(diǎn)。在高等教育提出大力改革、生源逐漸減少、自身競(jìng)爭(zhēng)力相對(duì)薄弱、發(fā)展前景不甚明確的情況下,如何確定發(fā)展目標(biāo),制定合理的發(fā)展戰(zhàn)略,成為在全國(guó)團(tuán)屬院校中具有發(fā)展代表性的內(nèi)蒙古團(tuán)校破解發(fā)展難題,建立自身優(yōu)勢(shì),實(shí)現(xiàn)科學(xué)和可持續(xù)發(fā)展的重要途徑。 本文通過(guò)PEST分析法、SWOT分析法、案例分析法、文獻(xiàn)資料法等研究方法認(rèn)真分析研究了內(nèi)蒙古團(tuán)校發(fā)展所處的背景和面臨的狀況,對(duì)學(xué)校所面臨的外部機(jī)遇、挑戰(zhàn)以及自身發(fā)展的優(yōu)勢(shì)和劣勢(shì)進(jìn)行了闡述,從而研究制定學(xué)校今后的發(fā)展戰(zhàn)略。通過(guò)對(duì)辦學(xué)層次、人才培養(yǎng)和服務(wù)面向三個(gè)方面的科學(xué)定位的基礎(chǔ)上,提出了內(nèi)蒙古團(tuán)校的發(fā)展目標(biāo)為特色鮮明、質(zhì)量過(guò)硬、社會(huì)評(píng)價(jià)高的一流團(tuán)屬院校。通過(guò)這樣的發(fā)展戰(zhàn)略,希望內(nèi)蒙古團(tuán)校能夠?qū)崿F(xiàn)更好、更長(zhǎng)遠(yuǎn)的發(fā)展。
[Abstract]:The Inner Mongolia League School was founded in 1959. It is the first regiment affiliated college in the minority areas of China. It is a public institution attached to the League Committee of the Autonomous region and fully funded by the autonomous region. It is also the only university-affiliated institution in the autonomous region. In 2000, On the basis of Inner Mongolia League College, the Youth political College of Inner Mongolia normal University was jointly established by the League Committee of the Autonomous region and Inner Mongolia normal University, which created a new model for the development of affiliated colleges and universities in the whole country. After more than ten years of development, Inner Mongolia League School (also known as the Youth political College of Inner Mongolia normal University) has become a common university which integrates cadre training and multi-level academic education, and has entered a good development stage. Since 2008, the number of students in the national college entrance examination has gradually decreased, and the period of rapid development of higher education in China has basically ended, beginning to enter the stage of connotative development. The development task of higher education in China is to improve the quality of higher education, to improve the quality of personnel training, to improve the level of scientific research, and to strengthen the ability of social service. In 2013, the Ministry of Education put forward the reform of college entrance examination, and at the same time carried out the reform of higher education, that is, colleges and universities will set aside a part of the transformation into application-oriented colleges and universities, the purpose of the reform is to promote some colleges and universities to cultivate application-oriented, technology-oriented talents. The condition of the transformation is the characteristic which accords with the technical skill training request. Under the circumstances that the higher education proposes to reform vigorously, the number of students gradually decreases, the competitiveness of oneself is relatively weak, and the prospects for development are not clear, how to determine the development goals and formulate a reasonable development strategy, It has become an important way to solve the problem of development, establish its own advantages and realize the scientific and sustainable development. In this paper, PEST analysis, case analysis, literature analysis and other research methods are used to analyze the background and situation of the development of Inner Mongolia League School, as well as the external opportunities faced by the school. The challenges and the advantages and disadvantages of the development of the school are expounded, and the future development strategy of the school is studied. On the basis of the scientific orientation of the levels of running a school, the cultivation of talents and the orientation of service, this paper puts forward the first-class colleges and universities of Inner Mongolia League School, which are characterized by distinct development objectives, excellent quality and high social evaluation. Through this development strategy, I hope Inner Mongolia League School can achieve better and longer-term development.
