【摘要】：本文通過對德國、日本、英國、美國等四個(gè)國家的比較分析發(fā)現(xiàn),技能形成體系的治理結(jié)構(gòu)與制度安排構(gòu)成了符合本國或本地區(qū)的"高技能平衡",讓中央與地方、市場與管制之間圍繞技能形成體系關(guān)于收益與控制的沖突上找到一個(gè)博弈均衡點(diǎn),形成一個(gè)符合技能穩(wěn)定輸出與技能各個(gè)主體成本分擔(dān)機(jī)制的制度包。對中國而言,校企合作制度作為上述"博弈均衡點(diǎn)"的關(guān)鍵制度安排,有效的成本分擔(dān)機(jī)制成為技能形成體系效率的關(guān)鍵。
[Abstract]:Through the comparative analysis of four countries, Germany, Japan, Britain and the United States, this paper finds that the governance structure and institutional arrangement of the skill formation system constitute a "high skill balance" that conforms to their own country or region, so that the central and local governments, A game equilibrium point is found between the market and regulation around the conflict between the skill formation system and the income and control system, which forms a system package that accords with the mechanism of stable output of skills and the cost sharing mechanism of each subject of skill. As the key institutional arrangement of the game equilibrium point, the effective cost sharing mechanism becomes the key to the efficiency of the skill formation system.
