從德國走出PISA震驚看基礎教育改革——訪德國各州文化教育部長聯(lián)席會議前秘書長蒂斯教授

【摘要】:隨著各國對教育質(zhì)量的關注,經(jīng)合組織(OECD)實施的國際學生評估項目(PISA)受到了越來越多國家和地區(qū)的重視,其測評結果對OECD國家的教育政策產(chǎn)生了重要影響。德國在2000年的首次參測結果不夠理想,處于中游水平,引發(fā)了社會各界對教育的討論,政界和教育界開始努力探索中小學教育改革的途徑。2013年PISA結果顯示,德國學生的數(shù)學、閱讀和科學表現(xiàn)首次超過OECD國家的平均水平,彰顯了德國10多年的相關教育改革成就。2016年9月24-25日,"中德基礎教育國際研討會"在上海外國語大學召開,德國各州文化教育部長聯(lián)席會議(KMK)前秘書長、德國柏林市教育部前部長、德國洪堡大學哲學與教育學教授蒂斯(THIE)先生作了主題為"PISA在德國引起的反思"的演講。為了進一步了解由PISA引起的德國中小學教育改革,上海外國語大學教育信息化國際比較研究中心、德國教育科學政策信息研究中心對蒂斯教授進行了專訪。在訪談中,蒂斯教授介紹了PISA2000測試結果引發(fā)的德國教育政策變革,其從一定程度上影響了德國PISA2012的結果,使德國躋身為數(shù)不多的成績穩(wěn)步遞增國家之列,走出了首屆PISA測試引發(fā)的"震驚"。此外,蒂斯教授作為孔子學院高級顧問,對中德兩國的文化教育交流進行了展望。
[Abstract]:With the attention of various countries to the quality of education, the International Student Assessment Project (Pisa) implemented by OECD has been paid more and more attention by more and more countries and regions. The results of the evaluation have had an important impact on the education policies of OECD countries.Germany's first test in 2000 was not ideal and at a mid-stream level, sparking discussion of education from all walks of life, and political and educational circles began to explore ways to reform primary and secondary education. The 2013 PISA results showed that German students' mathematics.For the first time, reading and scientific performance exceeded the average in OECD countries, highlighting Germany's achievements in more than a decade of educational reform. On September 24-25, 2016, the International Symposium on basic Education between China and Germany was held at Shanghai International Studies University.The former Secretary General of the German Ministers of Culture and Education (KMK), the former Minister of Education of Berlin, Germany, and Professor of philosophy and Education at the University of Humboldt, Germany, Mr. Testin Thyie, delivered a speech entitled "Reflections caused by PISA in Germany".In order to further understand the German primary and secondary education reform caused by PISA, the International Comparative Research Center for Educational Informatization of Shanghai Foreign Studies University and the German Center for Educational Science and Policy Information Research conducted a special interview with Professor Thys.In the interview, Professor Thys introduced the educational policy changes in Germany caused by the results of the PISA2000 test, which to some extent influenced the results of the German PISA2012 and made Germany one of the few countries with steadily increasing achievements.Out of the first PISA test triggered by the "shock."In addition, as a senior adviser to the Confucius Institute, Professor Thys looks forward to the cultural and educational exchanges between China and Germany.
