【摘要】:20世紀(jì)80年代以來(lái),伴隨著城市化的進(jìn)程,進(jìn)城務(wù)工農(nóng)民工大幅度上升,自20世紀(jì)末期,越來(lái)越多的進(jìn)城務(wù)工人員攜帶家屬遷移城市,這種現(xiàn)象呈現(xiàn)不斷增長(zhǎng)的趨勢(shì)。由此城市當(dāng)中出現(xiàn)了一個(gè)數(shù)目龐大而特殊的社會(huì)群體,那就是進(jìn)城務(wù)工就業(yè)農(nóng)民子女。隨之而來(lái)的就是農(nóng)民工子女的教育問(wèn)題,他們的教育問(wèn)題成為了廣大教育工作者亟待解決的重點(diǎn)。在農(nóng)民工子女義務(wù)教育的形成和發(fā)展過(guò)程中,政策扮演了一個(gè)非常重要的角色。然而,“上有政策,下有對(duì)策”、農(nóng)民工子女無(wú)法享受到與城市人口平等的受教育的現(xiàn)象屢見(jiàn)不鮮。2001年,國(guó)務(wù)院發(fā)布《關(guān)于基礎(chǔ)教育改革與發(fā)展的決定》的教育政策中第十二條規(guī)定:“要重視解決流動(dòng)人口子女接受義務(wù)教育問(wèn)題,以流入地區(qū)政府管理為主,以全日制公辦中小學(xué)為主,采取多種形式,依法保障流動(dòng)人口子女接受義務(wù)教育的權(quán)利!闭窃谀菚r(shí)國(guó)家政府層面正式提出了“兩為主”的教育政策。而在實(shí)際執(zhí)行過(guò)程中,政策出現(xiàn)了偏離目標(biāo)的現(xiàn)象,這對(duì)于農(nóng)民工子女的教育及發(fā)展,甚至于國(guó)家的長(zhǎng)治久安,和諧社會(huì)的建設(shè)與發(fā)展都危害甚大。本文擬論述“兩為主”政策執(zhí)行的問(wèn)題,為今后政策的順利執(zhí)行提供依據(jù)。本文共分為五個(gè)章節(jié),第一章節(jié)對(duì)研究的背景,相關(guān)概念,研究的意義、研究方法等內(nèi)容進(jìn)行了簡(jiǎn)要介紹;第二章節(jié)概述了石樓中學(xué)“兩為主”政策執(zhí)行情況;第三章節(jié)深入探討了“兩為主”政策出現(xiàn)執(zhí)行偏差的原因;第四章節(jié)針對(duì)“兩為主”政策執(zhí)行偏差的原因,提出完善“兩為主”政策的相關(guān)建議與對(duì)策;第五章節(jié)主要是對(duì)本研究的總結(jié),講述了本研究的創(chuàng)新點(diǎn)和不足之處。
[Abstract]:Since 1980s, with the process of urbanization, migrant workers in cities have increased dramatically. Since the end of 20th century, more and more migrant workers have brought their families to the cities. This phenomenon shows a growing trend. As a result, a large and special social group has emerged in the city, that is, the children of migrant workers working in cities and the children of peasants. With this comes the problem of the education of the children of migrant workers. Their educational problems have become the focus of the majority of educators to be solved urgently. In the process of forming and developing compulsory education for migrant workers' children, policy plays a very important role. However, "there are policies," "the lack of equal access to education for the children of migrant workers is common." in 2001, The State Council issued the "decision on the Reform and Development of basic Education" in the 12th articles of its education policy: "We should pay attention to solving the problem of compulsory education for the children of the floating population, mainly in the management of the inflow of local governments. Full-time public primary and secondary schools are the primary and secondary schools, taking various forms to guarantee the children's right to compulsory education in accordance with the law. "it was at that time that the national government formally put forward the" two-oriented "education policy, and in the actual implementation process, The policy deviates from the target, which is harmful to the education and development of the children of migrant workers, even to the long-term stability of the country and the construction and development of a harmonious society. This paper is divided into five chapters. The first chapter briefly introduces the research background, related concepts, research significance, research methods and so on. The second chapter summarizes the implementation of the "two main" policy in Shilou Middle School; the third chapter deeply discusses the reasons for the deviation in the implementation of the "two main" policies; and the 4th chapter focuses on the reasons for the deviation in the implementation of the "two main" policies. The 5th chapter is a summary of this research, and describes the innovative points and shortcomings of this study.
