【摘要】：2003年,中共中央、國務院正式提出振興東北的宏觀發(fā)展政策。青岡縣面臨新的發(fā)展機遇,提出了建設“中等規(guī)模區(qū)域節(jié)點城”的發(fā)展戰(zhàn)略。在未來的城鎮(zhèn)發(fā)展中,青岡將以現(xiàn)代化生態(tài)農(nóng)業(yè)為主要產(chǎn)業(yè)發(fā)展方向,通過引入現(xiàn)代化農(nóng)業(yè)生產(chǎn)工具,發(fā)展新型農(nóng)業(yè),并以此推動第二、第三產(chǎn)業(yè)的發(fā)展,形成綜合第一、第二和第三產(chǎn)業(yè)的復合型產(chǎn)業(yè)結構。本文從現(xiàn)代化生態(tài)農(nóng)業(yè)發(fā)展的角度,對青岡縣現(xiàn)狀條件進行分析,并借鑒發(fā)達國家城鎮(zhèn)規(guī)劃建設經(jīng)驗,提出青岡縣城鎮(zhèn)體系規(guī)劃和城市總體規(guī)劃策略及實施措施。本文以現(xiàn)代化生態(tài)農(nóng)業(yè)為基礎,提出了青岡城鎮(zhèn)規(guī)劃策略。本文首先分析了現(xiàn)代化生態(tài)農(nóng)業(yè)的相關概念,總結了以現(xiàn)代化生態(tài)農(nóng)業(yè)為產(chǎn)業(yè)基礎的城鎮(zhèn)發(fā)展布局及產(chǎn)業(yè)定位方法,以及國內(nèi)外的相關研究及實踐案例。然后,本文對青岡縣現(xiàn)狀概況進行了分析,對上輪青岡城鎮(zhèn)總體規(guī)劃進行了分析評價,總結了青岡城鎮(zhèn)現(xiàn)狀發(fā)展問題及發(fā)展條件。最后,本文以青岡城鎮(zhèn)發(fā)展現(xiàn)狀為基礎,提出了以現(xiàn)代化生態(tài)農(nóng)業(yè)發(fā)展為基礎的青岡城鎮(zhèn)規(guī)劃策略,包括明確區(qū)域發(fā)展戰(zhàn)略定位、提出城鎮(zhèn)發(fā)展戰(zhàn)略舉措、確定城鄉(xiāng)發(fā)展目標、制定城鎮(zhèn)產(chǎn)業(yè)發(fā)展規(guī)劃,并提出中心城區(qū)發(fā)展規(guī)劃策略等。本研究以青岡縣發(fā)展現(xiàn)狀為基礎,分析其在現(xiàn)狀發(fā)展過程中存在的問題,并根據(jù)其現(xiàn)狀條件對其發(fā)展優(yōu)勢進行分析,提出以現(xiàn)代化生態(tài)農(nóng)業(yè)為產(chǎn)業(yè)核心的發(fā)展策略,對于青岡縣的城鄉(xiāng)統(tǒng)籌規(guī)劃及產(chǎn)業(yè)規(guī)劃具有一定的指導意義。同時,發(fā)展現(xiàn)代化生態(tài)農(nóng)業(yè)還將對城鎮(zhèn)的生態(tài)環(huán)境建設及農(nóng)業(yè)景觀塑造具有重要意義。
[Abstract]:In 2003, the Central Committee of the Communist Party of China, the State Council formally proposed the macro development policy of revitalizing the northeast. In the face of new development opportunities, Qinggang County proposed the development strategy of building a "medium scale regional node city". In the future urban development, Qinggang will take the modern ecological agriculture as the main direction for the development of the production industry, through the introduction of modern agricultural production workers. To develop new agriculture, and to promote the development of the second and third industries, to form a composite industrial structure of comprehensive first, second and third industries. From the perspective of the development of modern ecological agriculture, this paper analyzes the conditions of Qinggang County, and draws on the planning and construction experience of the developed countries, and puts forward the planning of the town system in Qinggang county. The urban planning strategy and implementation measures. Based on the modern ecological agriculture, this paper puts forward the planning strategy of Qinggang town. Firstly, this paper analyzes the related concepts of modern ecological agriculture, summarizes the urban development layout and industrial positioning method based on the modern ecological agriculture as the industrial base, as well as the related research and reality at home and abroad. In this paper, the general situation of Qinggang county is analyzed, the overall planning of Qinggang town is analyzed and evaluated, and the development and development conditions of Qinggang town are summarized. Finally, this paper, based on the development status of Qinggang Town, puts forward the planning strategy of Qinggang town based on the development of modern ecological agriculture. It includes the strategic orientation of regional development, the strategy of urban development, the target of urban and rural development, the formulation of urban industrial development plan, and the development planning strategy of the central urban area. Based on the development status of Qinggang County, this paper analyzes the problems in the development process of the present situation, and the development of its present conditions. The development strategy of the modern ecological agriculture as the core of the industry is put forward, which has certain guiding significance for the urban and rural overall planning and industrial planning in Qinggang county. At the same time, the development of modern ecological agriculture will also be of great significance to the ecological environment construction and the construction of the agricultural landscape.
