【摘要】：資本外逃是一種特殊的資本流動(dòng)現(xiàn)象，對(duì)一國(guó)的經(jīng)濟(jì)發(fā)展具有重要影響。從資本外逃這一問(wèn)題的提出到現(xiàn)在，由于研究角度和方法的不同，學(xué)術(shù)界尚未形成統(tǒng)一的定義對(duì)資本外逃進(jìn)行界定。但是，，通過(guò)系統(tǒng)研讀相關(guān)文獻(xiàn)及著作，筆者發(fā)現(xiàn)大部分的學(xué)者普遍存在一個(gè)共識(shí)：資本外逃是一種不正常的資本流動(dòng)，大規(guī)模的資本外逃會(huì)對(duì)一國(guó)的經(jīng)濟(jì)發(fā)展及穩(wěn)定造成嚴(yán)重威脅。因此，科學(xué)合理的估算資本外逃的規(guī)模并分析其對(duì)經(jīng)濟(jì)變量的影響是實(shí)施資本監(jiān)控并做好防范措施的重要手段，同時(shí)，也是預(yù)防金融危機(jī)的重要預(yù)警信號(hào)。 本文就從梳理國(guó)內(nèi)外資本外逃相關(guān)文獻(xiàn)開(kāi)始，首先對(duì)當(dāng)前經(jīng)濟(jì)背景下我國(guó)發(fā)生的資本外逃進(jìn)行定義，與正常的資本流動(dòng)區(qū)分開(kāi)來(lái)。然后討論分析國(guó)內(nèi)外比較通用的幾種測(cè)算資本外逃規(guī)模的方法，比較各類方法的優(yōu)勢(shì)與不足，對(duì)主要的兩種測(cè)算方法（直接法和間接法）進(jìn)行修正，并運(yùn)用修正后的兩種測(cè)算方法對(duì)我國(guó)2006年--2011年間的資本外逃規(guī)模進(jìn)行較為準(zhǔn)確的估算，分析我國(guó)資本外逃的趨勢(shì)及特點(diǎn)。再次，結(jié)合我國(guó)的實(shí)際情況，分析我國(guó)資本外逃的渠道和動(dòng)因，并分析其對(duì)我國(guó)經(jīng)濟(jì)增長(zhǎng)的影響。最后，結(jié)合前面的分析討論，給出幾點(diǎn)政策建議，防范出現(xiàn)大規(guī)模的資本外逃。
[Abstract]:Capital flight is a special phenomenon of capital flow, which has an important impact on a country's economic development. Since the issue of capital flight has been raised, due to the different research angles and methods, the academic community has not yet formed a unified definition to define capital flight. However, through a systematic study of relevant literature and works, the author finds that most scholars generally have a consensus that capital flight is an abnormal capital flow. Large-scale capital flight will pose a serious threat to a country's economic development and stability. Therefore, scientific and reasonable estimation of the scale of capital flight and analysis of its impact on economic variables is an important means of capital monitoring and prevention measures, but also an important early warning signal to prevent financial crisis. This paper begins with the literature on capital flight at home and abroad, first defines the capital flight in China under the current economic background, and distinguishes it from the normal capital flow. Then it discusses and analyzes several common methods of calculating the scale of capital flight at home and abroad, compares the advantages and disadvantages of various methods, and modifies the two main methods (direct method and indirect method). By using the two modified methods, the author estimates the scale of capital flight from 2006 to 2011, and analyzes the trend and characteristics of capital flight in China. Thirdly, according to the actual situation of our country, this paper analyzes the channel and motivation of capital flight, and analyzes its influence on the economic growth of our country. Finally, combined with the previous analysis and discussion, some policy suggestions are given to prevent large-scale capital flight.
