【摘要】：我國行政審批制度改革發(fā)端于20世紀(jì)70年代末,隨著市場經(jīng)濟(jì)體制和行政管理體制改革的不斷深化而漸進(jìn)發(fā)展。"十二五"期間長江經(jīng)濟(jì)帶上游四地的行政審批制度改革均取得了重大進(jìn)展。深化行政審批制度改革需要進(jìn)一步加強(qiáng)地方自主性,堅(jiān)持"量"與"質(zhì)"并重,積極探索負(fù)面清單管理,依照法定程序規(guī)范實(shí)施,不斷加強(qiáng)行政監(jiān)管。
[Abstract]:The reform of administrative examination and approval system in China originated in the late 1970s. With the deepening of the reform of market economy system and administrative management system, great progress has been made in the reform of administrative examination and approval system in the upper reaches of the Yangtze River economic belt during the 12th five-year Plan period. To deepen the reform of administrative examination and approval system, it is necessary to further strengthen local autonomy, adhere to equal emphasis on "quantity" and "quality", actively explore negative list management, implement it in accordance with legal procedures, and constantly strengthen administrative supervision.
