【摘要】：鄉(xiāng)鎮(zhèn)政府是我國(guó)行政體系中最低一級(jí)的政權(quán)組織,直面公眾實(shí)施政府管理和提供服務(wù)并受其監(jiān)督的基層政府,政府的施政能力和形象信用直接取決于其行政效能的高低。建立以正確政績(jī)觀為導(dǎo)向的科學(xué)的鄉(xiāng)鎮(zhèn)政府績(jī)效評(píng)估體系,能從組織制度上為提高政府科學(xué)發(fā)展能力提供有效支持,在理論上和現(xiàn)實(shí)中具有重要意義。本文在總結(jié)當(dāng)前地方政府績(jī)效評(píng)估相關(guān)研究的基礎(chǔ)上,以永春縣鄉(xiāng)鎮(zhèn)政府績(jī)效評(píng)估體系為研究對(duì)象,闡述了永春縣鄉(xiāng)鎮(zhèn)政府績(jī)效評(píng)估體系的現(xiàn)狀以及特點(diǎn),分析永春縣鄉(xiāng)鎮(zhèn)政府績(jī)效評(píng)估體系存在的問(wèn)題,如主體缺乏足夠的公眾參與,指標(biāo)設(shè)計(jì)不夠科學(xué)合理,實(shí)施過(guò)程透明度有待加強(qiáng)等,并分析了問(wèn)題存在的主要原因。根據(jù)永春縣鄉(xiāng)鎮(zhèn)政府績(jī)效評(píng)估的實(shí)際情況,針對(duì)永春縣鄉(xiāng)鎮(zhèn)政府績(jī)效評(píng)估體系面臨的問(wèn)題,與我國(guó)部分地方政府、專家對(duì)鄉(xiāng)鎮(zhèn)政府績(jī)效評(píng)估的研究成果進(jìn)行闡述比較,概括出鄉(xiāng)鎮(zhèn)政府績(jī)效評(píng)估的原則、評(píng)估體系流程、指標(biāo)體系設(shè)計(jì)等,并以此為基礎(chǔ)構(gòu)建出適用于永春縣鄉(xiāng)鎮(zhèn)政府績(jī)效評(píng)估的體系。
[Abstract]:The township government is the lowest political organization in the administrative system of our country. It faces the grass-roots government which carries out the government management and provides the service and is supervised by the public. The administrative ability and image credit of the government depend directly on its administrative efficiency. It is of great significance in theory and practice to establish a scientific evaluation system of township government performance based on the correct view of political achievements, which can provide effective support for improving the scientific development ability of the government from the organizational system. On the basis of summarizing the current research on local government performance evaluation, this paper takes Yongchun county township government performance evaluation system as the research object, and expounds the current situation and characteristics of Yongchun county township government performance evaluation system. This paper analyzes the problems existing in the performance evaluation system of the township government in Yongchun County, such as the lack of adequate public participation in the main body, the lack of scientific and reasonable index design, and the need to strengthen the transparency of the implementation process, etc., and analyzes the main reasons for the existence of the problems. According to the actual situation of the township government performance evaluation in Yongchun County, aiming at the problems faced by the township government performance evaluation system in Yongchun County, this paper expounds and compares the research results of the township government performance evaluation with some local governments and experts in our country. This paper summarizes the principle of township government performance evaluation, the process of evaluation system, the design of index system and so on. On the basis of this, the paper constructs a system suitable for the performance evaluation of township government in Yongchun County.
