基于雙因素理論的鄉(xiāng)鎮(zhèn)公務員激勵問題研究

【摘要】:鄉(xiāng)鎮(zhèn)政府是我國政府體系中最基層,直接關系到國家大政方針政策是否能夠順利落地實施。鄉(xiāng)鎮(zhèn)公務員的積極性和主動性能否充分發(fā)揮出來,不但關系到政府行政效能的高低,也關乎國家的形象。構建與目前國情相適應的公務員激勵措施,充分調動公務員、特別是鄉(xiāng)鎮(zhèn)公務員的工作積極性和創(chuàng)造性,是深化政府“放管服”改革、提升政府效能的重要內容,對于密切黨群關系、樹立政府良好形象有著深遠意義。目前,國內有關公務員激勵問題的研究較多,但多集中在宏觀研究層面。在公務員激勵問題的研究方面,國內外影響較大的是赫茨伯格的雙因素理論,該理論被廣泛應用在科教文衛(wèi)等公共領域以及政府企業(yè)公共管理等多個領域。雙因素理論認為,激發(fā)員工工作動機的因素可分為保健和激勵兩個方面,對于管理者而言,如何認定和分析保健和激勵因素,并取長補短才是關鍵。為此,本文在對公務員激勵的相關理論和具體實踐深入分析和研究的基礎上,運用雙因素理論來研究山東省曲阜市鄉(xiāng)鎮(zhèn)公務員激勵問題,嘗試進一步豐富和完善現有公務員激勵理論,拓展雙因素理論在公共領域的研究與適用性。文章共分為六個部分。文章的第一部分介紹了選題背景和研究意義,對國內外激勵理論和問題相關研究進行綜述,介紹文章的研究內容和方法。在第二部分,文章對鄉(xiāng)鎮(zhèn)公務員、激勵的概念進行界定,對本文的理論框架——雙因素理論的內涵、適用條件和應用進行闡述,提出本文的理論依據。第三部分通過調查問卷和訪談的具體分析闡明當前曲阜市鄉(xiāng)鎮(zhèn)公務員激勵現狀,提出改進和完善曲阜市鄉(xiāng)鎮(zhèn)公務員激勵的對策建議,以期對該市及其國家鄉(xiāng)鎮(zhèn)公務員的激勵問題研究有所裨益。
[Abstract]:Township government is the most basic level in the government system of our country, and it is directly related to whether the national policies and policies can be carried out smoothly. Whether the enthusiasm and initiative of township civil servants can be brought into full play is not only related to the administrative efficiency of the government, but also to the image of the country. Building incentives for civil servants in line with the current national conditions and fully mobilizing the enthusiasm and creativity of civil servants, especially those in villages and towns, is an important part of deepening the reform of the government's "release of control and service" and enhancing the effectiveness of the government. For the close relationship between the party and the masses, the establishment of a good image of the government has far-reaching significance. At present, there are many researches on civil servants' incentive in China, but most of them focus on the macro-level. In the research of civil servants' incentive, Hertzberg's two-factor theory has been widely used in the public fields such as science, education, culture and health, as well as in the public administration of government enterprises and so on. According to the theory of two factors, the motivation of employees can be divided into two aspects: health care and motivation. For managers, how to identify and analyze health care and motivation factors, and how to learn from each other is the key. Therefore, on the basis of in-depth analysis and research on the relevant theory and practice of civil servants' motivation, this paper applies the two-factor theory to study the incentive problem of township civil servants in Qufu City, Shandong Province. This paper attempts to further enrich and perfect the existing civil servant incentive theory and expand the research and applicability of the two-factor theory in the public domain. The article is divided into six parts. The first part of this paper introduces the background and significance of the topic, summarizes the domestic and foreign research on incentive theory and problems, and introduces the research contents and methods. In the second part, the paper defines the concept of the township civil servant and incentive, expounds the connotation, applicable conditions and application of the two-factor theory, and puts forward the theoretical basis of this paper. The third part clarifies the current incentive status of township civil servants in Qufu City through the specific analysis of questionnaires and interviews, and puts forward some countermeasures and suggestions to improve and perfect the incentive of township civil servants in Qufu City. It is expected to be beneficial to the study of the incentive problem of civil servants in the city and its national townships.
