【摘要】：單親家庭數(shù)量與日俱增已是世界性趨勢(shì),單親家庭貧困化也成為了困擾世界各國(guó)的難題。我國(guó)自改革開(kāi)放以來(lái),隨著經(jīng)濟(jì)發(fā)展,家庭和社會(huì)結(jié)構(gòu)逐步呈現(xiàn)多元化,多種因素使得我國(guó)單親家庭數(shù)量不斷增加,單親貧困群體正成為增速最快的貧困群體之一,單親貧困家庭問(wèn)題也引起了各級(jí)政府和學(xué)者們的普遍關(guān)注。多數(shù)單親貧困家庭要面對(duì)物質(zhì)和其他多方面資源的匱乏。發(fā)達(dá)國(guó)家針對(duì)單親貧困家庭一般都有一套完整的社會(huì)福利和社會(huì)救助體系。雖然在我國(guó)單親貧困家庭的問(wèn)題已引起了各方重視,但是長(zhǎng)久以來(lái)并沒(méi)有專(zhuān)門(mén)針對(duì)單親貧困家庭的社會(huì)救助政策,尚未形成一個(gè)完整的社會(huì)救助系統(tǒng),大多數(shù)家庭仍然十分困難的局面。本文通過(guò)分析我國(guó)單親貧困家庭社會(huì)救助的現(xiàn)狀,指出我國(guó)在單親貧困家庭社會(huì)救助中存在的問(wèn)題;通過(guò)借鑒世界各國(guó)或地區(qū)的先進(jìn)經(jīng)驗(yàn)并提出合理建議,以便我國(guó)建立切實(shí)可行的單親貧困家庭的社會(huì)救助模式,解決單親貧困家庭成員的實(shí)際困難,保障其基本生活權(quán)利,這對(duì)構(gòu)建和諧的小康社會(huì)具有重大的現(xiàn)實(shí)意義。
[Abstract]:The increasing number of single-parent families has become a worldwide trend, and the poverty of single-parent families has become a difficult problem in the world. Since the reform and opening up to the outside world, with the development of economy, the family and social structure are gradually diversified. Many factors make the number of single parent families increase constantly, and the single parent poverty group is becoming one of the fastest growing poor groups. The problem of single-parent poor families has also aroused widespread concern at all levels of government and scholars. Most single-parent poor families face a lack of material and other resources. Developed countries generally have a complete set of social welfare and social assistance systems for single-parent poor families. Although the problem of single-parent poor families in China has attracted attention from all sides, there has been no social assistance policy specifically aimed at single-parent poor families for a long time, and a complete social assistance system has not yet been formed. Most families are still in a very difficult situation. By analyzing the current situation of social assistance for single-parent poor families in China, this paper points out the problems existing in the social assistance for single-parent poor families in China. By drawing on the advanced experience of countries or regions of the world and putting forward reasonable suggestions, in order to establish a practical social assistance model for single-parent poor families in China, to solve the practical difficulties of the members of single-parent poor families and to guarantee their basic right to life, This is of great practical significance to the construction of a harmonious well-off society.
