【摘要】：昭通市地質(zhì)災(zāi)害危害嚴(yán)重,每年都有因地質(zhì)災(zāi)害所造成的人員傷亡與財(cái)產(chǎn)損失。近年來昭通市地質(zhì)災(zāi)害防治工作迎來了大好的機(jī)遇,一是國家實(shí)施烏蒙山片區(qū)扶貧開發(fā)項(xiàng)目,在昭通開展水文地質(zhì)環(huán)境地質(zhì)調(diào)查、地質(zhì)災(zāi)害調(diào)查與監(jiān)測(cè)、地質(zhì)災(zāi)害專業(yè)監(jiān)測(cè)預(yù)警示范等工作；二是云南省因地質(zhì)災(zāi)害防治形勢(shì)嚴(yán)峻,制定了一系列的政策來促進(jìn)地質(zhì)災(zāi)害防治工作的提升。如何把握好并利用這些利好機(jī)會(huì),提升昭通市地質(zhì)災(zāi)害防治工作水平,就需要對(duì)昭通市政府當(dāng)前地質(zhì)災(zāi)害管理中存在的問題進(jìn)行分析。 本文首先介紹地質(zhì)災(zāi)害的一些基本知識(shí),然后討論總結(jié)了在地質(zhì)災(zāi)害管理工作上做得比較好的美國與日本的經(jīng)驗(yàn),與中國的管理進(jìn)行了簡(jiǎn)要對(duì)比。對(duì)地質(zhì)災(zāi)害管理工作進(jìn)行初步分析。 其次,通過分析昭通市地質(zhì)災(zāi)害管理所面臨的自然環(huán)境、社會(huì)環(huán)境條件以及各個(gè)行政主體,并選取《地質(zhì)災(zāi)害防治條例》等三個(gè)政策法規(guī),對(duì)其實(shí)施目的以及在昭通市的實(shí)施情況進(jìn)行分析與總結(jié)。再通過分析各級(jí)政府、各個(gè)職能部門對(duì)地質(zhì)災(zāi)害管理政策的影響因素,重點(diǎn)分析市級(jí)政府和國土部門,并結(jié)合案例分析,對(duì)地質(zhì)災(zāi)害管理工作中各個(gè)政策主體因素職能分析。找尋導(dǎo)致地方地質(zhì)災(zāi)害管理出現(xiàn)問題的原因。 最后,在前面分析的基礎(chǔ)上,找到昭通市地質(zhì)災(zāi)害管理工作中存在的具體問題,并提出建立規(guī)范的市級(jí)管理體系、進(jìn)行政策評(píng)估、完善政策監(jiān)控體系、健全政策網(wǎng)絡(luò)、修編地質(zhì)災(zāi)害防治規(guī)劃、健全培訓(xùn)體系等相應(yīng)對(duì)策。
[Abstract]:The geological hazards in Zhaotong City are serious, and there are casualties and property losses caused by geological disasters every year. In recent years, the prevention and control of geological disasters in Zhaotong City has ushered in a great opportunity. First, the state has implemented the project of poverty alleviation and development in Wumeng Mountain area, and carried out hydrogeological environmental geological survey, geological hazard survey and monitoring in Zhaotong. Geological hazards professional monitoring and early warning demonstration work; Second, because of the severe situation of prevention and control of geological disasters in Yunnan Province, a series of policies have been formulated to promote the promotion of the prevention and control of geological disasters. It is necessary to analyze the problems existing in the management of geological disasters in Zhaotong City in order to grasp and make use of these good opportunities to improve the level of geological disaster prevention and control in Zhaotong City. This paper first introduces some basic knowledge of geological hazards, then discusses and summarizes the experiences of the United States and Japan, which have done a good job in the management of geological hazards, and makes a brief comparison with the management of China. A preliminary analysis of geological hazard management is carried out. Secondly, through the analysis of the natural environment, social environmental conditions and various administrative subjects faced by the geological disaster management in Zhaotong City, three policies and regulations, such as the regulations on the Prevention and Control of Geological disasters, are selected. The purpose of its implementation and its implementation in Zhaotong City are analyzed and summarized. Then through the analysis of all levels of government, each functional department to the geological hazard management policy factors, focusing on the municipal government and territorial departments, and combined with the case analysis, the geological hazard management of the main factors of the functional analysis. Find out the cause of local geological disaster management problems. Finally, on the basis of the previous analysis, we find out the concrete problems existing in the geological disaster management of Zhaotong City, and propose to establish a standardized municipal management system, carry on the policy evaluation, perfect the policy monitoring system, and perfect the policy network. Revise the geological disaster prevention and cure plan, perfect the training system and so on corresponding countermeasure.
