宗教慈善組織參與社會(huì)服務(wù)的政策研究

【摘要】:福利多元主義認(rèn)為,以政府為單一供給主體的社會(huì)服務(wù)模式已不能適應(yīng)現(xiàn)代社會(huì)的激烈變遷和層出不窮的社會(huì)問題,提出國家、市場、社區(qū)和民間社會(huì)等多元協(xié)同的福利供給模式促進(jìn)社會(huì)福利水平的提高。隨著宗教社會(huì)服務(wù)的發(fā)展,宗教慈善組織以第三部門的身份參與社會(huì)服務(wù)供給。在社會(huì)現(xiàn)代化和市場經(jīng)濟(jì)開放的今天,國家在政策上明確了對宗教事務(wù)的態(tài)度——鼓勵(lì)和規(guī)范宗教界從事公益慈善活動(dòng)。但政府與宗教機(jī)構(gòu)、宗教慈善組織之間的關(guān)系并沒有形成一個(gè)明確的脈絡(luò),相關(guān)的政策法規(guī)設(shè)計(jì)并不能很好地滿足宗教慈善組織參與社會(huì)服務(wù)供給的切實(shí)需求。本文力求通過文獻(xiàn)分析和實(shí)地研究收集相關(guān)資料,分析中國宗教慈善組織參與社會(huì)服務(wù)的具體政策規(guī)定,對比內(nèi)地與香港宗教慈善組織參與社會(huì)服務(wù)的政策實(shí)踐。并了解內(nèi)地在現(xiàn)有政策允許或約束的條件下,作為宗教參與社會(huì)服務(wù)的執(zhí)行主體——宗教慈善組織的政策執(zhí)行和應(yīng)對策略,以濟(jì)南市X機(jī)構(gòu)和S敬老院為實(shí)地研究對象。最后簡單評價(jià)內(nèi)地宗教慈善組織參與社會(huì)服務(wù)的政策和法規(guī),嘗試提出合適有效的政策建議,使得宗教慈善組織在積極與社會(huì)主義社會(huì)相適應(yīng)的同時(shí),最大程度地發(fā)揮宗教社會(huì)服務(wù)解決社會(huì)問題、促進(jìn)社會(huì)和諧的作用。通過研究發(fā)現(xiàn),目前內(nèi)地宗教慈善組織參與社會(huì)服務(wù)在政策執(zhí)行力度、法規(guī)明確性、服務(wù)支持、服務(wù)內(nèi)容、服務(wù)監(jiān)督與評估等方面存在政策問題,并針對性地提出幾點(diǎn)建議:第一,法規(guī)制定明確化,實(shí)現(xiàn)社會(huì)服務(wù)體系內(nèi)真正的機(jī)會(huì)平等和自由;第二,需求導(dǎo)向下拓寬并創(chuàng)新宗教社會(huì)服務(wù)的領(lǐng)域;第三,加大政府多元投入力度,規(guī)范減免稅費(fèi)等激勵(lì)手段;第四,構(gòu)建多層次、全方位的技術(shù)支持網(wǎng)絡(luò),積極促進(jìn)并規(guī)范內(nèi)外部交流;第五,門檻的靈活化設(shè)置,具備完善可操作的法律制度;第六,完善全面明確的服務(wù)規(guī)范,強(qiáng)化服務(wù)監(jiān)管和評估機(jī)制。
[Abstract]:According to welfare pluralism, the mode of social service with the government as the main body of supply can no longer adapt to the fierce changes in modern society and the endless social problems, and put forward the state and the market. Community and civil society, such as multiple and coordinated welfare supply model to promote the level of social welfare. With the development of religious social services, religious charitable organizations participate in the supply of social services as the third sector. Today, with the modernization of society and the opening up of market economy, the state has made clear its attitude towards religious affairs-encouraging and standardizing religious circles to engage in public welfare and charity activities. However, the relationship between the government and religious institutions, religious charitable organizations has not formed a clear vein, the relevant policies and regulations can not meet the practical needs of religious charitable organizations to participate in the supply of social services. This paper tries to collect relevant data through literature analysis and field research to analyze the specific policies and regulations of China's religious charities' participation in social services, and to compare the policy practices of religious charitable organizations' participation in social services between the mainland and Hong Kong. And understand the policy implementation and coping strategy of religious charity organization, which is the main body of religious participation in social services, under the condition of the existing policy permitting or binding, and take Jinan X institution and S home for the elderly as the field research objects. Finally, it simply evaluates the policies and regulations on the participation of religious charitable organizations in social services in the mainland, and tries to put forward appropriate and effective policy recommendations, so that religious charitable organizations can actively adapt to the socialist society at the same time. To maximize the role of religious social services in solving social problems and promoting social harmony. Through the research, it is found that there are policy problems in the implementation of policies, the clarity of regulations, the support of services, the contents of services, the supervision and evaluation of services and so on in the participation of religious charitable organizations in social services in the mainland at present. At the same time, some suggestions are put forward: first, it is clear that the legislation should be formulated to realize the real equality of opportunity and freedom in the social service system; Secondly, we should broaden and innovate the field of religious social service under the guidance of demand; third, increase the multi-input of the government, standardize the incentive means such as reducing tax and fee; Fourth, to build a multi-level, omni-directional technical support network, to actively promote and regulate internal and external communication; fifth, the flexible setting of the threshold, with a perfect operational legal system; Sixth, improve the overall and clear service regulation, strengthen the service supervision and evaluation mechanism.
